Continue to maintain growth momentum

At the meeting, Mr. Hoang Vu Thanh, Director of the Department of Finance, said that in the first 6 months of 2025, the province's socio -economic situation continued to maintain growth momentum. Many targets met and exceeded the set plan. Although there were still difficulties, especially in budget revenue, the overall economy remained stable, creating momentum for a breakthrough in the last months of the year.

Nine out of 13 economic-financial indicators achieved a fairly high growth rate compared to the same period last year and exceeded the growth rate of the whole of last year. Notably, total retail sales of goods reached VND43,253 billion, up nearly 14%; revenue from accommodation services reached VND10,977 billion, up nearly 22.7%; revenue from transportation and warehousing reached nearly VND11,700 billion, up more than 10.5%. The agricultural, forestry and fishery sectors continued to grow positively, ensuring the balance between market supply and demand and contributing to stabilizing people's lives.

The industrial sector has developed relatively stably with the industrial production value (excluding oil and gas) increasing by 11.77%. The province has actively removed difficulties for enterprises and accelerated the progress of key industrial projects. 14 new projects have come into operation out of a total of 39 projects planned for the year. The occupancy rate of industrial parks and clusters continues to increase, creating more jobs for workers.

However, total state budget revenue only reached over VND47,900 billion, down 0.3% over the same period, mainly due to a decline in revenue from crude oil and import-export. This is a major challenge in the context of slow recovery in consumption and investment demand, oil price fluctuations and competitive pressure from the international market.

The socio-cultural field received comprehensive attention. Education, health care, social security, and environmental protection continued to be ensured. The rate of trained workers reached 82%, and the rate of households using clean water reached over 94%. Political security and social order and safety were maintained. National target programs such as new rural construction, poverty reduction, and development of ethnic minority areas were all implemented synchronously, achieving positive results.

No interruption when merging administrative units

To achieve the development goals for 2025, the province focuses on synchronously implementing solutions to improve the investment environment, tax management, budget expenditure and promote investment development. In particular, the focus is on continuing to reform tax administrative procedures, handling tax debts, preventing revenue loss, transfer pricing and trade fraud. The province also promotes in-depth inspections by sectors and high-risk areas such as capital transfer, e-commerce, etc.

In public investment, the province requires investors to accelerate site clearance, carry out construction on schedule, replace incompetent officials, tighten expenditure management, save regular expenditures and ensure social security in the two-level government model from July 1, 2025. The provincial People's Committee requires departments, branches and localities to focus on directing, guiding and creating favorable conditions for enterprises outside the province assigned with investment projects to register their business in the province, thereby creating revenue for the budget. At the same time, organize work with enterprises that have production and business activities in the province, but pay taxes in other localities, on that basis, find solutions to encourage and guide these enterprises to pay taxes in the province, especially oil and gas, iron and steel enterprises, etc. to review land rental prices, manage public assets, and promote new projects to come into operation.

In addition, the province also promotes export promotion, connects supply and demand, controls fraudulent goods, regulates the market, and supports businesses in consuming goods. Key investment programs, business development, and handling slow-moving projects will continue to be focused on to increase production capacity and stabilize budget revenue.

Concluding the meeting, Mr. Nguyen Van Tho, Chairman of the Provincial People's Committee, requested departments, branches and localities to focus on resolving outstanding work and not to interrupt the process of merging administrative units. Ensure budget balance to carry out the task of reorganizing the two-level local government apparatus.
