On average, each year, units in the Vietnam National Coal and Mineral Industries Group (TKV) need to recruit and train about 4,000 to 4,500 underground mining workers. This is the force that provides human resources for production to supplement the Group's annual retirement and resignation. To complete the set targets, TKV always implements well the regimes and policies, ensuring stable jobs and income to attract and retain workers, especially miners.
In 2023, TKV believes that the recruitment of underground mining jobs will have many favorable factors. Based on the production and business results achieved by TKV in 2022, businesses will have more conditions to take care of the material and spiritual life of workers, wages and income will increase compared to the previous year. In 2022, the average salary of the whole Group will reach 16.8 million VND/person/month, an increase of 23.6% of the annual plan and an increase of 15.4% compared to 2021. Meanwhile, a number of other economic sectors are suffering from common difficulties, the situation of workers being reduced in work and losing their jobs has caused a high demand for labor market shifts. Grasping these favorable factors, since the beginning of the year, TKV has required units to step up recruitment work in schools and businesses.
Assigned by TKV to recruit, train and supply human resources to meet the production needs of member units under the Group, in 2023, Vietnam College of Coal and Minerals was assigned to recruit 4,520 students (an increase of 220 students compared to 2022). In order to soon complete this target, in 2023, the School chose the annual working theme as: "Building a circular training market", providing a sustainable source of miners and implementing the criteria of "Enterprises for workers". Closely following the annual working theme, the School has developed a specific and key program and action plan. At the same time, it closely coordinates with businesses and local authorities to synchronously deploy solutions to recruit miners.
Mr. Vu Van Thinh, Vice Principal of Vietnam College of Coal and Minerals, said: From the beginning of 2023 until now, the most fundamental solution that the school has been implementing is to build, develop and consolidate the recruitment system outside the province, and arrange the school's recruitment officers to be located in the localities. Particularly in Quang Ninh , the school coordinated with businesses and 3 localities: Ba Che, Binh Lieu and Dam Ha to promote recruitment right from the beginning of the year. Thanks to that, in the first 6 months of the year, the school coordinated with businesses to recruit 4,215/4,520 underground mining technical training targets (reaching over 93% of the annual plan). This is the highest recruitment target achieved in the past 8 years.
Also in the first 6 months of this year, the rate of interns quitting their jobs decreased to 8% (in 2022, the rate of interns quitting their jobs was over 15%). The high results of enrollment have created momentum to help the School exceed its enrollment target for this year and the following years.
Currently, the number of miners working in enterprises in Quang Ninh is over 70,000 people, of which about 60,000 people have stable housing, the rest do not have stable housing. Miners are mainly concentrated in Cam Pha, Ha Long, Uong Bi and Dong Trieu. In order to retain the workforce, recently, many units under TKV, such as: Ha Lam Coal Joint Stock Company, Quang Hanh Coal Company, Vang Danh Coal Company, Mong Duong Coal Joint Stock Company... have built and completed dormitories for workers.
According to TKV statistics, there are currently more than 20 units in the industry investing in about 80 worker housing areas, equivalent to 5,000 apartments, providing accommodation for more than 17,000 people. The collective housing areas have partly met the housing needs of miners, contributing significantly to improving the material and spiritual life of workers. In addition, currently some units such as Mong Duong Joint Stock Company and Khe Cham Coal Company are arranging sleeper buses to pick up and drop off workers to their localities in the eastern region of the province. The implementation of the policy of settling down and working together with the focus on improving working conditions, increasing income... are decisive factors in attracting and retaining workers in coal industry units.
Mr. Dang Thanh Hai, General Director of TKV, said: Currently, the coal consumption market is increasing, leading to an increase in the demand for labor in TKV enterprises. To meet the human resources for production, from now until the end of the year, units need to continue to strengthen employee retention, pay attention to implementing practical and specific issues for workers such as wages, bonuses, working conditions, travel, accommodation, building houses for workers... to meet the legitimate wishes of workers.
It is especially necessary to increase the useful time in working shifts, shorten the shift changeover time by applying information technology, shorten the travel time, and prepare for production. TKV College and companies need to continue to closely coordinate recruitment and training to meet the requirements of schools and businesses.
