The construction of the Cai San canal embankment (North bank of Cai San canal, the section bordering An Giang province to Duong Xuong canal) is being accelerated. Ms. Tran Thi Thanh, in Vinh Trinh commune, Vinh Thanh district, said: “The concrete road along Cai San canal in Vinh Trinh commune has suffered serious landslides. There are sections with landslides of tens of meters, encroaching deep into the traffic road, causing difficulties for travel. Since the functional sector of Can Tho city started to build a solid embankment to prevent landslides on Cai San canal, the section bordering An Giang province, local people have been happy and excited. Up to now, the embankment project has been focused on construction, local people have actively supported and created favorable conditions for the construction unit to soon complete the embankment route.”
The Cai San Canal emergency anti-erosion embankment started construction on October 31, 2024. This is an emergency project to overcome landslides, with a total length of 950m, including a solid embankment, railings, walkways and roads along the embankment. The project has a total construction cost of over 100 billion VND, from the state budget and other legal sources of capital. The Can Tho City Irrigation Sub-Department is the unit assigned to be the investor of the project. Currently, the project is being implemented according to the plan and schedule; the construction unit also committed to completing the project 2 months ahead of schedule and will put it into use in August 2025. On April 3, 2025, Can Tho City also started construction of the O Mon River emergency anti-erosion embankment, through Thoi An ward (O Mon district) with a total investment of about 130 billion VND. The project is located in the section from opposite Rach Ranh to Rach Tam Vu, in Thoi Trinh B area, Thoi An ward. The investor is the Can Tho City Irrigation Department. The project has a total construction cost of 130 billion VND and is identified as an urgent project to prevent and combat landslides, protect people's lives and property and state property. The embankment is 650m long, built according to a reinforced concrete structure plan, combined with stone carpet to reinforce the anti-erosion roof. The expected implementation period is from 2025 to 2026, the capital will be allocated from the city budget according to the 2025 public investment plan... After completion, the above projects will not only prevent and combat landslides, but also contribute to urban beautification in localities.
According to the Steering Committee for Civil Defense - Disaster Prevention and Search and Rescue (PTDS-PCTT&TKCN) of Can Tho City, riverbank erosion has recently become increasingly serious. The city has deployed many plans and projects to prevent and respond to landslides. Typically, the emergency embankment project to prevent landslides on Tra Noc River, from Xeo May Bridge to Rach Chua Bridge in Tra An Ward, Binh Thuy District, is being built solidly and spaciously. The project has a total investment of over 270 billion VND; of which 100 billion VND is from the central government, the rest is from the city's counterpart budget. The emergency embankment to prevent landslides on Tra Noc River was newly invested in construction with a length of nearly 2km, reinforced concrete structure, with railings, sidewalk corridors, trees, lighting systems, drainage and traffic roads... The emergency embankment project to prevent landslides on Cai San Canal (North bank of Cai San Canal, section through Vinh Lan Hamlet, Vinh Trinh Commune, Vinh Thanh District) was also completed with a total length of 601m, a total investment of more than 66 billion VND. The embankment project to prevent landslides on O Mon River from Vam Ba Rich to Rach Tam Vu is located on the left bank of O Mon River in Thoi Hoa Ward and Thoi An Ward, with a total length of 2,200m, designed and built according to a solid plan, reinforced concrete retaining wall structure combined with stone carpet to reinforce the river slope. The project includes a number of items, embankment walls, traffic systems behind the embankment, sidewalks, railings, trees, rainwater collection and drainage systems, lighting, etc. with a total investment of 277 billion VND, the project is basically completed... Mr. Huynh Thanh Viet, Head of the Irrigation Department of Can Tho City, said: "The above emergency anti-erosion embankment projects will contribute to preventing and combating landslides, stabilizing river banks and protecting the safety of people's lives and property, and infrastructure in the area; at the same time, contributing to ensuring land funds and urban beautification in a civilized, clean and beautiful direction in localities".
Solution
According to the Steering Committee for Disaster Prevention and Control and Search and Rescue of Can Tho City, the situation of riverbank erosion has recently become increasingly serious, and the city is focusing on prevention and response work. Specifically, from the beginning of the rainy season (mid-May 2025) to now, in Can Tho City, there have been 3 landslides on riverbanks and canals in O Mon, Thot Not and Thoi Lai districts, with a total landslide length of 106m, completely destroying 5 houses (4 households and 1 rice paper kiln), affecting 2 traffic routes, causing no human casualties, but property damage of hundreds of millions of dong... After the natural disaster occurred, local Party committees, authorities and organizations promptly mobilized local forces to support affected households to quickly overcome the consequences and soon stabilize their lives. It is forecasted that in the 2025 rainy season, riverbank erosion is likely to continue to occur seriously, so landslide prevention work needs to be seriously implemented by localities.
The Thot Not river embankment not only contributes to preventing landslides but also contributes to beautifying and building a spacious, clean and beautiful urban area.
Accordingly, localities need to proactively organize field teams to conduct inspections of areas at high risk of landslides that may endanger the lives and property of people and the State on rivers, canals and ditches; promptly notify and warn people to proactively evacuate to safe places; regularly update areas at high risk of landslides and report to the City Steering Committee for Disaster Prevention, Search and Rescue and Search and Rescue. Strengthen propaganda work on mass media to continuously raise people's awareness of disaster prevention, control and mitigation, especially raising awareness of riverbank, canal and ditch landslide prevention. Directing functional units to proactively review traffic routes along rivers, canals and ditches under their management, limiting vehicle loads and speeds to proactively prevent and combat landslides, especially for routes that have cracks and subsidence... Regarding landslide prevention and combat works, in the coming time, the city will continue to reinforce landslide locations using folk and traditional solutions and solid constructions. However, the local budget is still facing many difficulties, not enough capital to invest in some urgent key disaster response works and anti-landslide embankments. Therefore, the city recommends that the central ministries and branches support and allocate investment capital to build some urgent key anti-landslide embankments...
Mr. Nguyen Ngoc He, Vice Chairman of Can Tho City People's Committee, requested: "Investors of projects to build embankments to prevent landslides on Cai San canal, O Mon river, Tra Noc... regularly inspect and urge construction units to speed up construction progress, carry out remaining tasks to soon complete the project, to ensure traffic safety and urban beautification in the locality; at the same time, advise the city to implement solutions to overcome newly occurring landslides, especially dangerous ones. In addition, Can Tho City will take advantage of support funds from central ministries and branches to soon deploy emergency landslide prevention projects in the area...".
