Many notable new points in the 2025 high school graduation exam

According to the plan, the 2025 high school graduation exam will take place from June 25-27. 2025 is the first year that the high school graduation exam will be implemented according to the 2018 General Education Program (GEP) with a new exam method (2+2 subjects). The exam will be organized in a concise manner, reducing pressure and costs for society but still ensuring fairness, quality, and accurately assessing the quality of general education.

The Ministry of Education and Training held a training conference on regulations and procedures for organizing the 2025 high school graduation exam.

In particular, this year's high school graduation exam will apply two regulations in parallel for candidates taking the exam under the 2006 general education program and candidates taking the exam under the 2018 general education program. For independent candidates studying under the 2006 program, the Departments of Education and Training will organize a number of separate exam sites for these candidates. The organization model, organization method, and exam subjects will remain stable as in 2024.

Candidates taking the 2018 program will take two compulsory subjects: Math and Literature, and two elective subjects from high school subjects.

Compared to the 2024 high school graduation exam, this year's exam has many new points such as: The exam is organized in a way to reduce pressure, reducing the number of exam sessions from 4 to 3; the exam questions are in the direction of assessing capacity, there are new subjects according to the 2018 General Education Program, Literature can use materials other than textbooks; promoting digital transformation, 100% of candidates can register for the exam online; increasing the use of process assessment results in considering high school graduation recognition from 30% to 50%.

At the same time, changes in certificates and incentive points for Foreign Language, Vietnamese, and vocational certificates. Specifically, candidates with foreign language certificates are exempted from the foreign language exam, and foreigners with Vietnamese certificates are exempted from the Literature exam. However, it is not converted into a score of 10 in the consideration of high school graduation recognition, only the number of exams is reduced with the requirement that the certificate must be valid until June 25, 2025.

Finally, the examination and grading process is adjusted to ensure compliance with the exam organization plan, while overcoming previous limitations and shortcomings to create more convenience for units in the implementation process. In the work of arranging examination rooms, candidates will be assigned to examination rooms according to their chosen exam. In one examination room, many different subjects can be taken at the same time, so the number of examination rooms will increase compared to before because candidates register for many different subject combinations. For the Geography exam, candidates will no longer be able to use Atlases as in previous years.

Mr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training said: "In the graduation exam score, the transcript score accounts for 50%, instead of 30% like last year. The learning and training results of candidates studying in grade 12 will be automatically synchronized from the industry database. The exam room arrangement will be based on the optional exam, a candidate will only sit in one exam room for three sessions. The number of exam rooms will increase compared to before because candidates register for many different subject combinations. In the optional exam session, each exam session in an exam room can take many different subjects at the same time, up to 5 subjects".

From the above new points, many leaders of the Departments of Education and Training expressed their concern that the 2025 high school graduation exam will be implemented in parallel with two exam regulations and two exam questions, for candidates taking the 2006 program and the 2018 program. Therefore, the preparation and organization of the exam is quite stressful, especially for localities with a large number of candidates such as Ho Chi Minh City and Hanoi. The leaders of the Departments proposed that the Ministry soon provide specific instructions on the printing and grading of exam questions in the context of implementing two types of exam questions according to the old and new programs.

Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged that organizing the High School Graduation Exam is an important and heavy task for the education sector. In the context of ministries, sectors and localities restructuring their apparatus, it also has a certain impact and influence on the organization and direction of the exam. However, the story of the arrangement should not be neglected in organizing the exam.

The Deputy Minister requested that schools organize mock exams with the spirit of real operation, real assessment and use those results to classify students so that they can supplement their knowledge in a timely manner. This is also an opportunity for teachers to practice organizing and supervising exams. In response to the proposal of the Department of Education and Training of localities, the Deputy Minister said that the Ministry will hand over the exam papers early, facilitating the printing and copying of exam papers.

On April 3, at Van Lang University (Binh Thanh, Ho Chi Minh City), the Ministry of Education and Training held a training conference on regulations and procedures for organizing the 2025 high school graduation exam with the participation of the Departments of Education and Training of 63 provinces and cities across the country. The conference discussed regulations, instructions, new points, and notes for the 2025 high school graduation exam; training on the exam management system; in-depth training on procedures, answering questions about organization, inspection, control, and security in the 2025 high school graduation exam.

According to statistics from the Ministry of Education and Training, the exam is expected to have more than 1.1 million candidates participating, not including independent candidates. For independent candidates, candidates can choose to take the exam according to the 2006 General Education Program or the 2018 General Education Program.

From April 21 to 28, candidates will register for the exam online, earlier than every year. Previously, from April 15 to 18, candidates registered for the mock exam on the system. On June 26 to 27, the 2025 high school graduation exam will take place nationwide. On July 16, the exam results will be announced.
