The Prime Minister has just sent an official dispatch to ministers, heads of ministerial-level agencies, government agencies, and leaders of provinces and centrally run cities requesting to ensure the staffing and staff of preschool and general education teachers.
Accordingly, the Prime Minister assigned the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities to ensure that all assigned positions are recruited; continue to review and propose to competent authorities to supplement the remaining preschool and general education teacher positions compared to the prescribed norms of the education sector.
The Ministry of Education and Training should research and find appropriate and effective solutions to overcome the shortage of teachers, ensuring two sessions of teaching per day. The lack of teachers should not be caused by the arrangement and organization of the apparatus, affecting the learning of students.
The Ministry of Home Affairs inspects and urges localities to recruit teachers according to the assigned payroll, overcome the surplus and shortage of teachers in educational institutions, and ensure the principle of "where there are students, there must be teachers in the classroom", but must be suitable to local realities and effective in arrangement.
People's Committees of provinces and centrally-run cities focus on reviewing, arranging, and regulating preschool and general education teachers among educational institutions in the area to overcome the local surplus and shortage of teachers; increase the number of seconded teachers, and teach in inter-school and inter-level schools.
Provinces and cities have synchronous and effective solutions to recruit the right and sufficient teachers according to the number of positions assigned by competent authorities, not allowing the situation of having positions but not recruiting; signing teaching contracts to promptly supplement the number of missing teachers according to regulations; considering and prioritizing recruitment and signing contracts according to authority for teachers who have had time to perform teaching contracts at educational institutions if they meet professional requirements and are in accordance with regulations; during the implementation process, if there are issues beyond their authority, they must proactively report and propose to competent authorities.
In addition, the Prime Minister requested localities to continue to develop and improve the quality of teaching staff to meet the needs of implementing the new preschool and general education programs; research mechanisms and policies to attract teachers to work and stay long-term in the localities.
Teacher shortage has been a burning issue for the education sector for many years. This problem has become more serious as the sector has implemented a new general education program with new subjects and primary school teaching 2 sessions/day. Recently, General Secretary To Lam has directed the education sector to implement 2 sessions/day teaching for secondary schools from the 2025-2026 school year. To meet this requirement, the need to supplement the teaching staff has become even more urgent.
