Many solutions to promote sustainable industrial development

The province is focusing on attracting investment and developing industry, especially supporting industry, processing and manufacturing industry.

Processing and manufacturing industry accounts for a large proportion

Industry is the main economic sector, the growth rate of the sector remains high. Accordingly, the industrial production index increased by about 13.4%/year in the period of 2011 - 2015 and increased by an average of 14.1%/year in the period of 2016 - 2020; the added value of the industrial sector increased by an average of 14.8%/year, 14.4%/year in the periods of 2011 - 2015 and 2016 - 2020, respectively.

In the period of 2021 - 2022, industrial production was heavily affected by the Covid-19 epidemic, the average industrial production index in this period increased slowly, reaching 3.95%/year. In the first 6 months of 2023, the industrial production index (at 2010 prices) reached 146,158 billion VND, up 3.82% over the same period. Of which, the processing and manufacturing industry accounted for the highest proportion, up 3.8%. In the past periods, the structure of the processing and manufacturing industry always accounted for 97% - 98% in the structure of the province's industry.

Currently, the province's industrial scale has gradually developed, ranking first in the Mekong Delta and fifth in the Southern Key Economic Zone. In addition, the province's industrial sector has increased in the number of enterprises and workers in the sector.

Industrial production enterprises in the province are mainly concentrated in urban and industrial development areas including the districts of Duc Hoa, Ben Luc, Can Giuoc, Can Duoc, part of Tan Tru district, Tan An city, part of Thu Thua and Chau Thanh districts.

According to the assessment of the Department of Industry and Trade, the supporting industrial products in the province are mostly simple, do not meet the requirements of technology, design and are not highly competitive due to the limited number of large-scale facilities and advanced technology. For the textile and footwear industry, the main supporting products are still imported from abroad. Currently, the province has few large-scale FDI projects with low technology.

Sustainable development of industry

Long An 's goal is to become an industrial development province in the Southern region. Currently, the total area planned for industrial development in the province is 15,000 hectares with 37 approved industrial parks (IPs) and 59 approved industrial clusters (ICs). According to the orientation and planning of the province for the period 2021-2030, with a vision to 2050, the whole province has 51 IPs with a total area of 12,433 hectares; the province also plans 28 new ICs, the total number of ICs is 72, with a total area of 3,989 hectares.

In the approved provincial planning, the province sets the goal of becoming a dynamic, effective and sustainable economic development center of the Southern region, a gateway on the urban-industrial economic corridor of the Mekong Delta. Specifically, in the period of 2021 - 2030, the growth rate will reach about 9-9.5%/year; the economic structure will shift towards industrialization; the economic scale by 2030 will be 2 - 2.5 times larger than in 2021.

Maximizing the potential and advantages of the province to accelerate rapid and sustainable development, especially in the industrial sector, the province is focusing on restructuring the industrial sector. In particular, the province focuses on developing supporting industries, processing and manufacturing industries (deep processing of agricultural and aquatic products such as canning, juicing, drying); post-harvest preservation technology, and energy industry.

The province is implementing many measures to promote investment, attract and support key investment projects; prioritizing the attraction of supporting industries, new technologies, and environmentally friendly high technologies; rapidly developing high-value-added industries. The province is also participating in implementing projects related to reducing greenhouse gas emissions in industry, cleaner production in industry, and developing clean energy and renewable energy to mitigate risks and impacts of climate change. Thereby, contributing to ensuring efficient use of resources and enhancing people's resilience to natural disaster risks and climate change.

For industrial parks, the province is supporting industrial parks to come into operation with wastewater treatment systems; calling for investment in developing industrial park infrastructure and trade, especially investment in existing industrial parks; developing and implementing an industrial park development plan for the period 2021 - 2030, with a vision to 2050. At the same time, the province is focusing on reviewing and updating the progress of industrial parks that have come into operation and are being deployed and implemented; learning about and promptly resolving difficulties and problems of investors.

The Department of Industry and Trade proactively coordinates with departments, branches and localities to advise and propose to the Provincial People's Committee solutions to remove difficulties, mechanisms and policies to accelerate investment progress in industrial parks according to approved policies, create clean land funds to attract investment in industrial parks, and increase occupancy rates.

Regarding the program of developing supporting industries in the province for the period of 2018 - 2025, the province focuses on synchronously implementing programs to support enterprises (Technology innovation program, applying quality management, brand building, etc.); focusing on attracting investment from international corporations with strong branded products to create conditions to promote linkages in developing production and consumption of supporting industrial products, forming a stable and sustainable production and supply chain.

In addition, the province strengthens the development of industries in the direction of linkage, improving stability and sustainability in the commodity production linkage chain, gradually upgrading to industrial clusters according to competitive advantages, specialization and value chains; encourages the formation of industry clusters; prioritizes, invites, and arranges investment projects that use each other's products; supports domestic enterprises to develop into satellite enterprises in the production chain of foreign corporations; adjusts the distribution of industrial space to ensure compliance with development orientations between regions in the province; resolves the problem of high industrial density in some areas in accordance with the province's Socio-Economic Development Master Plan.

In addition, the province continues to implement the National Action Program on Sustainable Production and Consumption for the period 2021 - 2030 in the province to develop the economy effectively, protect the environment and restructure the industry. State management units regularly disseminate and raise awareness of sustainable production and consumption for enterprises in industrial clusters. The province is building a model of sustainable production and consumption; disseminating and replicating models of cleaner production, models of sustainable production and consumption; continuing to implement the Environmental Protection Plan of the Industry and Trade sector for the period 2020 - 2025; coordinating to develop an environmental protection plan to carry out assigned tasks and annual environmental protection goals of the Industry and Trade sector.

In the energy sector, the province is implementing the National Power Development Plan for the 2021-2030 period, with a view to 2045. The Provincial People's Committee assigned the Department of Industry and Trade to accelerate the implementation of major and key projects such as the Long An I, II LNG Thermal Power Plant project in Can Giuoc district and solar power projects. At the same time, the Department of Industry and Trade continues to support the development of power infrastructure, prioritizing investment in important projects to meet the electricity demand for production and business, especially in areas with "cone" industrial development, serving high-tech agricultural production areas; upgrading the power system to ensure technical and safety requirements, meeting the electricity demand for production and residential life./.
