Many recommendations on handling public assets and personnel regime after rearrangement

Today, April 15, the National Assembly Delegation of Hai Phong city held a meeting with Vinh Bao district and Kien An district before the 9th Session of the 15th National Assembly in the form of online reception.

At the meetings, representatives of the City's National Assembly Delegation informed voters about the expected content of the 9th Session of the 15th National Assembly; the socio-economic situation of the whole country in the first months of 2025 and the activities of the City's National Assembly Delegation and National Assembly Deputies since the 8th Session of the 15th National Assembly until now.

In a frank spirit, voters of Vinh Bao district and Kien An district participated in contributing many opinions and recommendations.

Accordingly, voters reported difficulties in handling headquarters and public assets after the reorganization of administrative units, such as: with some headquarters and public assets in surplus, the locality proposed to convert them into community living areas to serve the cultural and sports needs of the people. In this case, the assets cannot be transferred due to changes in the purpose of use and regulations on the transfer of assets.

Along with that, when the district level ends, the plan for handing over public assets belonging to district agencies has not been regulated to which level for consideration and resolution. Therefore, voters representing the Finance and Planning Department of Vinh Bao district recommend that National Assembly deputies pay attention to reviewing and amending the provisions of the Law on Public Asset Management in a timely manner, and decentralize specifically so that localities can implement according to regulations.

Also concerned about the content of many administrative headquarters and public assets that are no longer suitable or redundant after the rearrangement of administrative units and the construction of a 2-level local agency organization model, voters of Kien An district proposed that the Government issue documents guiding localities in handling headquarters and public assets after the rearrangement of administrative units.

Regarding the content of administrative unit arrangement, voters representing the Department of Internal Affairs of Vinh Bao district expressed that when implementing the arrangement of commune-level administrative units, there will no longer be a district-level organizational model, there will be a large number of redundant cadres, civil servants, public employees and workers after the arrangement. Among them, there are many cadres and civil servants who meet the conditions of compulsory social insurance participation time and less than 10 years of working time who wish to retire early or some want to quit their jobs, but if applying the criteria according to regulations, it will be very difficult to retire and enjoy the policy according to Decree 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the arrangement of the apparatus of the political system.

Therefore, voters recommend that the Government and the National Assembly consider applying the criteria as stipulated in Decree 178/2024/ND-CP to resolve policies for redundant officials and civil servants when their working time is less than 10 years and they wish to retire and officials who are not old enough to be re-elected or re-appointed as prescribed in Clause 4, Article 2 of Decree 67/2025/ND-CP.

Along with that, voters also recommended that, in order to encourage the spirit and material for officials and civil servants who have to quit their jobs due to the reorganization of the political system, the Government and the National Assembly should consider, research and allow localities to apply Clause 6, Article 19 of Decree No. 178/2024-CP: "Based on the ability to balance the local budget, submit to the People's Council of the same level to issue additional support policies for subjects under their management" or stipulate a percentage ceiling compared to the policy of Decree 178/2024/ND-CP.

In addition to the content on administrative unit arrangement that is of interest to many voters, voters of Vinh Bao district and Kien An district also proposed many contents such as: having solutions to support and remove difficulties for export enterprises, especially enterprises exporting to the US market; having mechanisms and policies to prioritize and encourage students studying medicine; mechanisms to recruit and attract doctors to work stably and long-term at grassroots health facilities; paying attention to timely financial support for artisans to preserve and maintain national intangible cultural heritages; promptly issuing detailed instructions on the implementation of Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training...

Issues of concern to voters under their authority were received, explained and clarified by representatives of departments and branches at the TXCT meeting.

Standing Deputy Secretary of the City Party Committee Do Manh Hien respectfully received and acknowledged the opinions and recommendations of voters of Vinh Bao district and Kien An district. At the same time, he requested that for issues under the authority of the city, in addition to direct responses from a number of departments, branches and sectors, after this conference, departments, branches and sectors should have written responses that are more complete and specific to voters and the people.

For issues that voters propose and reflect under the authority of the National Assembly, the Government, ministries, branches and central agencies, the National Assembly Deputies and the Office of the National Assembly Delegation and the City People's Council will record, fully synthesize, and prepare reports to send to the National Assembly and central and local agencies for consideration and resolution according to their authority.
