Knowing that someone was coming to investigate, many small traders gathered around to explain: Before, we did business with papers, but due to the flood last year, the market was flooded, damaging the goods, the invoices and receipts were also leaked and wet, so the tax authorities took them back. After that, the tax authorities instructed us to do business according to the lump-sum tax, now if they check, they will let us redo the papers because we no longer have the papers.

“We buy goods from Dong Xuan wholesale market ( Hanoi ) to resell. They also do business according to lump-sum tax so there are no invoices to issue. Mr. Dinh Binh Quan (Deputy Head of the Public Works Management Board of Ba Don Town) said: Ba Don Market currently has about 700 kiosks in operation, but about 20% of the total number of registered kiosks have been closed.

In fact, the small traders did not say anything, but because the province launched a peak campaign to check for fake goods, goods of unknown origin; goods without invoices or documents, counterfeit goods, etc., these are the items that will be "scrutinized" during this peak period.

“Therefore, we also remind people to propagate that businesses must comply with the law, not trade in fake or poor quality goods, to maintain the reputation of traditional markets,” Mr. Quan shared.

“In the near future, businesses will declare based on actual sales revenue, no longer collecting lump-sum tax, the State will collect the same amount of sales revenue. Along with the guidance, we also continue to propagate to traders to ensure the quality of goods so that consumers can feel secure, this is also a way to enhance the reputation of traditional markets and the brand of Ba Don market,” Mr. Ninh said about the solution.

Previously, Vietnam Law Newspaper reported that hundreds of business kiosks at Dong Hoi market suddenly closed and stopped operating, causing many people and customers to wonder.

Speaking with Vietnam Law, Mr. Phan Hoai Nam - Deputy Director of the Department of Industry and Trade (Head of the interdisciplinary inspection team No. 2) suggested that people should not listen to false news, business must comply with the law, goods must have clear origin, ensure food hygiene and safety..., people should just do business as usual.

“According to the Prime Minister ’s dispatch, the inspection is very broad and covers many areas nationwide. Currently, we are focusing on inspecting mainly products such as cosmetics, milk, goods related to food hygiene and safety, medicines…”, Mr. Nam said.


“Regarding the issue of small traders “dodging” inspection teams and closing their shops, the Management Board of markets in the province must propagate to people to understand the peak month of the fight against, preventing and repelling smuggling, trade fraud, counterfeit goods, infringement of intellectual property rights, etc. in the area,” Mr. Nam suggested.
