Prime Minister Pham Minh Chinh has just signed and issued an Official Dispatch on proactively preventing and combating prolonged cold spells. The Official Dispatch was sent to the Chairmen of the People's Committees of 31 provinces in the North and North Central regions and the Ministries of Agriculture and Rural Development, Health, Natural Resources and Environment, Information and Communications, and the Voice of Vietnam .

The telegram stated: In recent days, due to the influence of strong cold air, the whole North has experienced severe cold, with frost appearing in high mountainous areas, affecting people's health and agricultural production.

According to the National Center for Hydro-Meteorological Forecasting, this is the strongest cold spell of the winter of 2023-2024. During this cold spell, the lowest temperature in the North is likely to be 3-6 degrees Celsius, in mountainous areas below 0 degrees Celsius; in the North Central region, it is generally 9-11 degrees Celsius; in the Central Central region, it is 12-15 degrees Celsius. In addition, the sea areas in the East Sea have strong northeast winds of level 6-7, in some places level 8, gusting to level 9; the sea is rough. The rough sea situation will last for many days.

The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to proactively disseminate and guide people to implement measures to prevent and combat cold and extreme weather to ensure health and safety for people, especially the elderly, children and the disadvantaged; synchronously deploy measures to prevent and combat hunger, cold, and diseases for crops, livestock and aquatic products.

Localities direct authorities to closely monitor, update weather developments and inform and guide people to proactively implement measures to prevent and combat the cold, ensure safety for people, and limit damage to agricultural production.

The Prime Minister requested the Ministry of Agriculture and Rural Development to focus on directing and closely monitoring weather developments, guiding localities to implement cold and disease prevention for livestock, poultry, aquatic products and crops; develop and guide winter-spring crop production plans, and crop structures suitable to weather conditions.

The Ministry of Health coordinates with media agencies to disseminate knowledge, guide and advise people to take effective measures to prevent and combat the cold, ensure health safety, avoid the risk of gas poisoning when burning coal and firewood for heating in closed rooms; direct grassroots medical forces to ensure necessary medicine, organize medical examination and treatment for people, especially during the Lunar New Year.

The Ministry of Natural Resources and Environment directs close monitoring, forecasting, warning, and providing timely information on weather conditions, severe cold, and frost so that authorities and media agencies can convey to the people and proactively deploy effective response measures to severe cold, frost, and frost.

The Ministry of Information and Communications directs central and local press agencies to increase the frequency and duration of weather forecast bulletins; promote propaganda and dissemination of knowledge on hunger, cold, and disease prevention for livestock, aquatic products, and crops to authorities and people.
