In the 2024-2025 school year, the first batch of students following the 2018 general education program (9 years of the old program and 3 years of the new program) will enter university. At the high school level, according to the 2018 program, students can choose 4 subjects in addition to the 6 compulsory subjects: Math, Literature, Foreign Languages, History, Physical Education, and National Defense and Security Education. Previously, students had to study 13 subjects at the same time, now there are only 10 subjects.

Prof. Dr. Chu Duc Trinh, Principal of the University of Technology - Vietnam National University, Hanoi, said that the school has particularly high requirements for natural science thinking ability. The Board of Directors received a number of proposals for consulting on admission to a combination of new subjects. Some professors at the school strongly requested that candidates take the combination of Computer Science, but were forced to consider because it was not clear how this subject was taught in high school. Some people proposed to enroll candidates in a combination of Technology. However, in high school, this subject only stops at introducing and familiarizing students to motivate them, and has not yet reached the level of technological thinking, so it is not associated with engineering problems.
Universities have two approaches: from the output declared by the general education level or based on actual measurement. If using the second method, the upcoming graduation exam is the first result. Mr. Trinh said, the University of Technology has tested on a group of students from specialized schools and there is no difference compared to students studying the old program. However, this sample is not large enough to cover the training quality according to the 2018 program.
Changing the university program includes changing teaching methods and changing input and output standards. Due to the importance of changing input and output standards, the University of Technology cannot have an answer at this stage. However, from the experience of adjusting the enrollment plan, Mr. Chu Duc Trinh said that it takes time to evaluate. The clearest evidence is that when Hanoi National University organized the capacity assessment exam (for the first time in 2014), the affiliated universities were very concerned about the quality of input admission based on the results of this exam. However, after 4 years, the output results were no different, so the schools were confident in using it.
Which school groups need to adjust?
Associate Professor, Dr. Nguyen Phong Dien, Vice President of Hanoi University of Science and Technology, said that due to the nature of training that focuses on natural thinking, the Training Council recently met and adjusted a number of general education subjects. These adjustments are based on the reference questions for the 2025 high school graduation exam that the Ministry of Education and Training has just announced, the subjects at the high school level and the admission combinations that Hanoi University of Science and Technology plans to use for admission in 2025.
“Certainly, Hanoi University of Science and Technology will adjust the general education program to match the knowledge capacity requirements of the 2018 general education program. However, this adjustment will take place gradually, in the direction of both adjusting and evaluating to achieve the best results. We will group the training subjects including: the elite group serving the high-quality requirements for international competition, the group serving the human resource requirements for the development of the country's socio-economic sectors,” said Mr. Dien.
Chairman of the Council of the University of Transport, Associate Professor, Dr. Nguyen Thanh Chuong, shared that from 2025, the school must build subject combinations suitable for the training major, for example, the technical block will be prioritized over natural subjects. If the combination of subjects is not suitable or is lacking, it will be evaluated and students will be supported. Currently, the school recruits 3-4 combinations/major, so the number of students admitted to each combination is not much, not causing difficulties in supplementing and not having to adjust the training program.
A representative of the Department of Higher Education, Ministry of Education and Training said that universities are autonomous in developing training programs according to defined objectives, ensuring the connection between programs and training levels according to relevant legal regulations. In particular, the university training program is 120 credits, the specialized training program at level 7 is 150 credits, not including the amount of physical education and national defense and security education according to current regulations.
Adjusting the assessment test
Along with the expected adjustment of the training program, the enrollment plan of higher education institutions will change significantly from 2025. Especially, separate exams such as the capacity assessment of 2 National Universities, the thinking assessment of Hanoi University of Science and Technology or exams of the group of pedagogical schools, the assessment test of the Ministry of Public Security will also have adjustments suitable for the 2018 general education program.
