Focused on solving 8 groups of problems

Mr. Phan Thanh Liem - Chairman of the Provincial Labor Federation said that in the dialogue in May 2024, there were 8 groups of issues related to policies, life, and employment proposed by union members and workers. From there, the Chairman of the Provincial People's Committee requested the relevant departments to resolve them in accordance with regulations. In particular, the issue of social housing for low-income people and workers has been focused on by departments and branches. To grasp the actual demand for social housing, the relevant departments have conducted surveys and publicized information about social housing projects for workers to know. Implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030" in the province, from 2021 to now, the whole province has resolved 3,364/3,400 apartments. It is expected that by the end of 2025, the Cam Nghia Ward Social Housing Project (Cam Ranh City) will complete 1,142/3,565 units and hand them over to the beneficiaries. In the period of 2026 - 2030, the province will continue to accelerate the implementation of a number of projects such as: Hung Phu II Social Housing; An Binh Tan Urban Area Social Housing; Hoang Long Urban Area Social Housing.

In addition, the State Bank of Vietnam, Region 10 Branch, has directed credit institutions to deploy many loan packages for social housing purchases for target groups. Accordingly, banks: Agribank Khanh Hoa Branch, BIDV Khanh Hoa Branch, Vietcombank Khanh Hoa Branch... have deployed preferential loan packages for people under 35 years old to buy houses with interest rates from 5.2% to 5.5%/year, principal grace period up to 5 years, loan term up to 40 years. Implementing Decree No. 100/2015 of the Government, the Provincial Social Policy Bank has disbursed loans to 714 customers with an amount of more than VND 273.4 billion. At the same time, the Provincial Social Policy Bank has also disbursed loans for job creation of more than VND 1,679 billion to 41,130 customers. In addition, 5 other commercial bank branches have provided social security loans to 364 customers with a total amount of more than 74.2 billion VND. These loan packages have contributed to limiting the situation of "black credit" among workers and laborers.

The issue of social insurance, health insurance, and unemployment insurance policies has been focused on by the relevant agencies. In particular, many solutions to handle units with long-term debts and those who have not participated in social insurance for employees have been strengthened. In particular, the province has issued a support policy for voluntary social insurance participants. Thereby, to date, more than 20,550 people have participated. Along with that, the province has paid attention to implementing policies to support vocational training and human resource development. In 2024 alone, the whole province has supported vocational training to improve skills for more than 480 workers in small and medium-sized enterprises. Since the beginning of 2025, the whole province has organized vocationaleducation enrollment for more than 5,800 people, contributing to raising the rate of trained workers in the whole province to 85.2%, of which the rate of workers with degrees and certificates is estimated at 31.4%. Issues of occupational safety and hygiene are enhanced by many inspection and testing solutions, applying new technology to contribute to ensuring safety for workers...

Implementing the activities of Workers' Month 2025 and implementing the plan of the Provincial People's Committee on organizing a meeting and dialogue between the Chairman of the Provincial People's Committee and union members and workers, today (May 20), Chairman of the Provincial People's Committee Nguyen Tan Tuan and leaders of departments and branches will meet and dialogue with union members and workers. Through the dialogue, the provincial leaders will inform about the new policies and guidelines of the Party and State to enhance understanding, sympathy and sharing with businesses and workers; encourage workers and businesses to comply with the provisions of the law, contributing to building harmonious, stable and progressive labor relations.

The issues expected to be discussed and resolved at this conference include: Resolving administrative procedures, state management related to union members, employees, and enterprises regarding housing, labor, employment, social insurance, health insurance, unemployment insurance, education, security and order; law enforcement at enterprises regarding salary, bonus, occupational safety and hygiene at the workplace, implementation of collective labor agreements; social security issues for union members and low-income employees; policies related to vocational training and job conversion, etc.
