(Dan Tri) - The electronic Party member handbook is proof that many localities are implementing digital transformation in Party work in a substantial way, starting with small but effective changes in grassroots organizations.

The application of digital technology helps improve management and operation efficiency, increase transparency and timeliness in information, and contribute to innovating the Party's leadership methods in the new situation.

In late 2022 and early 2023, Ms. Truong Thi Nguyet (born in 1958), Secretary of the Party Cell of Residential Group 39 (Dinh Cong Ward - Hoang Mai - Hanoi ), after dinner, went with the ward's Youth Union to each elderly party member's house.

The task she set for herself was to disseminate the "Electronic Party Member Handbook" to every comrade in the Party cell, in the shortest time possible.

The work is not simple, because many senior party members are still confused and slow to approach new technological skills and knowledge. Seemingly unfamiliar concepts such as “password”, “login”, “account”, or “attachment”… are now being patiently shared by the 67-year-old female Party Cell Secretary with party members in warm, friendly conversations right at each house.

After initial difficulties, party members in the party cell realized the convenience of regularly updating the party cell's work program via software and began to become excited. An elderly party member exclaimed: "The Party Member Handbook is so great!"

The positive changes in Party work in the digital space have been highly appreciated by the Party Committee and Party members. The Party Cell supports the Ward Party Committee in effectively managing Party members, and two-way information work is smooth.

At Party Cell 2426, Secretary Pham Duc Hung, despite being over 70 years old, is also enthusiastically doing the same work as Secretary Truong Thi Nguyet. The dissemination of the "Electronic Party Member Handbook" was carried out vigorously by the Party Cell, through which 100% of Party members were updated with new knowledge and skills, especially how to use applications on smartphones.

“Digital transformation in Party work is an inevitable trend, very convenient and suitable for the times, and at the same time contributes to keeping pace with world development, especially effective in the context of merging and streamlining the political apparatus,” said Mr. Hung.

He assessed that the organization of regular meetings of the Party cell has become more convenient, saving time and travel costs for Party members. The Party cell regularly updates and reports meeting schedules and activities to the Ward Party Committee, and at the same time studies and thoroughly understands Party documents.

The Secretary of Party Cell 2426 excitedly emphasized that the Party Cell always strives to achieve the "4 good" standards: deploying and implementing resolutions well; participating in activities well; contributing to resolutions well; and paying full party fees well.

The rate of monthly party members is 85%, and digital transformation helps young party members study the Resolution more conveniently.

In his role as manager of more than 110 party members, he always upholds the principle of information confidentiality, is vigilant against strange calls and strictly implements party member management.

At Party Cell 5678 (Dinh Cong Ward, Hoang Mai, Hanoi), Secretary Pham Mai Khoi said that the cell currently has 79 party members, of which 80% are elderly party members with an average age of over 60.

Thanks to the implementation of "going to every alley, knocking on every party member's door", 100% of party members in this Party Cell have successfully used the "Electronic Party Member Handbook".

According to him, the application of technology helps party members access information quickly and accurately, making it easier to study the Party's Resolutions, Directives and documents.

Mr. Tran Van Trinh, Deputy Secretary of the Party Committee of Dinh Cong Ward, excitedly said: "The program to disseminate the ward's "Electronic Party Member Handbook" has been a great success, technology has brought closer access to each party member, especially older party members."

Mr. Trinh shared that since the end of 2022, Hoang Mai District Party Committee has issued a plan and organized training and guidance on the implementation of the application "Electronic Party Member Handbook" and the software "Operations of Party Member Management". These are important tools in Party building work, helping to propagate and disseminate the Party's guidelines, policies, laws of the State and directions of Party committees.

Party member management software has supported Party committees in looking up documents, providing professional guidance, responding to comments and suggestions, and managing Party activities quickly, accurately and scientifically.

Recognizing the important role of digital transformation in Party work, the Ward Party Committee sent key staff to participate in a training course organized by the District Party Committee in early 2023, aiming to improve the capacity and responsibility of Party committees, Party organizations and Party members in effectively implementing these applications.

In the spirit of resolutely implementing digital transformation in Party work, the Party Committee of Dinh Cong Ward has successfully deployed the campaign "going to every alley, knocking on every door" to mobilize 100% of Party members to use smartphones and the application "Electronic Party Member Handbook".

Up to now, 97% of the Party members of the entire Party Committee (2,520/2,592 comrades) have proficiently used the application, only a few Party members who are exempted from Party activities or have poor health and cannot access information technology do not use it.

Without shouting slogans, digital transformation in Nghe An Provincial Party Committee is being implemented methodically and resolutely.

Ms. Vo Thi Minh Sinh - Deputy Secretary of Nghe An Provincial Party Committee said that in addition to the working group going to the homes of party members, especially the elderly in remote areas, to guide the use of the "Electronic Party Member Handbook", the province also focuses on perfecting institutions, infrastructure, technology, databases, human resources and ensuring information security.

In the field of Party building, Nghe An province promotes the application of digital technology to shorten work processing time, increase accuracy and efficiency in interactions between Party committees at all levels and Party members.

Many typical software have been deployed, such as: Party member database 3.0; software for assessing and issuing party member cards; software for statistics and monitoring congress progress; especially the application "Electronic Party Member Handbook", which is being widely deployed in many localities in the province.

Accordingly, these tools help automate processes, update accurate information, support Party committees in managing, appraising records, issuing and re-issuing Party membership cards, awarding Party badges... with high accuracy, timeliness and synchronization.

The application of digital technology not only saves time and costs but also provides quick data for reporting and analyzing the quality of grassroots party organizations and party members. Thereby, the work efficiency and quality of activities of grassroots party organizations and the team of cadres and party members in the digital transformation period are increasingly improved.

In particular, in mountainous and border areas, where the terrain is difficult, digital technology has brought about many positive changes in Party cell activities and Party member management. Organizing online meetings helps Party members fully participate in resolution study sessions, quickly access the Party and State's policies and guidelines. This contributes to improving the quality of Party cell activities, effectively overcoming geographical barriers.

For remote areas where there are many difficulties and challenges in accessing technology, Nghe An province has clearly identified priority tasks that have a comprehensive impact on Party building, government building as well as improving people's lives.

Furthermore, the province has focused on investing in developing digital infrastructure, with 99.5% of villages and hamlets and 99.73% of the population covered by mobile information. At the same time, the province has gradually completed shared information systems for Party and State agencies such as a 4-level interconnected document management system, a dedicated data transmission network, an administrative procedure settlement system, an online meeting system, and official digital signatures.

According to Ms. Vo Thi Minh Sinh, the digital platform "Electronic Party Member Handbook" has contributed to innovating Party building and organization work, helping cadres and Party members promptly update documents and instructions from the Central to local levels.

This application gradually changes working habits, promotes the spirit of innovation and reform in Party work, and at the same time improves the effectiveness of propaganda, political education, activities and professional guidance.

The Deputy Secretary of Nghe An Provincial Party Committee emphasized that compared to the previous traditional method which mainly relied on paperwork and administrative procedures, the application of digital technology has contributed to automating processes, saving budget, time and effort for the staff, while enhancing the effectiveness of party member management and grassroots party organizations.

Identifying digital transformation as a key task associated with innovation, Nghe An issued Resolution 09-NQ/TU in 2022, towards 2030.

With encouraging initial results, Nghe An has been affirming its pioneering role in digital transformation in the North Central region.

Thanks to that, up to now, the province has completed all the goals of Digital Government, completing 11/11 goals, most of the targets of Digital Economy and Digital Society have also reached high levels. The proportion of digital economy in 2024 will reach 9.05%, ranking first in the North Central region and 15th nationwide - affirming its pioneering position in regional digital transformation.

In the context of the increasingly strong development of the 4.0 Industrial Revolution, the application of science and technology in Party building has become a central and urgent task.

Digital transformation is not only a technical task but also a change in thinking, organization and leadership methods.

Technology needs to be applied flexibly, closely following practical needs, ensuring that every Party cell has access to and effectively uses digital platforms in Party building work. This is a political commitment to comprehensive and inclusive innovation in thinking throughout the Party.

With strong changes from practice to thinking, digital transformation in Party work is no longer an individual step of each locality, but is becoming a movement of the whole Party and the whole people.
