First steps, good news and synchronous solutions

After the Central Government issued Plan No. 01-KH/BCĐTW on March 21, 2025, the Standing Committee of Lai Chau Provincial Party Committee soon concretized it with Plan No. 337-KH/TU, deploying the movement to all levels, sectors and localities. District Party Committees, City Party Committees, and Party Committees directly under the province have developed implementation plans suitable to actual conditions. In particular, the Provincial Party Committee's Propaganda and Mass Mobilization Department plays a leading role in monitoring, urging, and coordinating effective implementation. At the grassroots level, many communes and wards have organized meetings with people, integrating propaganda content on digital transformation and the goal of universalizing digital skills. Administrative agencies, public service units, and schools have also actively responded through training courses and thematic activities on skills in using digital platforms, public services, and electronic payments. Although newly deployed, many models have initially shown effectiveness.

Cashless payments have become popular in the province.

For example, Tam Duong district has organized more than 80 community training classes since the beginning of the year. These classes provide guidance on how to use smartphones, install the VNeID application, look up medical records online, etc. for people, especially the elderly and ethnic minorities. In Phong Tho town, the "Digital Market" model has been piloted to help traders get acquainted with e-commerce and cashless payments. Mr. Lo Van Tuoi (a trader at Phong Tho town market) shared: "Now I can sell goods via Zalo, receive payments via QR, no longer worry about running out of change or losing orders."
The youth force also took part strongly, the Youth Union of Sin Ho district organized volunteer teams to popularize digital skills in each village. Hundreds of people were directly instructed on how to use online public services, make medical declarations, register for vaccinations, and pay for electricity and water via smartphones.
Despite initial positive changes, the implementation of the movement in Lai Chau still faces many challenges. The level of education and ability to access technology among population groups is still large. The rate of people in remote areas who do not know how to use smartphones is still high, especially the elderly and ethnic minority women. Telecommunications infrastructure and terminal equipment are still limited. Some border communes do not have stable 4G signals, people lack the conditions to buy smartphones or do not know how to use digital platforms. The mentality of hesitation, fear of change, and fear of making mistakes when using technology is still common. Many people are still used to going to administrative offices to do paperwork, even though online public services have been deployed.

In the digital transformation, there is effective participation of union members and youth in the province.

To overcome the above barriers and successfully implement the movement, it is necessary for the Party committees, authorities and functional agencies of Lai Chau province to synchronously deploy the following groups of solutions:
First, strengthen direct, grassroots propaganda. Promote the role of village elders, village chiefs, party cell secretaries, frontline cadres, mass organizations... in making people understand and gain their trust. Organize thematic activities in villages, integrate them into markets and commune conferences to explain the practical benefits of digital skills.
Second, mobilize the maximum number of volunteers and community digital technology teams. Clearly assign people in charge of each residential area. Each cadre and union member is responsible for supporting 3-5 households to learn basic digital skills. Competition can be organized between villages and neighborhoods on the rate of people installing VNeID, making digital payments, and using public services.
Third, provide learning equipment for people. Call on telecommunications companies to support old smartphones, tablets, and cheap packages for people in remote areas. Propose a budget to partially support equipment for poor households and policy households to learn digital skills.
Fourth, develop practical, concise learning content, using images/ videos , and in ethnic minority languages. Content such as: online electricity/water payment, health insurance lookup, remote medical examination and treatment registration, how to use Zalo/VNeID... need to be designed to be easy to understand and relevant to daily life.
Fifth, accelerate the development of digital infrastructure in disadvantaged areas. Prioritize telecommunications coverage and high-speed internet in communes without networks or weak networks. Increase free Wi-Fi access points at cultural houses, schools, and commune People's Committees.
Sixth, promptly summarize and reward typical and advanced examples. Localities that do well need to be commended and replicated. Organizations and individuals who provide effective support are recognized, creating a widespread emulation movement.
The "Digital Literacy for All" movement is not a short-term movement but a long-term strategy to improve digital literacy, creating the foundation for a sustainable digital society. Lai Chau, with its mountainous, multi-ethnic, and dispersed terrain characteristics, needs to be proactive, flexible, and creative in implementation. For the movement to truly enter life, leaving no one behind, it requires the synchronous participation of the entire political system, the companionship of businesses, and the active participation of the people. Only then can Lai Chau truly transform itself in the digital age, not only accessing new knowledge but also affirming the mettle and strong aspirations of a frontier province in the new era.
