The sustained advantage of the “Pacesetters” represents a new kind of capability: a disciplined, systems-level approach that balances strategic elements with the data and infrastructure needed to keep up with the accelerating pace of AI. 98% of this group have proactively designed their networks to meet the growth, scale, and complexity of AI – compared to only 58% in Vietnam.

The combination of vision and a solid foundation is delivering tangible results, especially as two major factors are beginning to reshape the current AI landscape: AI agents, which raise the bar for scale, security, and governance, and AI Infrastructure Debt, which represents early signs of potential bottlenecks that could undermine AI’s long-term value.
“The results of the Cisco 2025 AI Readiness Index show one thing very clearly: readiness determines value. AI-ready businesses – the Pacesetters – are a concrete example. They are 5 times more likely to put pilot projects into operation and achieve 30% higher measurable value. As organizations enter the deployment phase of AI agents, their success will depend on readiness, discipline and specific actions,” said Nguyen Nhu Dung, Managing Director of Cisco Vietnam, Laos and Cambodia.
According to the report, 93% of organizations in Vietnam plan to deploy AI agents, and nearly 38% expect these systems to work collaboratively with employees within the next year. However, for most businesses, the use of AI agents is showing weak foundations - when current systems are only capable of handling reactive tasks, not operating AI systems that can make decisions automatically and learn continuously. 27% said that current networks cannot scale to meet increasing complexity or data volume, and only 18% described their systems as flexible and adaptable.
Meanwhile, the pioneering group continues to be the exception, helping to lay a solid foundation for future AI expansion.
