Key solutions for sustainable agricultural development and environmental protection

On June 18, 2015, the Prime Minister signed Decision No. 890/QD-TTg to take November 14 every year as the "Traditional Day of Vietnam's Agriculture and Rural Development Sector", after the merger, the Agriculture and Environment Sector. Along with the whole country, Bac Ninh's Agriculture and Environment Sector has continuously developed comprehensively, affirming its role as a "pillar" of the economy .

Although agricultural production accounts for a small proportion in the economic structure, Bac Ninh always identifies the development of agriculture, farmers, and rural areas associated with the protection and effective exploitation of resources and the environment as an important task. In recent years, under the close leadership and direction of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee, along with the efforts and creativity to overcome all difficulties, the Department of Agriculture and Environment of Bac Ninh province has achieved a number of outstanding results, contributing to bringing Bac Ninh province firmly together with the whole country into the era of national development.

The agricultural and rural sector continues to develop comprehensively in a sustainable and modern direction based on the focus on developing high-tech and organic agriculture. Agriculture has promoted favorable conditions in terms of soil and climate, combined with promoting the application of scientific and technical advances, intensive farming levels in production, gradually linking production, processing and consumption of products, increasing the value of agricultural products of the province. Paying attention to doing well the work of trade promotion, expanding the consumption market. Has issued and promptly and effectively implemented many specific policies, mechanisms and policies on agriculture, farmers and rural areas. Planning large-scale concentrated production areas, creating quality key products.

Up to now, the proportion of high-tech agricultural production value accounts for more than 30% of the whole industry, product value increases by 17-30% compared to traditional farming. The whole province has built 1,634 high-tech production facilities; the proportion of agricultural and aquatic product value produced according to good production processes (VietGAP, GlobalGAP,...) has been increased. Average labor productivity in the agricultural, forestry and aquatic sectors increases by 10%/year.

The new rural development program has been implemented strongly and drastically; it is estimated that by the end of 2025, 51/66 communes will meet new rural standards and 432 villages will meet new rural standards. The OCOP program continues to receive attention with 773 products recognized as having a rating of 3 stars or higher.

Forest management, protection and development have been directed with attention, associated with eco-tourism and environmental protection. The economic forest planting movement has developed strongly, many households have become rich from the forest economy. In the period of 2020 - 2025, the whole province planted more than 50 thousand hectares of forest; the exploited wood output reached nearly 4.8 million m3.

Land management has been strengthened, ensuring space and land fund for industrial, urban, key infrastructure, trade and service development; strictly implementing regulations, instructions, leadership and direction of the Central and the province, especially strengthening inspection, examination of land management and use, handling cases of unauthorized land allocation, encroachment, occupation, and arbitrary change of land use purpose.

Mineral and water resource exploitation activities are tightened, ensuring rational, economical and proper exploitation and use; attention is paid to licensing mineral exploration and exploitation activities to promptly meet development needs.

Environmental protection work has been focused on; the collection and treatment of waste in rural areas, waste and wastewater in industrial zones and clusters, combined with the focus on treating facilities and craft villages that cause environmental pollution, has seen remarkable changes. The rate of collected waste treated in the whole province is 97%; the rate of collected solid waste treated hygienically is 95%. 72 waste treatment areas, 2 waste treatment plants, 4 waste-to-energy plants have been planned and put into operation, and 2 centralized waste treatment plants in the province are being invested in.

With outstanding achievements, the Agriculture and Environment sector was honored to receive the First, Second and Third Class Labor Medals from the President. Many collectives and individuals were awarded Emulation Flags and Certificates of Merit from the Government, the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, the Chairman of the Provincial People's Committee and other ministries and sectors...

In the coming time, the agricultural and environmental sectors will face many advantages but also many difficulties and challenges. Natural disasters and climate change are becoming increasingly complex. There are still many bottlenecks in land management, mineral resources, and environmental protection that need to be addressed.

According to comrade Duong Thanh Tung, Director of the Department of Agriculture and Environment, entering a new era, the Department of Agriculture and Environment of Bac Ninh province continues to focus on directing the development of agriculture and rural areas in depth and sustainably; strengthening the management of natural resources, environmental protection and response to climate change. Actively deploy and launch patriotic emulation movements; seize opportunities, overcome difficulties and challenges, strongly promote achievements, effectively utilize advantages and development space; determined to strive to successfully implement the goals set out in the Resolution of the Party Congress of the Department of Agriculture and Environment, the 1st Party Congress of Bac Ninh province, term 2025 - 2030, contributing to building Bac Ninh province to develop rapidly, comprehensively and sustainably, soon becoming a centrally-run city in the direction of green, civilized, modern, imbued with traditional cultural identity. Some key targets include: The average annual growth rate of the agriculture, forestry and fishery sector reaches 2%; by the end of 2027, the whole province will have no poor households; the rate of people using clean water meeting rural standards will reach 93.8%; the rate of collected and treated domestic solid waste will reach 98.5%; 100% of industrial parks and clusters will have centralized wastewater treatment systems before coming into operation; there will be basically no more points or areas of environmental pollution causing frustration in residential areas and communities, especially in craft villages; the forest cover rate (excluding fruit trees) will reach 30.65%.
