From July 1, 2023, the basic salary will increase from VND 1.49 million to VND 1.8 million/month. Accordingly, many amounts and allowances for non-state employees will also be adjusted to increase.

According to Resolution 69/2022/QH15, from July 1, 2023, the basic salary for cadres, civil servants and public employees will increase to 1.8 million VND/month.
When adjusting the basic salary, many amounts and allowances for non-state employees will also be adjusted to increase, specifically including the following 12 amounts:
Increase the level of health care and recovery benefits after illness
According to Clause 3, Article 29 of the Law on Social Insurance 2014, the level of health recovery benefits after illness per day is equal to 30% of the basic salary.
Accordingly, when the basic salary increases from July 1, 2023 to 1.8 million VND, the level of health care and recovery benefits after illness will increase to 540,000 VND (currently 447,000 VND).
Increase in lump sum allowance for childbirth or adoption
Article 38 of the Law on Social Insurance 2014 stipulates that female employees who give birth or employees who adopt children under 6 months old are entitled to a one-time allowance for each child equal to 2 times the basic salary in the month the female employee gives birth or the month the employee adopts the child.
In case of giving birth but only the father participates in social insurance, the father will receive a one-time allowance equal to 2 times the basic salary in the month of birth for each child.
Accordingly, the one-time subsidy for giving birth or adopting a child will be increased to VND 3,600,000 (currently VND 2,980,000).
Increase the level of care and recovery after maternity leave
The level of benefit for recuperation and health recovery after maternity leave per day is equal to 30% of the basic salary (Clause 3, Article 41 of the Law on Social Insurance 2014).
From July 1, 2023, the benefit level for recuperation and health recovery after maternity leave will be increased to VND 540,000 (currently VND 447,000).
Increase the one-time subsidy
Specifically, Article 46 of the 2014 Law on Social Insurance stipulates that employees with a reduced working capacity of 5% to 30% are entitled to a one-time allowance.
The one-time subsidy level is specified as follows:
- A 5% reduction in working capacity will receive 5 times the basic salary (ie 9,000,000 VND compared to the current 7,450,000 VND), then for every additional 1% reduction, the recipient will receive an additional 0.5 times the basic salary (ie an increase of 900,000 VND);
- In addition to the above-mentioned subsidy level, you will also receive an additional subsidy calculated based on the number of years of social insurance contributions. For one year or less, it will be calculated as 0.5 months. Then, for each additional year of social insurance contributions, you will be calculated as an additional 0.3 months of social insurance salary of the month immediately preceding the leave for treatment.
Increase monthly allowance
Article 47 of the 2014 Law on Social Insurance stipulates that employees with a 31% or more reduction in working capacity are entitled to monthly benefits.
The monthly allowance is determined as follows:
- A 31% reduction in working capacity will receive 30% of the basic salary, then for every additional 1% reduction, an additional 2% of the basic salary will be received;
Thus, for every 31% reduction in working capacity, the allowance is 540,000 VND (currently 447,000 VND), then for every additional 1% reduction, the allowance is 36,000 VND (currently 29,800 VND).
- In addition to the allowance prescribed in Point a of this Clause, each month, an additional allowance is also received based on the number of years of social insurance contributions. From one year or less, it is calculated at 0.5%, then for each additional year of social insurance contributions, an additional 0.3% of the social insurance salary of the month immediately preceding the leave for treatment is calculated.
Increase service allowance
Specifically, employees with a reduced working capacity of 81% or more, who are paralyzed by the spine or blind in both eyes or have amputated or paraplegic limbs or are mentally ill, in addition to the benefits prescribed in Article 47 of the Law on Social Insurance 2014, are also entitled to a monthly service allowance equal to the basic salary (ie 1,800,000 VND compared to the current level of 1,490,000 VND).

One-time allowance for death due to work accident or occupational disease increased by more than 11 million VND
Article 51 of the Law on Social Insurance 2014 stipulates that if an employee dies due to a work accident or occupational disease while working, or dies during the first treatment period due to a work accident or occupational disease, his/her relatives will receive a one-time allowance equal to 36 times the basic salary (ie 64,800,000 VND).
Accordingly, the one-time subsidy for death due to work accidents or occupational diseases will increase to 11,160,000 VND compared to the current subsidy of 53,640,000 VND.
Increase the level of allowance for convalescence and health recovery after treatment of injury or illness
Clause 2, Article 52 of the Law on Social Insurance 2014 stipulates the level of benefits for recuperation and health recovery after treatment of injury or illness per day:
- Equal to 25% of the basic salary if resting and recovering health at home;
The benefit level is 450,000 VND (currently 372,500 VND).
- Equal to 40% of the basic salary if resting and recovering health at a centralized facility.
Benefit level is 420,000 VND (currently 596,000 VND)
Adjust the monthly pension level that employees receive
According to Clause 5, Article 56 of the Law on Social Insurance 2014, the lowest monthly pension of employees participating in compulsory social insurance who are eligible for pension as prescribed in Articles 54 and 55 of the Law on Social Insurance 2014 is equal to the basic salary of VND 1,800,000 (currently VND 1,490,000), except for the cases prescribed in Point i, Clause 1, Article 2 and Clause 3, Article 54 of the Law on Social Insurance 2014.
10. Funeral allowance increased to 18,000,000 VND
In case an employee who is eligible for funeral benefits dies, the person in charge of the funeral will receive a one-time funeral benefit equal to 10 times the basic salary.
Accordingly, the funeral allowance will be 18,000,000 VND compared to 14,900,000 VND under current regulations.
Adjusting the monthly death benefit level for relatives when an employee dies
Specifically, Clause 1, Article 68 of the 2014 Law on Social Insurance stipulates that the monthly death benefit for each relative is equal to 50% of the basic salary (increased from VND 745,000 to VND 900,000); in case the relative does not have a direct caregiver, the monthly death benefit is equal to 70% of the basic salary (increased from VND 1,043,000 to VND 1,260,000).
Increase pension benefits for employees who pay both compulsory and voluntary social insurance
Article 71 of the Law on Social Insurance 2014 stipulates that for employees who have paid compulsory social insurance for 20 years or more, the conditions and pension levels are implemented according to the compulsory social insurance policy; the lowest monthly pension level is equal to the basic salary of VND 1,800,000 (currently VND 1,490,000), except for the subjects specified in Point i, Clause 1, Article 2 of the Law on Social Insurance 2014.
