Decree No. 154/2024/ND-CP dated November 26, 2024 of the Government detailing a number of articles and measures to implement the Law on Residence with regulations on documents proving legal residence is stipulated that citizens provide information proving legal residence to the residence registration agency when submitting residence registration applications. The residence registration agency is responsible for exploiting this information in the electronic identification card, electronic identification account on the electronic identification and authentication system via the National Identification Application or in the National Population Database, Residence Database.
Electronic data management warehouse of organizations and individuals on the National Public Service Portal, the Information System for handling administrative procedures at the ministerial and provincial levels, or other national and specialized databases. In case it is not possible to exploit information proving legal residence in the database, information system or national identification application, the residence registration agency is responsible for checking and verifying to resolve residence procedures; citizens are responsible for providing copies, photocopies, or electronic copies of one of the papers and documents proving legal residence when requested by the residence registration agency. Regarding documents, documents proving legal residence for permanent residence registration are one of the following documents, such as documents, certificates of land use rights, ownership of assets attached to land issued by competent authorities over periods according to regulations of the law on land and housing, housing construction permits or housing construction permits with a term for cases where a construction permit must be applied for according to regulations of the law on construction, documents on the purchase and sale of state-owned houses or documents on the valuation and liquidation of houses attached to state-owned land according to regulations of law. Contracts for the sale of houses or documents proving the handover or receipt of houses from real estate businesses investing in construction for sale, documents on purchase, hire-purchase, donation, inheritance, capital contribution, exchange of houses in accordance with the provisions of the law on land and housing, documents on the donation of gratitude houses, charity houses, solidarity houses, granting of houses and residential land to individuals and households; documents of the Court or competent state agencies resolving the ownership of houses that have come into legal effect; documents and papers proving the mortgage or pledge of legal ownership of accommodation. Photo Collection[/caption] Along with the confirmation of the People's Committee at the commune level on the stable use of housing and land, no disputes and not located in a location that is not allowed to register for new permanent residence and papers and documents proving the registration and inspection of vehicles under ownership, confirmation of registration of regular parking places of vehicles, except in cases where it is not required to register regular parking places according to regulations. A citizen's commitment letter on having accommodation under his/her own use, having no dispute over the right to use, and living stably and permanently at that accommodation if he/she does not have one of the documents and papers prescribed in Point a of this Clause. The content of the commitment letter includes: Surname, middle name and first name; date of birth; personal identification number; place of residence; information about the accommodation proposed for temporary residence registration and the citizen's commitment. Documents and papers of the owner of a tourist accommodation establishment or other accommodation establishment allowing individuals to register for temporary residence at that establishment. Documents from the agency or organization managing the industrial park, export processing zone, or
economic zone allowing workers to register for temporary residence at the accommodation they own or manage in accordance with the provisions of law. [caption id="attachment_1259177" align="aligncenter" width="600"]

Photo Collection[/caption] For documents of agencies and organizations managing construction works, construction sites, dormitories, craft villages, establishments, and production and business organizations that allow workers to register for temporary residence at their own or managed accommodation according to the provisions of law. Documents and papers proving the minimum housing area to register for permanent residence at a legal accommodation rented, borrowed, or rented as prescribed in the Law on Residence are one of the types of documents such as documents and papers prescribed in Clause 2 of this Article, which may show the housing area. Confirmation of the People's Committee at the commune level on the average area conditions guaranteed according to the provisions of the People's Council of the province or centrally run city.
