Post compensation and site clearance plan before June 30

On April 20, the Provincial People's Committee announced that it had sent a document to the Phong Dien District People's Committee regarding the site clearance for the Phong Xuan limestone mine investment project - phase 2. Accordingly, the Provincial People's Committee received a document from Dong Lam Cement Joint Stock Company reporting the slow progress of the site clearance work of the project.

The Provincial People's Committee requests the Phong Dien District People's Committee to urgently carry out site clearance work for the Phong Xuan limestone mine project - phase 2 as requested by Dong Lam Cement Joint Stock Company to ensure compliance with regulations and report to the Provincial People's Committee the implementation results before May 5, 2023.

According to Dong Lam Cement Joint Stock Company, the Phong Xuan limestone mine investment project - phase 2 has been announced by the District People's Committee to reclaim land and implement from February 18, 2021. According to the plan of Phong Dien District People's Committee on land reclaim, investigation, survey, measurement, and site clearance for this project, the inventory and counting work will be completed before May 31, 2021 and the preparation and public posting of the compensation and site clearance plan will be completed before August 20, 2021.

By May 30, 2022, the project had completed 100% of the inventory work, counting 146/146 tombs and 100% of the crop area (about 35/35 hectares), and assets on the land. However, up to now, after nearly 1 year of completing the inventory work and after more than 2 years since the announcement of compensation for land acquisition phase 2 of Phong Xuan limestone mine, the progress of tomb relocation, compensation for land acquisition and crop clearance is still "at a standstill".

Mr. Pham Van Bang, CEO of Phong Xuan Limestone Mine, said that so far, only 113/146 tombs have been approved for relocation compensation. The compensation for land, crops and assets on the land has not yet been posted.

It has been nearly a year since the completion of the inventory and counting, but the Phong Dien District Land Fund Development Center has not yet implemented the posting of compensation plans for crops and land, although the Phong Xuan Commune People's Committee has completed the confirmation of land use origin and asset formation time on January 20, 2022.

“Recently, Dong Lam Cement Joint Stock Company had a working session with Phong Dien District People's Committee and related parties. Accordingly, it was agreed that the progress of posting the compensation plan for land acquisition and clearance will be carried out before June 30, 2023 so that Phong Dien District Land Fund Development Center can inspect and review regulations and legal documents for implementing the land acquisition and clearance work of Phong Xuan limestone mine - phase 2", Mr. Pham Van Bang added.

Mr. Pham Phuoc Hien Hoa, Deputy General Director of Dong Lam Cement Joint Stock Company, said that the delay in implementing compensation for site clearance in phase 2 of the limestone mine not only affects the production plan of Dong Lam Cement Factory in the coming time but also causes great frustration among residents, especially households that have cooperated in inventory and counting in March 2021. The delay affects the farming plan and life of the people involved.
