“The fields are blooming, the factories are lit up” – The new look of rural Ninh Binh
On May 9, 2025, the Central Appraisal Council unanimously agreed with 100% of the proposal to recognize Ninh Binh province as having completed the task of building a new rural area. This is not only an administrative milestone, but also a step to affirm the substantial, comprehensive and sustainable change of a locality with more than 80% of its area being rural areas.
8/8 criteria as prescribed by the Government have been fully completed by the province. 6/6 districts have met the NTM standards; 2 cities have completed their tasks; 76/119 communes have met the advanced NTM standards - reaching a rate of 63.8%, clearly reflecting the spread of the program to every hamlet and village.
Not only “standard books”, Ninh Binh countryside has changed dramatically. The proportion of trees along national and provincial highways reached 85% and 72% respectively, the area of public trees reached 6.51 m²/person - 50% higher than the minimum standard. People rated their satisfaction with the government at 85.34%; the number of poor households decreased to 1.03%; the average income in rural areas reached 70.74 million VND/person/year.
The production value per hectare of cultivated land reached 160 million VND, while 209 OCOP products have created agricultural identities for each region. Green, organic, circular agriculture is connected with community tourism in Trang An, Tam Coc, Van Long - opening up a direction that not only helps people get rich, but also preserves the "soul of the land, the spirit of the village".
But the most special thing is not in the numbers, but in the thinking: Ninh Binh is determined to develop a modern countryside, in harmony with the urban area - creating an ecological - cultural - economic living space, associated with the development strategy to become a "millennium heritage city".
Supporting industry – New engine to bring Ninh Binh “away from agriculture but not from the countryside”
Not resting on fertile fields, Ninh Binh has been entering a period of transformation with full courage: From an agricultural - tourist locality, becoming an industrial center supporting the production, assembly of automobiles, electronics and high technology in the North.
Up to now, Ninh Binh has attracted 103 FDI projects with a total registered capital of over 1.8 billion USD. Of which, 18 projects of Taiwanese investors with a total capital of over 767 million USD, accounting for 42.2% of the total FDI capital of the province - Mainly invested in electronic components, auto accessories, cement production, leather shoes, garment.
These are not “suspended” projects. Most of them have been put into stable operation, creating jobs for tens of thousands of workers and making sustainable contributions to the local budget.
Ninh Binh has clearly defined its strategic direction: Prioritizing attracting projects with high technology content, using clean technology, saving land funds, less labor-intensive but bringing great spillover effects in the global supply chain. In particular, the fields that are “rolled out the red carpet” include mechanical engineering, semiconductor industry, high-tech materials and especially automobile manufacturing and assembly, the industry that the province is identifying as a “new growth engine” in the modern industrialization period.

Implementation practice shows that Ninh Binh has achieved very clear initial results, demonstrated by receiving a series of typical FDI projects: MCNEX Vina Co., Ltd. (Korea) invested 69.5 billion VND in camera module production; Simona Leather Co., Ltd. invested 31.2 billion VND in installing equipment lines; Adora Vietnam Company invested 22.5 billion VND for a new production line; along with shoe production projects of Athena Vietnam and Chung Jye Ninh Binh with a total capital of nearly 31 billion VND.
These projects are not simply foreign capital flowing into the locality, but are a new lifeblood for the local supporting industry: from human resource training, technology transfer, to forming a network of satellite businesses - gradually localizing the supply chain, which has long been a difficult problem for many traditional industrial localities.
Infrastructure – Institutions – People: Ninh Binh's “Sustainability Triangle”
Behind that strong transformation is a well-functioning strategic triangle: Infrastructure - Institutions - People.
Regarding infrastructure, the province has invested systematically in industrial parks and clusters such as Phu Long Industrial Park (485 hectares), Tam Diep II Industrial Park (386 hectares); at the same time, it has promoted logistics infrastructure connecting regions and inter-regions, creating momentum for supporting industries in mechanics, electronics, and automobiles.
In terms of institutions, the spirit of “government accompanying businesses” is not just a slogan. Chairman of the Provincial People’s Committee Pham Quang Ngoc directed drastic reform of administrative procedures, implementation of “One-stop shop – One destination”, assigning specific responsibilities to each department and branch to shorten the time to access land, investment procedures, and environmental protection.
Regarding human resources, the province pays special attention to vocational training. Technical colleges and vocational training centers are closely linked to the actual needs of businesses. The province also clearly orients human resource training for the semiconductor, mechanical, and digital technology industries - industries with high demand but severe shortages.
From rice grains to electronic chips – Ninh Binh chooses its own path
While many localities focus on real estate and resource exploitation, Ninh Binh chooses a more difficult path: combining heritage conservation, green rural development and clean supporting industry. Not chasing quantity, not filling industrial zones at all costs, Ninh Binh is determined to attract few but quality projects, in-depth investment, associated with sustainable development.
From organic rice seeds in Tam Diep region, hanging tomatoes in Kim Son region, to camera microchips and electronic modules of MCNEX Vina - a new chain of development is being formed, where fields and factories grow together, where people leave their farms but not their hometowns.
Heritage City – Green Industry – Modern Countryside: Three Strategic Pillars of Ninh Binh
Today, Ninh Binh Province is no longer simply a “Tourist Destination”, but a strategic investment destination, a land of the future where Urban – Industrial – Rural areas blend together in a modern, humane and sustainable development vision.
From building new rural areas to creating supporting industries, from preserving heritage to mastering technology, Ninh Binh is proving: A locality does not need to be large in area or population - but can become strong with the vision, will and decisive leadership of its leader.
