Launching a national campaign against smuggling, counterfeit goods and intellectual property infringement

Strengthening inspection of smuggled and counterfeit goods according to the direction of the Prime Minister

Implementing the Prime Minister's direction, the Department of Domestic Market Management and Development issued Plan 01/KH-TTTN to strengthen inspection and handling of smuggling, trade fraud, counterfeit goods, and intellectual property violations.

The plan aims to resolutely and promptly implement the Government's directives to protect the interests of consumers and businesses and ensure economic security and public health. Combating smuggling and counterfeit goods is identified as an urgent task, requiring the synchronous participation of the entire political system, especially the leadership role of local authorities, the business community and the people.

The Department requires its affiliated units to proactively follow market developments, increase the collection and analysis of information on supply and demand, and prices of essential goods such as medicine, milk, functional foods, gasoline, sugar, cosmetics, fertilizers, etc. to promptly detect unusual signs and deploy monitoring and handling measures.

Notably, the plan emphasizes close monitoring of commercial activities on e-commerce platforms and social networks – where there are many potential risks of counterfeit goods, goods of unknown origin, and goods that violate intellectual property rights. Agents, retail stores, and unofficial business locations are also subject to key inspections.

In parallel, the Ministry of Industry and Trade will study and adjust the authority and function of handling violations of the functional forces in the direction of clarifying the people and tasks, avoiding overlap and omission of violations. The report proposing amendments will be submitted to the Prime Minister in July 2025.

One of the important solutions is to promote the application of information technology in market surveillance. The entire system will build a shared database, connecting information between market management units and authorities, improving the ability to forecast and promptly handle risks of smuggling and trade fraud, especially in the digital environment.

Communication work will be promoted through many channels, focusing on disseminating the law and mobilizing people to sign commitments not to trade in smuggled, counterfeit, or poor-quality goods - especially for individuals and organizations doing business on e-commerce platforms.

The specialized departments and offices under the Department are clearly assigned: The Market Management Department takes the lead in implementing the plan and receiving information about violations; the Policy - Legal Department reviews the law, provides professional guidance and inspects public affairs; the Department Office ensures technical logistics, operates the INS system and proposes worthy rewards for individuals and groups with achievements.

At the local level, the Department requires Market Management Sub-Departments - units advising the Department of Industry and Trade and the People's Committees of provinces and cities - to organize surprise inspections, monitor business activities, warehouses, wholesale markets, goods gathering points and tighten control of border routes and international airports.

The focus is still on items that are vulnerable to speculation and profiteering. Violations in e-commerce will be strictly handled.

The Department's leaders will directly direct and supervise the implementation in key areas, demonstrating high determination in management. All efforts are aimed at the common goal: building a healthy market, protecting consumers and promoting sustainable economic development.
