To bring the country into the era of development and prosperity, the Central Executive Committee has outlined a number of urgent tasks. These are: Strengthening the leadership, governing and fighting role of the Party; streamlining the organization and apparatus of the political system; removing institutional bottlenecks, promoting solutions to promote socio-economic development to improve people's lives; strengthening the fight against corruption, waste and negativity; strengthening the strength of the great national unity bloc...

These things are being carried out urgently, vigorously, thoroughly, scientifically, humanely, to soon build a socialist Vietnam with rich people, strong country, fairness, democracy, civilization, prosperity, and happiness. And I know that the people are very supportive, very expectant, very hopeful, and ready to respond. The Central Executive Committee will certainly not disappoint the expectations and trust of the people.

The Politburo, the Secretariat, and the Central Executive Committee have decided to review the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Executive Committee "On a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" and have reached a high consensus on the plan to streamline the apparatus of the political system. Carry out the rearrangement and restructuring of a number of Party Committees; a number of ministries; a number of National Assembly Committees, a number of organizations under the Central Committee of the Vietnam Fatherland Front... The goal is to complete the plans to rearrange and consolidate the apparatus of the political system in the first quarter of 2025. This time, it will be done from top to bottom with the motto "The Central sets an example, the localities respond", working in the spirit of "running while lining up"...

Regarding the capital city of Hanoi, through monitoring and reports, it can be seen that the Party Committee, government and people of the capital with the spirit of "Discipline - Responsibility - Action - Creativity - Development" have effectively implemented 10 work programs, 5 major orientations, 3 breakthroughs, 20 targets and 14 main tasks and solutions of the city for the 2020 - 2025 term; concretizing and bringing the Resolution of the 13th National Party Congress and the Resolution of the 17th National Party Congress of the city step by step into life, achieving many positive results. In particular, the Law on the Capital (amended) has been passed by the National Assembly with outstanding mechanisms to develop the capital. The City People's Council and People's Committee have issued resolutions and plans and coordinated with central ministries and branches to develop decrees to implement the Law on the Capital. It is hoped that with new conditions, new mechanisms and new determination, the city's leaders and the people of the Capital will successfully realize the aspiration of building an elegant, civilized, peaceful, modern, developed Hanoi, the capital city, and the heart of the people of the whole country.

(...) Those achievements are great and commendable, but Hanoi still has a lot of work to do and must strive to be worthy of the trust and hope of the whole country.

How to keep Hanoi's elegance, civilization, and culture from ancient times in the context of today's developing society are big questions. How to have fresh air when the daily weather forecast often says "Hanoi's air is bad or very bad"? How to ensure food safety? How to reduce traffic congestion? How to make To Lich River return to the poetic river of Hanoi? Where are the elegance, politeness, and gallantry of Hanoians? Where are the slogans "what have we done for Hanoi"?...

Answering this question is not only the responsibility of the Party Committee and authorities at all levels of Hanoi Capital, but also the responsibility of all classes of Hanoi people, even every Vietnamese citizen.
