Along with effective revenue management, the provincial tax department has been proactively coordinating with relevant units and localities to decisively implement a comprehensive range of solutions to urge and recover outstanding debts, striving to successfully complete the task of collecting state budget revenue.

Tax debt remains high.

According to information from the Quang Tri Provincial Tax Department, as of June 30, 2025, the total tax debt in the province was VND 2,306.8 billion, a decrease of 27.3% compared to the same period in 2024. Of this amount: Collectable tax debt was VND 2,165.3 billion, a decrease of 29.6% compared to the same period in 2024; uncollectible tax debt was VND 118.8 billion, an increase of 21.9% compared to the same period in 2024.

According to the Deputy Head of the Business Support Management Department 1 of the Quang Tri Provincial Tax Department, although the Tax Department has applied many measures to urge the recovery of tax debts, debt recovery still faces many difficulties. The reason is that many businesses are facing difficulties in production and business operations, debt collection, and low payment capacity, leading to tax debts, such as: Cosevco I Construction Materials Manufacturing Joint Stock Company owing 88.2 billion VND; Hung Phat Production - Trading Company Limited owing 41.6 billion VND; Quang Binh Shipbuilding Industry Company Limited owing 41.7 billion VND; Dai Phuc Quang Binh Construction Joint Stock Company owing 19.7 billion VND; Viet Ha Company Limited owing 10.7 billion VND...

Some businesses investing in mineral mining and resort development have been slow to implement their projects, resulting in significant debts for land lease fees, mining rights fees, and late payment penalties.

Many businesses owe large sums of money for mining rights fees and late payment penalties, such as: Linh Thanh High-Quality Stone Powder Production and Mining Joint Stock Company (168.6 billion VND); Da Viet Mineral Joint Stock Company (17.2 billion VND); and Cosevco 6 Joint Stock Company (22.5 billion VND).

Many businesses investing in resorts owe large amounts of land lease fees and late payment penalties, such as: Saigon Quang Binh Tourism Joint Stock Company (38.3 billion VND); Hanoi - Quang Binh Tourism Joint Stock Company (26.6 billion VND); Indochina Central Region Joint Stock Company (25.5 billion VND); Viet Thien Binh Joint Stock Company (13.6 billion VND)...

Some businesses incurred a one-time land lease payment for the entire lease period in 2022, causing a sudden surge in their tax debt, such as: FLC Group Joint Stock Company (225.8 billion VND); Son Hai Riverside Limited Company (41.9 billion VND); Viet Group Central Joint Stock Company (26.6 billion VND); and Truong Son Investment Group Joint Stock Company (16.5 billion VND).

Many businesses implementing commercial housing projects incur large land use fees but fail to fully fulfill their tax obligations, leading to significant land use fee debts and overdue payments, such as: Son Hai Riverside Co., Ltd. (314.7 billion VND); Viet Group Central Joint Stock Company (76.6 billion VND); Viet Tien Construction Co., Ltd. (73.3 billion VND)...

Furthermore, the level of compliance with tax laws among some businesses and taxpayers remains low, with some delaying payments and misappropriating tax revenue. Coordination between different levels and sectors in resolving difficulties for businesses and in recovering and enforcing tax debts is still limited and ineffective.

From the beginning of the year until now, Quang Tri Provincial Tax Department has issued 649,013 notices to urge tax debt collection; and 1,354 enforcement decisions, totaling 1,782.3 billion VND in enforced collection of outstanding tax debts. Of these, 939 cases involved enforcement by bank account deduction, and 415 cases involved enforcement by declaring invoices invalid. As of June 30, 2025, the cumulative amount of outstanding tax collected reached 1,543 billion VND.

Firm action to address tax arrears.

According to the Head of the Provincial Tax Department, Ha Van Khoa, in order to effectively manage and recover tax debts, the provincial tax department has actively and proactively disseminated information and guided taxpayers to understand tax laws and policies, especially policies on handling tax debts.

Every month, the tax authorities publicly disclose the list of businesses that still owe taxes, especially those with large, persistent tax debts, through mass media.

In addition, the provincial tax department has closely coordinated with the People's Committees of localities and relevant departments and agencies to strengthen the recovery of tax debts related to mining and land leasing activities in the area.

To ensure effective tax debt recovery, the provincial tax department will continue to assign monthly and quarterly debt collection targets to promptly recover outstanding tax debts into the state budget and prevent the accumulation of new tax debts; focus on analyzing and processing data, identifying units with sudden increases in debt, and proposing timely debt collection measures; strengthen management and enforcement measures for tax debt payment; and resolutely apply coercive measures as prescribed by law to collect tax debts from units that are delinquent and lack responsibility in fulfilling their obligations to the state budget. This includes resolutely implementing coercive measures such as temporarily suspending the exit of taxpayers.

The Tax Department continues to implement the industry's and the Ministry of Finance's directives on strengthening debt management and tax debt enforcement to reduce outstanding debts under its management; continues to coordinate with the State Treasury Region XII to deduct tax debts at source from basic construction projects funded by the state budget; collects outstanding tax debts through tax refunds; coordinates with the Department of Agriculture and Environment to collect outstanding tax debts through the granting and extension of mining rights and land lease fees; and coordinates with the Department of Finance to collect outstanding tax debts through the issuance of investment certificates for projects of enterprises.

In addition, the Tax Department will advise on the restructuring of the Steering Committee for combating budget revenue losses, and at the same time advise on solutions to improve the efficiency of tax debt management and recovery; deploy teams to combat revenue losses and handle and recover tax debts directly at large tax-owing enterprises to urge the recovery of outstanding tax debts; publicly disclose the list of enterprises currently owing taxes on mass media; especially for enterprises that are persistently delaying or delinquent in paying taxes as stipulated in the Law on Tax Administration.

To ensure effective tax debt management and recovery, in addition to the efforts of the tax sector, the entire political system needs to be involved, especially in raising public awareness and encouraging people to fulfill their tax obligations.
