With the pressure of the achievements and the amount of work that is waiting, the Group always needs to be ready to respond to all situations as in the past 4 years, it has formed a habit, even elevated to the level of "change management" culture. Especially for the leadership and management team, in perception and action, the "change management" mindset has become permanent. Once a permanent mindset has been formed, we will convey it to the staff and employees to imbue that spirit. This will contribute to strengthening the foundational culture throughout the Group regarding the goals and requirements set.
Comrade Tran Quang Dung, Standing Deputy Secretary of the Party Committee of the Group, spoke at the Conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2024 of Petrovietnam.
The review conference is an opportunity to re-evaluate, like a farmer after a harvest, summarizing how the harvest was compared to the previous year. To have a bumper crop, farmers must improve and restore the soil so that the plants can flower and bear fruit. Culture becomes the condition to strengthen the foundation and the foundation of culture will create the product of growth and development.
That is the reason and story related to the 2024 working theme "Managing fluctuations, adding new motivation, renewing old motivation, creating new energy, reaching new heights" .
“Reaching new heights” is an element in the “genetic” code of oil and gas workers that has been generalized through the core values of “Aspiration – Intelligence – Professionalism – Compassion”, which is the “aspiration” for growth to develop the business, to contribute to the economy and to take care of workers.
With the results achieved in the past time as well as the first 6 months of 2024, the consistency between Petrovietnam's strategy and core values is affirmed. In addition, it is necessary to standardize and unify the oil and gas foundation culture, recreate the culture ahead of the direction, creating momentum for business regeneration. In 2024, we had a conference to thoroughly understand the enhancement of culture, so that culture is deeply ingrained in the management and actions of employees throughout the Group.
The Group can only be exemplary when it generalizes, summarizes and draws lessons from the innovative and creative practices of all units. The Group cannot innovate and create by itself but must rely on the innovation and creativity of each key leader, spread among all employees and finally, the Group will have the task of generalizing to disseminate and unify awareness and action in the next stages.
So what is the connotation of “adding new motivation” and “renewing old motivation”? How specifically? And how much content does it have? That is what we need to concentrate our intelligence to clarify and to organize and implement together.
Oil and gas workers construct and install offshore structures
The history of the Oil and Gas Industry is that for more than half a century, it has focused on exploiting resources to enrich the country. However, this is a non-renewable resource, it will be exhausted. Therefore, the resource of the Oil and Gas Industry at present and in the future will be "Human".
Humans can “create new dynamics”, Humans can “renew old dynamics” to continue the sustainable development of the Group.
Therefore, not only in 2024, the Group needs to create new energy sources through "adding new motivation, renewing old motivation". Perhaps, in the future, we need to continue to maintain this perspective and awareness for effective implementation. We will work together as we have done before, but we need to research, deepen, invest, and innovate in a unified, persistent, continuous and consistent manner.
The “new dynamic addition” is as follows:
First, we must innovate governance to create new methods and policies.
Through administrative innovation to review and detect bottlenecks and knots, from there, we are determined and resolute in taking measures to overcome and remove them. Currently, by summarizing and selecting through administrative work; at the same time with recommendations, we have research, proposals, consultation, presentation, and persuasion so that those recommendations can be transformed into policy mechanisms that can be put into practice and serve in the operation process. Typically, in 2022, the National Assembly passed the Law on Petroleum (amended) or on April 24, 2024, the Politburo issued Conclusion No. 76-KL/TW on the implementation of Resolution No. 41..., with this Conclusion together with determination, resoluteness, and innovation in leadership, the Party's policies will soon be put into practice. It can be said that administrative innovation creates new policy methods, the Group has done and has lessons learned, with real results.
LNG plays an important role in ensuring national energy security and moving towards a sustainable development future.
Second, science and technology create new productivity, new products and services. In the past 15 years, the whole Group has had 10 Ho Chi Minh Awards and State Awards for Science and Technology. These awards all come from the Group's production and business practices and are still playing an important role in the Group's operations. Therefore, it is necessary to continue to promote and focus on scientific and technological innovation to create new productivity, products and services. No industry, locality, field or enterprise in Vietnam has achieved scientific and technological achievements like the Vietnam National Oil and Gas Group. 10 Ho Chi Minh Awards and State Awards for Science and Technology are very valuable achievements and affirm that the Group's human resources are endless. The problem is to exploit, inspire and promote those innovations to transform into actual production.
Third, digital transformation creates a new business model. The Group has a Resolution of the Party Committee, a project, a plan, and direction from the Board of Directors, the General Director of the Group, and the units and the Group are continuing to perfect and implement this content. In the coming time, each specific unit will have a plan to deploy, implement, and achieve the best results to create a new business model. That is both a goal and an urgent task.
Fourth, from the development strategy, the Group has opened up new fields, new space to develop the Vietnam National Oil and Gas Group into a National Energy Industry Group, associated with the development of improving operational efficiency in traditional energy fields, from which to develop into new fields. For example, deploying carbon storage, processing, and recovery; participating in the value chain of new energy, renewable energy, especially offshore wind power, which has had initial tests and certain successes; researching and deploying hydrogen, import supply chain, LNG trading, energy equipment manufacturing, etc.
According to Resolution 41, the Group operates in 5 main fields, of which oil and gas exploration and exploitation is the core field, but with Conclusion 76, a new strategy is opened, thus simultaneously opening up new fields and new space for development.
Conclusion 76 emphasized: Search, exploration and exploitation continue to be the core field. That creates great encouragement for the team of workers doing search, exploration and exploitation to continue to be creative in the field of work they are undertaking, through the implementation of traditional fields, at the same time creating new creative motivation in the core field of E&P.
The gas industry is no longer simply a main sector as before, but is identified as the foundation of oil and gas activities and the oil and gas industry.
The processing sector is the value-added sector. Electricity and renewable energy are the sectors that create new energy sources.
Technical services are the spearhead of the industry.

Over the past 6 months, the Group has submitted to the Prime Minister and has basically received approval and consent to the restructuring of DQS.
In conclusion, the connotation of "adding new motivation" and "renewing old motivation" both have 4 contents, which need to be unified in perception, from which to carry out together with the spirit of "one team, one goal", which will certainly bring results, helping the Group overcome barriers, challenges and fluctuations.
