According to the Department of Agriculture and Rural Development (DARD), in the first quarter of 2023, the Department established 31 inspection teams to inspect 263 establishments (238 individuals, 25 organizations) producing and trading pesticides, plant protection drugs, animal feed, aquatic feed, veterinary drugs, and aquatic veterinary drugs. Thereby, 46 samples were collected for analysis and quality control of goods. As a result, the Department discovered 29 cases of administrative violations; issued 29 decisions to impose fines with a total amount of over 390 million VND. The production and trading of poor quality pesticides and insecticides has caused many consequences for people and society, directly affecting the quality of agricultural products, crop productivity, the environment and the competitiveness of products in the market. Mr. Nguyen Huu Minh (Thanh Phu commune, Thanh Hoa district, Long An province) said: “I often go to local agricultural supply stores to buy pesticides and insecticides. Recently, through the mass media, I have also learned about the problem of fake and poor quality pesticides and insecticides. I hope that the relevant agencies will increase inspections and take strict measures against businesses and establishments that violate the law.”
According to some owners of PB and pesticide businesses in the province, although the businesses comply with legal regulations, it is difficult to avoid mistakenly selling low-quality PB and pesticide products. Many products initially have very good quality, but later, due to greed for illegal profits, businesses produce low-quality products. When competent authorities detect and handle the case, the dealers are severely affected and are boycotted by farmers on the grounds that the businesses and dealers sell fake products.
In recent times, the provincial People's Committee has paid attention to the state management of agricultural materials, directing the Department of Agriculture and Rural Development and related units such as the Market Management Department, the Department of Finance, etc. to strengthen quality inspection and control; regularly propagate and disseminate laws to production and business establishments and people through training sessions and seminars; instruct people on how to distinguish fake, counterfeit, poor quality goods, goods of unknown origin; at the same time, encourage organizations and individuals in production and business to promote the spirit of volunteerism and self-consciousness in fully implementing the provisions of law in production and business.
Director of the Department of Agriculture and Rural Development - Nguyen Thanh Truyen informed that in the coming time, the Department and related units will continue to develop and implement a periodic inspection plan to inspect and control the market, stabilize prices, combat violations in the fields of trade, smuggling, trade fraud, counterfeit goods; organize surprise inspections (when there are signs of violations) to promptly handle and rectify agricultural material trading activities, protect farmers. At the same time, continue to coordinate with localities and the Provincial Police to grasp information on the situation of production, trade, and use of PB and have management measures; gradually and thoroughly handle the situation of production and trade of fake and poor quality agricultural materials, especially in cases where production facilities directly supply to cooperatives, cooperative groups, households, etc.
