Agriculture affirms its "pillar" role

BHG - The Resolution of the 17th Provincial Party Congress, term 2020 - 2025, identifies agriculture as one of the three main "pillars" in the economic structure of the province and the agricultural sector holds the leading position in implementing 2 of 3 breakthroughs in creating livelihoods, improving material and spiritual life for people; developing tourism, agriculture with high-quality goods according to the value chain. With solutions to awaken potential and advantages, the agricultural sector has affirmed its role as a "pillar" after half a term of implementation.

Identifying strengths, the Agriculture sector advised the Provincial People's Committee to submit to the Provincial Party Committee and the Provincial Party Committee to issue 4 specialized resolutions on agriculture and forestry; advised the Provincial People's Committee to submit to the Provincial People's Council to issue a number of specific mechanisms and policies to implement specialized resolutions and issue resolutions to specify the implementation of 3 national target programs on supporting production development in the fields under the state management of the Agriculture sector.

The internal economic structure of the industry has shifted positively and in the right direction. The average value of harvested crop products/ha of cultivated land in 2022 reached 59.5 million VND, an increase of 19.38% compared to 2020; it is expected that in 2023, it is estimated to reach 62 million VND, an increase of 12 million VND compared to 2020. The proportion of the livestock industry in 2022 accounts for 32.02% in the structure of the agricultural sector, an increase of 11.82% compared to 2020, reaching 91.48% of the congress resolution; it is expected to maintain a stable level of 32% in 2023. Forest coverage in 2022 is 58.58%, an increase of 3.45% compared to 2020 and reaching 97.63% compared to the congress resolution; it is expected to reach 58.9% in 2023, reaching 98.17% compared to the congress resolution. The rate of rural residents using clean water in 2022 is 91.8%, an increase of 11.63% compared to 2020 and reaching 95.63% compared to the congress resolution; it is expected to reach 93% in 2023, reaching 96.87% compared to the congress resolution...

Along with ensuring food security and social security, the province has introduced new varieties with high productivity and quality into cultivation; promoted intensive farming; implemented the construction of model fields, mechanization, and converted crop structures... to increase productivity, contributing to raising the average food per capita in 2023 to an estimated 460 kg/person. On the other hand, developing agricultural production with typical commodities according to the value chain, focusing on products and product groups: oranges, temperate fruit trees, Shan Tuyet tea, medicinal herbs, high-quality rice, buckwheat; yellow cows, black pigs, and mint honey according to the value chain, helping to increase product value. Up to now, the province has identified production areas; exploited certified geographical indications; guided people to produce according to product quality standards; promoted the formation of value chains through the OCOP development program, and attracted a number of enterprises to link production according to the value chain. The province's typical agricultural products are promoted and introduced for consumption on e-commerce trading floors.

Sustainable forestry development is of interest to the province; in the first half of the term, over 15,700 hectares of new forests were planted, raising the total forest area to over 466,900 hectares; over 385,600 hectares of natural forests were well managed and protected; over 110,000 hectares of forests were allocated to households and communities, reaching 28.6% of the total natural forest area and 70.48% of the resolution target. Taking advantage of the water surface, localities have developed a variety of aquaculture types: cage and raft fish farming on hydroelectric reservoirs, pond and irrigation fish farming, and rice field fish farming; mastering the production process of specialty fish varieties such as Dam xanh, Anh vu, Chien, Lang dot, Bong and transferring them to establishments and households in the province; building geographical indications for Ha Giang silver carp products.

Focus on removing difficulties

In reality, although the province's agriculture has made a strong breakthrough, the growth rate and the restructuring of the agricultural and rural economy are still slow. The conversion of crop structure, the application of scientific and technological advances, mechanization, and digital transformation in production are limited. Organic agricultural production areas and high-tech agricultural areas have not been formed; there are no specific mechanisms and policies to create breakthroughs to attract and encourage investment in deep processing of agricultural products and the application of science and technology to improve and enhance the quality of Sanh orange products. The attraction of enterprises and cooperatives to take the lead in linking the value chain is not much. Technical infrastructure serving agricultural development has not been invested synchronously, especially irrigation infrastructure and agricultural product processing infrastructure. Forest management and protection have not received due attention...

According to Director of the Department of Agriculture and Rural Development Hoang Hai Ly: The reasons are due to unfavorable natural conditions and terrain; climate change is happening faster and faster; some new diseases appear on crops and livestock; input prices for production are high, directly affecting agricultural production. On the other hand, due to the awareness of ethnic minorities still expecting support from the state; production methods and practices are still traditional. The capital source for career support for production activities of 3 major national target programs, but some Party committees and authorities have not been resolute in directing and removing difficulties and obstacles to speed up the disbursement of capital into production...

To overcome difficulties, the province focuses on directing Party committees and authorities at all levels to resolutely grasp and closely implement the Resolution of the Provincial Party Congress and thematic resolutions of the Provincial Party Committee and the Provincial Party Committee Standing Committee on agricultural development. Orientation to build production linkage entities right at the grassroots level, along with creating mechanisms to help linkage entities operate effectively, linking production between cooperatives with enterprises and farmers to create a product value chain from purchasing to consumption. Building typical models to replicate the movement of highly concentrated commodity production, aiming to create a large quantity of agricultural products through integrating capital sources.

Focus on developing high-quality agricultural products along the value chain, with the view of low output but high value, to build brands and enhance product competitiveness. Promote the application of science and technology, digital technology in production, preservation, processing and consumption stages. Correctly assess weather developments; disease developments on crops and livestock, market developments to direct and orient product development in accordance with market demand, limiting risks for producers. Regularly inspect to promptly remove difficulties and obstacles right at the grassroots level. Strengthen coordination between sectors and levels, between sectors and sectors, especially in preventing, combating and mitigating natural disasters, proactively responding to climate change; attracting businesses to invest in agriculture and product consumption.

From allocating certain resources to invest in agriculture and rural development to create livelihoods for people and social security; paying attention to investing in completing the infrastructure of the agricultural sector; developing typical agricultural products that have been identified as organic agricultural areas... to synchronous and effective solutions, we believe that the agricultural sector will continue to affirm its "pillar" role, contributing to soon bringing the targets of the Provincial Party Congress Resolution to the finish line.
