The 2025 Enterprise Survey is an important survey to collect comprehensive information on the production and business activities of enterprises and cooperatives nationwide in general and Lang Son province in particular. According to the assessment of the leaders of the Provincial Statistics Office, this is one of the most complex and difficult surveys with complex content, units, and subjects of investigation, and a wide scope. Therefore, to complete the survey, the provincial statistics sector has been and is implementing drastic solutions.
Investigation progress is low
The 2025 enterprise survey has a data collection period from April 1 to May 31, 2025 to collect information on enterprises, cooperatives, and cooperative unions with production and business activities in most sectors in the economic sector system. In which, information is collected indirectly through the electronic survey form Webform "https://doanhnghiep2025.gso.gov.vn" with 2 types of surveys according to scope: full survey and sample survey.
According to the General Statistics Office, the number of enterprises conducting surveys in 2025 reached an all-time high of nearly 4,600 enterprises, an increase of more than 1,000 enterprises compared to the 2024 enterprise survey. As of May 7, the progress of the survey was still quite low.
For example, in Lang Son city, the number of enterprises participating in the investigation is nearly 2,800, an increase of about 30% compared to 2024 and is the unit with the largest number of enterprises needing investigation in the province. By the end of May 7, the rate of enterprises completing declarations was only 12%.
Ms. Luong Thi Van Anh, Head of Statistics Team No. 1, in charge of the city area, said: In Lang Son city, the number of enterprises is large compared to other districts in the province. Meanwhile, there are many enterprises whose addresses and contact information are not consistent with the information on the business registration, which somewhat affects the progress of information collection by the investigation team.
The 2025 enterprise survey collects information such as: identification information; labor and income of employees; results, production and business costs; industrial product production of enterprises; transportation costs, insurance costs of imported goods;... In addition, compared to 2024, the survey has added forms to collect information on agricultural, forestry and fishery activities of enterprises, cooperatives and forms on information on transportation costs, insurance costs of imported goods. |
At the same time, in other districts, the rate of enterprises completing the survey is still low at less than 20%. According to assessments from units, there are many reasons affecting the progress of information collection from enterprises such as: the number of enterprises has increased compared to the 2024 survey; many enterprises are not ready to cooperate to provide information, investigators have to spend a lot of time and effort to persuade enterprises to fill in information on the survey form themselves as well as check, verify and support the completion of the survey form; the survey coincides with the time of conducting a number of other large-scale surveys; the survey also added many new forms, added questions to collect information to serve the synthesis of new indicators compared to 2024, causing many enterprises to be confused in the declaration process;...
Resolutely implement
Before the urgent deadline to complete the survey while the rate of information collection is still low, from the beginning of May 2025 until now. The General Statistics Office and statistical teams of districts and cities have implemented solutions to speed up information collection for businesses with a spirit of urgency and determination.
Ms. Le Thi Van Anh, Deputy Head of the Provincial Statistics Office, said: The unit has developed a plan to conduct business surveys with specific progress. At the same time, regularly review, update and urge the team of investigators and supervisors to closely follow the weekly progress with direct information and exchange via zalo groups. In addition, the unit has flexibly delegated handling of arising situations to district-level supervisors to promptly remove difficulties and obstacles in the process of collecting information. At the same time, strengthen inspection of the quality of surveys right at the grassroots level to ensure the accuracy of information.
In Chi Lang district, there are 122 enterprises conducting the survey. As of May 7, the progress of information collection has only reached nearly 20%. The main reason is that many enterprises lack contact information and operating addresses, affecting the information collection.
Ms. Vi Thi Lan Huong, Deputy Head of Statistics Team No. 6, in charge of collecting information in Chi Lang district, said: To ensure the progress of the investigation, the unit has instructed the entire team of investigators (5 people) to work on holidays to ensure the progress of information collection. At the same time, for enterprises that have declared and are declaring, the unit will immediately check the information recorded on the form and accept the completion if qualified to reduce the time of the investigators.
With the above solutions, as of May 14, the number of businesses completing the survey in Chi Lang district has reached nearly 50%. According to information from Statistics Team No. 6, with the current progress, the unit will certainly complete 100% before May 31.
Similarly, the work of collecting business information in Lang Son city is also being "sprinted" to be implemented. Ms. Luong Thi Van Anh, Team Leader of Statistics Team No. 1, added: To speed up the progress of information collection, in addition to selecting investigators with university degrees or higher, the unit has signed additional contracts with a number of experienced investigators who have participated in many economic and business surveys to speed up the investigation progress. At the same time, the team has assigned targets to each investigator to collect information and regularly report on progress and problems. Thanks to that, up to now, the number of enterprises that have completed and are declaring has reached 45% and is closely following the planned progress.
Along with Lang Son city and Chi Lang district, according to information from the Provincial Statistics Office, the Statistics Team in the remaining districts is currently actively implementing the work of collecting information on business surveys in 2025. In particular, the team of investigators and supervisors regularly monitor, guide, and explain professional difficulties to investigators. At the same time, promptly grasp difficulties and report to provincial supervisors on difficulties that need to be coordinated to resolve.
In addition, investigators are continuing to promote the responsibility of businesses in self-providing information. At the same time, they regularly exchange with businesses to provide guidance and support on professional matters, and answer questions from businesses during the process of filling out online survey forms to avoid missing information and improve data quality...
With drastic solutions from the statistics sector, by May 14, the rate of enterprises completing declarations and declaring in the province had reached 42.47%. At the same time, the investigation team continued to focus on checking the logic of the information. With the current progress, the 2025 enterprise survey is expected to be completed by May 31 as planned and ensure the prescribed investigation plan.
