On June 11, the Buoi Ward Lawyers Association coordinated with the Ward People's Committee and the District Lawyers Association, and the Tay Ho District Police to organize a conference to disseminate and popularize the Law on Environmental Protection (EP) 2020; the Law on Fire Prevention and Fighting (PCCC) 2001, providing instructions on how to use foam fire extinguishers, escape plans, and how to identify types of household solid waste.

At the Conference, Doctor of Law Tran Van Duy - Chief Expert of the Department of Dissemination and Education of Law - Ministry of Justice disseminated and popularized the Law on Environmental Protection 2020 and provided instructions on the classification of domestic solid waste at source according to 3 types as prescribed in Clause 1, Article 75 of the Law on Environmental Protection 2020.

Accordingly, the Law on Environmental Protection 2020 was issued in the context of environmental protection being considered a very urgent issue. The Law has institutionalized the viewpoint of the Party and State that "citizens have the right to live in a clean environment".

Therefore, the promulgation of the Law on Environmental Protection comes from the perspective of protecting people, but at the same time comes from the current state of environmental pollution.

Dr. Tran Van Duy pointed out some causes of environmental pollution such as climate change affecting the world, affecting the quality of life and environment, affecting the sustainable development not only of the current generation but also of future generations.

Besides, according to him, the current environmental pollution problem is also related to human waste discharge such as: Industry, agriculture , transportation...

“There are many causes of environmental pollution, but one of the main causes is the awareness of each household, individual, and organization in joining hands with the government to implement regulations on the Law on Environmental Protection,” said Dr. Tran Van Duy.

In addition, the Doctor of Law also gave heartbreaking evidence that his relatives also suffered from serious illnesses, partly due to the impact of environmental pollution, and said that environmental pollution greatly affects the quality of life.

“Environmental pollution is eating away at human health,” emphasized Dr. Tran Van Duy.

From the above analysis, Mr. Duy shared more new regulations of the Law on Environmental Protection 2020. Including activities to increase information disclosure, consultation, and promote the role of the community in environmental protection activities.

The Law on Environmental Protection also regulates the management of domestic solid waste and promotes the classification of domestic waste at source.

According to Mr. Duy, waste classification and collection at source not only brings economic benefits to people but also contributes to promoting the recycling industry, improving the efficiency of solid waste treatment, and moving towards a circular economy.

And to effectively implement the Law on Environmental Protection 2020, Mr. Duy said that it is necessary to focus on propaganda and dissemination of the Law to raise people's awareness and sense of law compliance. In particular, to help people gradually form the habit of sorting waste at source. In addition, it is necessary to provide specific instructions to people on how to classify waste according to regulations.

Through the Conference, Dr. Tran Van Duy said that authorities at all levels need to promote communication to raise awareness, build awareness of environmental protection; communicate the law on the Law on Environmental Protection 2020 to each community, agency, and enterprise to spread the spirit of the Law into people's lives.

Within the framework of the Conference, Lieutenant Colonel Chu Thanh Quan - Deputy Captain of the Fire Prevention and Fighting Police Team of Tay Ho District Police propagated and disseminated the 2001 Fire Prevention and Fighting Law and provided instructions on how to use fire extinguishers and how to escape in case of fire or explosion.

Households and individuals were directly instructed by the District Police Fire Prevention and Fighting Team on how to use powder and gas fire extinguishers.

Become a "messenger" to propagate the Law on Environmental Protection and Fire Prevention

Speaking at the Conference, Ms. Do Thi Hong Lan - Deputy Head of the Tay Ho District Party Committee's Mass Mobilization Committee emphasized that the environment has a very important meaning and role in the life of each person. Protecting the environment is also protecting our lives.

Ms. Lan believes that in order to contribute to environmental protection, it is very necessary to propagate and raise awareness among the people. Ms. Lan believes that each delegate attending the conference today will be a reporter, a “messenger” to propagate the Law on Fire Prevention and Fighting, the Law on Environmental Protection to spread to relatives in the family and to all households in the area.

“I believe that doing a good job of propaganda will gradually turn awareness into concrete actions right at home. From classifying household waste to limiting the use of plastic bags to practically contribute to environmental protection.

At the same time, Buoi Ward will be built to become a civilized urban ward in the coming time. In particular, promoting the role of the people in implementing Decision 217 on "people knowing, people discussing, people doing, people checking, people supervising and people benefiting", Ms. Lan said.

Ms. Lan especially emphasized the role of the Buoi Ward Lawyers Association, including Ms. Phan Thi Thuy Nga, Head of the Ward's Mass Mobilization Block, Head of the Buoi Ward Lawyers Association, who will continue to advise the Party Committee, coordinate with the authorities, and socio-political organizations of the ward to effectively implement models and typical examples of skillful mass mobilization in the fields of culture, society, and national security and defense in Buoi Ward.

At the same time, associated with the Resolution of the Buoi Ward Party Committee on building Buoi Ward to meet civilized urban standards in the period of 2023-2025.

Along with that, well implement plan No. 18 of the Tay Ho District Party Committee's Mass Mobilization Committee on propaganda and mobilization of people not to encroach on sidewalks and roads around West Lake for business and sales, and build a "civilized urban" route.

In his closing speech at the Conference, Mr. Le Trung Duc - Chairman of the Tay Ho District Lawyers Association once again emphasized the particularly important role of environmental protection. This includes the implementation of classifying domestic solid waste at source.

Mr. Duc said that protecting the living environment is very important, directly affecting human health.

According to Mr. Duc, the Law has regulations and sanctions. However, for waste classification to bring about the expected results, it requires many factors and needs sustainability.

Therefore, to protect the environment and achieve the expected results, it is necessary to have the attention and direction of the Party Committee, local authorities, the coordination of the Fatherland Front, organizations and especially the consensus, support and participation of the people.

Further stating the current situation of fire safety, Mr. Duc recalled the heartbreaking incidents related to recent fires. From that, he said that the whole society needs to take responsibility in preventing and fighting fires and explosions.

At the conference, Mr. Duc also thanked the reporter for instructing on how to use fire extinguishers and how to escape in case of fire or explosion. Through the instruction on how to use powder and gas fire extinguishers, he hopes that every resident in the ward will know how to protect themselves and their loved ones in case of fire or explosion.

"I also hope that each person present today will become an ambassador to propagate the Law on Environmental Protection and Fire Prevention and Fighting to many relatives around them, and furthermore, to spread it to the entire community," Mr. Duc emphasized.

The Law on Environmental Protection 2020 (effective from January 1, 2022) stipulates that localities must classify waste at source in households and individuals by the end of 2024 (December 31, 2024) at the latest.

Specifically, Article 75 of the Law on Environmental Protection 2020, domestic solid waste (garbage) generated from households and individuals is classified according to the following principles: solid waste that can be reused or recycled; food waste; other domestic solid waste.

Decree 45/2022 regulating administrative sanctions for violations in the field of environmental protection officially took effect. In particular, it stipulates a fine of 500,000 to 1 million VND for households and individuals who do not classify domestic solid waste according to regulations; do not use packaging to contain domestic solid waste according to regulations .
