On the morning of November 17, the Ca Mau Provincial Party Committee held a conference to announce the decision of the Central Party Secretariat on personnel work. According to the decision, Mr. Lu Quang Ngoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Vinh Long Provincial People's Committee, ceased to participate in the Executive Committee, the Standing Committee and ceased to hold the position of Deputy Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term. At the same time, he was transferred and appointed to participate in the Executive Committee, the Standing Committee and hold the position of Deputy Secretary of the Ca Mau Provincial Party Committee and introduced to the People's Council to be elected as Chairman of the Provincial People's Committee for the 2025-2030 term.
Mr. Nguyen Thanh Tam, Deputy Head of the Central Organizing Committee, assessed Mr. Lu Quang Ngoi as a capable and experienced cadre in Party building and State management, a decisive person, close to the grassroots, capable of gathering and creating solidarity in agencies and units.
“I believe that with your knowledge and past work experience, especially in key positions at the provincial level, you will soon grasp the work in the new area, promote your capacity, enthusiasm and responsibility. Continue to learn, strive, unite with the Executive Committee and the Standing Committee of the Ca Mau Provincial Party Committee to lead and direct the successful implementation of the Resolution of the first Ca Mau Provincial Party Congress, bringing Ca Mau to develop even more strongly in the coming time,” Mr. Tam emphasized.

Mr. Lu Quang Ngoi was born on April 4, 1972, in Cai Be district, Tien Giang province (now Dong Thap province). He has a bachelor's degree in Economic Law, a master's degree in Party Building, State Administration and a doctorate in Political Science. Before holding the position of Chairman of Vinh Long Provincial People's Committee, he held the following positions: Deputy Director, Director of the Department of Labor - Invalids and Social Affairs; Secretary of Tam Binh District Party Committee; Vice Chairman of the Provincial People's Committee.
In July 2025, after Vinh Long province merged with Ben Tre and Tra Vinh, Mr. Ngoi was appointed by the Prime Minister to hold the position of Chairman of the People's Committee of the new Vinh Long province and served in this position until being transferred to take up a position in Ca Mau.
