Urgent response to heavy rain and floods in the Central region

Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 217/QD-TTg dated November 16, 2025 requesting ministries, branches and localities to proactively prevent, avoid and respond to floods in the Central region.

Telegrams sent to the Chairmen of the People's Committees of the provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa; the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Education and Training, Health, Science and Technology, Culture, Sports and Tourism and the Chief of Office of the National Civil Defense Steering Committee.

According to a quick summary report of the Ministry of Agriculture and Environment , from the morning of November 16, 2025, in the area from Quang Tri to Khanh Hoa, there was heavy to very heavy rain with rainfall of 100-150mm, some places in Hue, Da Nang, Quang Ngai, Khanh Hoa over 200mm, especially in Hong Thai (Hue) nearly 400mm.

According to the forecast of the hydrometeorological forecasting agency, from the evening of November 16 to November 18, 2025, the area from Quang Tri to Da Nang and the east of Quang Ngai and Gia Lai provinces will have widespread rain of 200-400mm, locally over 700mm, the area of ​​Ha Tinh, the east of Dak Lak and Khanh Hoa provinces will have rain of 100-250mm, locally over 350mm, the west of the provinces from Quang Ngai to Dak Lak will have rain of 50-100mm, locally over 200mm. From November 16-20, 2025, on the rivers from Ha Tinh to Khanh Hoa, there will be a flood at level 2 to level 3, some rivers above level 3.

This is a heavy rain that continues to occur after continuous heavy rains in the Central region, the risk of flooding, especially landslides is very high (on November 14, 2025, a large-scale landslide also occurred in Put village, Hung Son commune, Da Nang city even when it was not raining). To proactively prevent, avoid, respond, ensure the safety of people's lives, minimize property damage, the Prime Minister requested the Chairmen of the People's Committees of the above provinces and cities and leaders of relevant ministries and branches, especially the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade according to their functions, tasks and authority to focus on directing the quick overcoming of the consequences of recent storms and floods, drawing on experience from recent storm and flood response work to proactively and promptly deploy the work of preventing, avoiding, and responding to floods, focusing on the following specific tasks:

1. Chairman of People's Committees of provinces and cities from Ha Tinh to Khanh Hoa:

a) Organize close monitoring, complete updates, and timely information on the situation and forecast of floods and rains so that people can proactively respond, and not let people be unaware of natural disasters.

b) Direct the review, inspection, and timely detection of areas at risk of landslides, flash floods, and deep flooding to promptly warn people not to enter dangerous areas, and proactively evacuate and relocate residents out of dangerous areas.

c) Implement work to ensure dam safety and prevent flooding; proactively direct scientific and reasonable operation of irrigation and hydroelectric reservoirs based on flood forecasts to ensure construction safety and prevent flooding.

d) Deploy forces to control, guide, and support traffic safety; based on the specific situation in the locality, deploy measures to ensure people's safety, decide to let students stay home from school, and restrict people and vehicles from traveling on some roads in dangerous areas if necessary.

d) Proactively arrange forces, vehicles, materials, food, and necessities in key areas, especially those at risk of being cut off or isolated due to landslides and floods, to be ready to respond to situations of isolation or isolation for many days and to deploy response, rescue, and relief work when bad situations occur.

2. Ministry of Agriculture and Environment:

a) Direct the hydrometeorological forecasting agency to closely monitor, forecast, and provide the earliest, most complete, and most accurate information on the developments of rain and floods, the risk of flooding and landslides so that authorities and people know and proactively deploy appropriate, timely, and effective response work.

b) Direct the implementation of work to protect irrigation dams and agricultural production; coordinate with the industry and trade sector and localities to direct the safe operation of irrigation and hydroelectric reservoirs.

c) Direct and urge sectors and localities to deploy response work appropriate to the actual situation, promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.

3. The Ministry of Construction directs the implementation of solutions to ensure traffic safety and construction activities; promptly mobilizes forces, vehicles, and materials to promptly overcome and repair landslides and damaged areas, ensuring smooth and safe traffic as soon as possible, especially on main traffic axes and arterial routes.

4. The Ministry of Industry and Trade directs the assurance of safety of hydroelectric dams, power systems and industrial production, and limits damage caused by floods.

5. The Ministries of National Defense and Public Security proactively direct units located in the area to review scenarios and plans, arrange forces and means to be ready to support localities in evacuating and relocating residents, responding to landslides, flash floods, floods, inundation and rescue when requested.

6. The Ministries of Education and Training, Health, Science and Technology, Culture, Sports and Tourism, according to their functions, tasks and authority, proactively coordinate with localities to direct competent agencies to deploy flood prevention, response and mitigation work, limiting damage to the sectors and fields under their management.

7. The Office of the National Civil Defense Steering Committee closely monitors the situation and is ready to coordinate and mobilize forces and means to support localities in responding to floods and storms according to assigned functions and tasks.

8. Vietnam Television, Voice of Vietnam, and Vietnam News Agency promptly inform about the flood situation and response direction of functional agencies, and increase dissemination and guidance on measures and skills to respond to floods, landslides, and flash floods for people.

9. The Government Office monitors and urges the serious implementation of the Official Dispatch according to its assigned functions and tasks; promptly reports to the Prime Minister and Deputy Prime Minister in charge of the field on sudden and arising issues.
