Although the investor officially accepted the application on the morning of November 17, from the afternoon of November 16, the CT3 - CT4 project area in Kim Chung New Urban Area, Thien Loc Commune ( Hanoi ) was already crowded with people lining up to reserve a spot. Many people came from early afternoon, some even from the morning, willing to spend the night outside to wait for their number to submit their application to buy social housing.
On the evening of November 16, at the project document reception location, hundreds of people stood and sat close together in front of the document reception point. The line stretched into a long line, some waited in cafes, others sat temporarily on the sidewalk. The functional forces were reinforced early to maintain order and avoid jostling and pushing.

Due to the increasing number of people coming, to ensure transparency and to limit conflicts, those who arrived first took the initiative to make a list of the order. A group of so-called “reputable people” was appointed to take names, take attendance and coordinate. Many families had to take turns staying overnight, holding seats for many hours.
In the line of people waiting since night, Ms. Nguyen Thi Hue (born 1947) belongs to category 1, a single person, a revolutionary contributor, her children and grandchildren took turns lining up since the previous night. Early in the morning of November 17, her family took her to the reception point to be on the list to get a number.
“I am old and weak, so I cannot stay out here all night. My family arranged for me last night and only brought me here this morning,” she shared.
Mr. TNA (born in 1997, residing in Xuan Phuong Ward, Hanoi) said he had been here since the afternoon of November 16 after receiving notice from the investor. "Although I didn't have to submit my application today, I just had to press the queue number, but I took the opportunity to come early to be proactive in my work in the coming days," he said.
Similarly, Ms. VTY said she arrived at the reception area at 6 p.m. "When I arrived, hundreds of people were already waiting in front of the gate. I had almost prepared all the documents, if anything was missing I could add them later. I just submitted them first, if I was lucky enough to buy them, that would be great," she shared.

At around 9pm, the first list is drawn up and roll call is made to ensure the correct order of arrival. The next roll calls will take place at 0am and 4am on November 17th. Anyone absent during the checks will be removed from the list. Once completed, the list will be handed over to the investor to serve the purpose of dialing the number on November 17th.
According to records, the later the morning, the more people flocked to the project document reception point, causing the area in front of the gate of the Cultural - Information - Sports Center of Thien Loc commune (Hanoi) to always be crowded.
It is known that the project to invest in building a social housing area at plots CT3 and CT4 of Kim Chung New Urban Area is invested by a joint venture between Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC, with a total investment of 1,521 billion VND.
The project has a total area of 35,759m², including 4 buildings from 9 to 12 floors, 1 basement and 1 elevator penthouse. CT3 area has 3 buildings (CT3A, CT3B, CT3C), and CT4 has 1 independent building. The total number of apartments is 1,588, of which CT3 has 1,104 apartments and CT4 has 484 apartments.
The product structure includes 892 social housing units for sale, 300 social housing units for rent, 128 social housing units for rent-purchase and 268 commercial apartments. The CT4 building alone was completed and put into use in the fourth quarter of 2021.
In this second phase of sales, the investor plans to provide 1,104 units at CT3, including 589 units for sale, 212 units for rent, 128 units for hire-purchase and 175 commercial units.
The estimated selling price of the social housing apartment (including VAT and maintenance fee) is 18.4 million VND/m2. The estimated rental price is 91,700 VND/m2/month; the lease purchase price is 312,860 VND/m2/month with a lease purchase term of 5 years.
