The goal is to streamline the apparatus, save the budget, improve the effectiveness and efficiency of local government operations, and at the same time promote sustainable and concentrated socio-economic development.

Re-evaluating the professional capacity of civil servants and public employees, the socio-economic development conditions of each commune and each area to implement the reduction of commune-level administrative units, in accordance with the roadmap and general plan of Bac Kan province. Along with that, the Party Committee and the district government proactively coordinate with the provincial departments and functional branches to develop a plan to arrange and re-arrange cadres, civil servants and public employees in a reasonable manner, without causing major disruption to the work of administration and service to the people.

Propaganda work has been stepped up by local authorities at all levels to create consensus and high unity among officials and people. Propaganda is done so that people understand that the dissolution of the district level does not mean abandoning the locality, but rather to better reorganize, ensuring that all the rights and essential needs of the people continue to be fully and quickly met through the new administrative agency.

The important issue after the district level is no longer there is how to ensure social security, maintain and improve the quality of public services such as health, education, transportation, irrigation, communications, etc. Plans are being developed in a way that does not leave any management gaps, especially in remote areas where ethnic minorities live.
