The Congress becomes even more meaningful as it takes place on the occasion of the 80th anniversary of President Ho Chi Minh signing the first Decree on cultural heritage preservation (November 23, 1945 - November 23, 2025) and the 20th anniversary of Vietnam Cultural Heritage Day (November 23, 2025).

Recently, the merger of provinces and cities and the two-level government model, along with the situation of floods and natural disasters, also had a certain impact on some provincial and city-level associations.

In general, the work of building the Association, propaganda, consulting, social criticism, communication, organizing cultural heritage activities... of the Association during the past term has developed in both breadth and depth.

The Association has increasingly contributed effectively to the cause of protecting and promoting the value of cultural heritage, enhancing its position and prestige, establishing good relationships between the Association and relevant agencies and units, creating consensus and high support for the Association's activities.

However, in addition to the achieved results, the activities of the Association in the past term still have some limitations such as: the reporting system from the grassroots to the Central Association has not been established; the effectiveness in the activities of some Association organizations is still not high; the development of Association organizations at the provincial and city levels is slow and uneven.
