The report on ensuring electricity supply in 2023 and the following years of Vietnam Electricity Group (EVN) sent to the Prime Minister on June 29 said: From the end of May 2023 until now, electricity supply has encountered many difficulties, unable to ensure supply, so it has had to regulate load and reduce electricity to ensure security and safety of power system operation.

Since the beginning of June 2023, EVN has had to reduce electricity.

EVN said: The average capacity reduction from June 3-8 was 2,500-3,000MW, from June 9-15 it decreased to 2,000-2,500MW and from June 15-22 it was 1,200-2,000MW.

In particular, from June 8 to 22, the amount of reduced capacity in Hanoi has improved significantly, including 7 days without reduction, the remaining days only reduced about 15-45MW, accounting for 0.5-1.5% of Hanoi's capacity usage.

According to EVN, although it has basically met the national electricity demand since June 23, because the Northern power system does not have backup capacity, in the coming time, if extreme situations occur such as incidents at major power sources in the Northern region, incidents on the 500kV North-Central transmission line... it may be necessary to reduce local power supply for a short time while the incidents are resolved.

Notably, referring to the ability to supply electricity in the coming time, EVN informed: Through a preliminary review, for the Northern region, the forecast load demand (Pmax) increases by approximately 10%/year (equivalent to an increase of 2,400-2,900 MW/year) while new power sources are expected to be added in 2024 by about 780MW, in 2025 by about 1,620MW.

Therefore, power supply in the North continues to face many difficulties, especially at the end of the dry season when water levels in hydroelectric reservoirs are low.

EVN is carefully calculating and researching and will deploy solutions to ensure electricity supply as well as make recommendations to the Prime Minister , ministries and branches and will request a detailed report according to the Prime Minister's direction in Official Dispatch No. 4443/VPCP-CN dated June 15, 2023 in July 2023.

EVN's assessment: In the past time, the group has been very responsible, fully implementing the instructions of the Prime Minister and ministries related to electricity supply. EVN also continuously directed units to develop operational plans and prepare solutions to ensure electricity supply in the 2023 dry season.

However, in reality, the rapid fluctuations of difficult factors in the period of April and May 2023 led to a shortage of resources, especially in the Northern region.

The difficult factors are that the water inflow to hydroelectric reservoirs is very poor and changes very quickly due to the impact of drought. In the first 3 months of the year, the water inflow to hydroelectric reservoirs was equivalent to the annual plan. However, from mid-April, the water inflow to hydroelectric reservoirs decreased suddenly and lasted until the end of June, leading to a shortage of hydroelectric power output in April and May due to the water inflow being about 2 billion kWh less than the plan at the beginning of the year.

Some thermal power plants have had long-term problems and have not been put into operation as planned, about 2,100 MW.

"Vietnam Electricity Group will review the responsibilities of organizations and individuals involved in power reduction in the past to learn from experience and overcome them in the future," EVN reported.

Coping with power shortages and rotating power outages: Increasing electricity purchases from China and Laos Hot weather poses a risk of power shortages for production and consumption if there are no more timely and drastic solutions.
