Fast and sustainable often do not go together. Because if we tighten sustainability, it is not fast. But if we develop quickly, regardless of the environment being destroyed, taking all, wasting resources, then sustainability is problematic. Therefore, "fast" here must be ensured in the context of "green, sustainable".
The key to "fast"
To overcome the situation of working half-heartedly, shirking responsibility of cadres, civil servants, and public employees, and improve the effectiveness of coordination work between agencies, according to the Department of Home Affairs, many systematic solutions are needed and implemented comprehensively from the central to local levels, such as issues related to the system of legal documents, regulations on coordination mechanisms, accountability, responsibility, etc. From a local perspective, the department stated that 6 solutions need to be implemented. Of which, 5 solutions focus on ideological stabilization; restructuring the team, training, fostering capacity, enhancing skills; encouraging, motivating, and rewarding at the same time as criticizing and strictly handling. The remaining solution is to "focus on digital transformation solutions in performing the tasks of cadres and civil servants, applying information technology in management and public service activities, building, digitizing, connecting, and interoperating information databases in state management fields", that is, promoting digital government.
According to those interested in the province's development, with the current situation of Binh Thuan, digital transformation in parallel with the application and transfer of scientific and technological advances to promote the province's socio-economic development is the key to the "fast" factor. Digital transformation in 3 areas: Digital government, digital economy and digital society in the province has been trying but not fast. The work of supporting startups, innovation, promoting initiatives, and technical improvements has been implemented but not outstanding. We must be fast in these activities to hope to shape a green growth pole called Binh Thuan.
At the beginning of the term, plans, programs, and projects to support businesses in improving productivity and product quality were issued and implemented. However, because the support budget was not much, the results were not outstanding. Similarly, digital transformation activities also had results but were scattered and unfamiliar. By March 2022, the Provincial Party Committee (term XIV) issued Resolution No. 10 on digital transformation of Binh Thuan province to 2025, with orientation to 2030, with tasks and solutions to be done, consolidating and expanding the initial results in digital transformation in the province before. The digital economy emerged, stemming from the restrictions on communication and travel due to the recent Covid-19 pandemic, the blockage in product consumption, and the implementation of Directive 01/2020 of the Prime Minister on promoting the development of Vietnamese digital technology enterprises in the province better. In fact, when participating in e-commerce platforms, businesses and households sell products in quantities beyond imagination.
In addition, the Binh Thuan Tourism Trade Floor has also been established, thanks to which, tourism businesses introduce themselves and their tourism products and handicrafts, helping people and tourists to access and search easily. At the same time, the establishments also apply digital tourism technology to their operations, such as: Interconnected accommodation management system; Tourism Booth system; automating the process of building a digital database of destinations, combined with smart tourism consulting services for users; forecasting trends and personalizing tourism types based on analyzing relevant information on social networks, thereby improving the quality of smart tourism services. In addition, electronic payments, online payment services on mobile devices, digital banking ... have also been bustling.
Meanwhile, digital government is equally prominent. The Department of Information and Communications said that up to now, the province has built, developed and put into use a number of digital platforms and information systems to effectively serve professional activities of state management and people and businesses. Not only in the province, but also at the grassroots level, 10/10 district-level People's Committees and 124/124 commune-level People's Committees have connected their systems to the National Public Service Portal, the national database on population, and information systems of ministries and central branches... As for digital society , the Provincial People's Committee is coordinating with the Ministry of Information and Communications to deploy the Digital Transformation Program in Phu Quy island district. There have been initial results such as 100% of villages, neighborhoods and 6 self-governing groups having a Community Digital Technology Team with a total of 2,447 members; more than 700,000 electronic identification accounts have been issued; The number of electronic health records created reached 92% of the total population…
The beginning was messy.
The Department of Information and Communications added that because it is still in its early stages, digital transformation in the province still has many limitations. That is, the digital platform serving the operations of state agencies to improve the effectiveness and efficiency of management and create an interactive channel between the government and the people has not yet met the requirements; the construction of a shared database of the province to connect, integrate and exploit, and effectively use the databases of administrative agencies is still slow. In addition, support activities for small and medium-sized enterprises in digital transformation are still limited and have not brought practical results; e-commerce platforms have not been deployed much, and the products provided on the platforms are still few. And most importantly, the human resources with expertise to advise on the implementation of tasks on digital transformation, development of digital government, digital economy, and digital society have not yet met the requirements for implementing the tasks. Meanwhile, cadres, civil servants, public employees and people have not yet fully recognized the position, role, meaning and importance of digital transformation.
To overcome the above limitations, the Department must closely follow Plan No. 1282/KH-UBND dated May 4, 2022 of the Provincial People's Committee on implementing Resolution No. 10-NQ/TU on digital transformation to 2025, with a vision to 2030 and plans and decisions related to the development of digital government, digital economy, and digital society (most of which are newly issued), to ensure the completion of the set goals and tasks.
With digital government, it is necessary to focus on overcoming the above limitations soon. Particularly, digital economy and digital society also have many solutions to promote through the implementation of Decision No. 1453/QD-UBND dated July 26, 2023 of the Provincial People's Committee on funding to support small and medium enterprises in 2023; Plan No. 4181/KH-UBND dated December 7, 2022 of the Provincial People's Committee implementing Decision No. 411/QD-TTg of the Prime Minister on approving the National Strategy for Digital Economy and Digital Society Development to 2025, with a vision to 2030.
The province's viewpoint shows that developing the digital economy with a focus on enterprises, prioritizing the use of shared digital platforms of industries and fields to effectively serve production and business activities; developing the digital economy contributes to promoting the economic growth of the province. Meanwhile, developing a digital society improves people's quality of life while creating cultural values suitable for the digital age, creating conditions for everyone to access and selectively absorb world cultural values, enriching the spiritual life of Vietnamese people in general and Binh Thuan people in particular.
There is a coordinated support here related to improving people's lives, when also at the end of 2022, the Provincial Party Committee (term XIV) issued Resolution No. 12 on a number of policies and solutions to improve people's lives in Binh Thuan province by 2025, with a vision to 2030. In the plan to implement this resolution of the Provincial People's Committee, newly issued in July 2023, there is a goal: Binh Thuan people are increasingly rich, prosperous, happy, have favorable conditions for economic development, have jobs, stable income, enjoy fair social welfare and easy access to public services...
Intentional connection
With the decisions and plans being implemented above, there is a basis for hope that in the next few years, when digital transformation is applied in each field and each activity, first of all in the three economic pillars of the province, it will spread widely, creating unexpected momentum. Because in agriculture, applying digital transformation will help farmers' products meet market demands for transparency in the production process, traceability of products, and at the same time increase the value and efficiency of products as set out in Resolution 05. In the tourism sector, digital transformation is the "key" for tourism to connect with related ecosystems, such as transportation, accommodation, trade... opening up new development spaces, new infrastructure, new resources and more effective and sustainable implementation methods as the purpose of Resolution 06. Particularly in industry, specifically from enterprises, digital transformation helps enterprises reach a new level, when they can reap benefits in all aspects such as increasing speed to market, strengthening competitive position in the market, promoting revenue growth, increasing employee productivity, expanding the ability to attract and retain customers. That is also the destination of Resolution 09.
From this foundation, Binh Thuan has created a space that more or less shows the results of the 4.0 industrial revolution, so of course it attracts more investment, has the opportunity to choose "eagles to nest" as planned in Resolution 08. With the potential and prospects of Binh Thuan land, it is not far away anymore, when Prime Minister Pham Minh Chinh visited Binh Thuan on the occasion of the 30th anniversary of the province's re-establishment, he also agreed and directed relevant ministries and branches to support Binh Thuan in carrying out procedures to submit for approval the project on the establishment of the High-Tech Park and the Coastal Economic Zone.
At this time, Binh Thuan people can develop the economy, find suitable jobs, increase income, have opportunities to enrich their spiritual life... The sustainability factor is here. At this time, "fast" is interwoven with "green, sustainable".
