Decentralize the management and implementation of national target programs to the district level.

Continuing the agenda of the 5th Extraordinary Session, this morning, January 16th, the National Assembly discussed in groups the draft Resolution on some specific mechanisms and policies for implementing national target programs. The delegation of National Assembly deputies from Binh Thuan province participated in the discussion in group 15.

During the discussion, the opinions of the National Assembly deputies expressed strong agreement with the issuance of the Resolution as well as its title.

Commenting on the specific content of Article 4, Clause 5 regarding the management and use of assets formed from production development support projects, delegate Bo Thi Xuan Linh proposed implementing the first option as explained in the verification report of the National Assembly's Ethnic Council .

Regarding Clause 7 concerning the pilot mechanism for decentralization to the district level in the management and implementation of national target programs, delegate Bo Thi Xuan Linh proposed implementing the second option for the period 2024-2025. This is a feasible option that will ensure thorough decentralization, allowing districts to be proactive and flexible in managing and implementing national target programs, and creating a proactive mechanism for localities.

Furthermore, Representative Bo Thi Xuan Linh also proposed adding content already implemented in Resolution 108 of the National Assembly dated November 23, 2023, on the thematic supervision of the implementation of National Assembly resolutions on national target programs for building new rural areas in the 2021-2025 period; sustainable poverty reduction in 2021-2025; and socio -economic development tasks in mountainous ethnic minority areas in the 2021-2030 period as assigned in the resolution. Representative Bo Thi Xuan Linh also proposed that in 2024, an additional clause should be added: "Resolving definitively a number of local recommendations related to the implementation of the conclusions of the State Audit Office during the implementation of national target programs."

Participating in the discussion, delegate Nguyen Huu Thong expressed concern about the content of point b, clause 3, article 4, which stipulates: "In cases where the Provincial People's Council has issued regulations on the procedures, criteria, and application forms for selecting production development projects under national target programs, the Provincial People's Committee may decide to amend, supplement, and report these regulations to the same-level People's Council at the nearest session." Delegate Nguyen Huu Thong explained that while the content is simplified, it does not fully comply with the Law on the Promulgation of Legal Normative Documents, specifically clause 1, article 12, amended in 2022. Therefore, to shorten the timeframe, delegate Nguyen Huu Thong suggested that amendments should be submitted to the Provincial People's Council in a simplified format, or if any content needs to be amended, the Provincial People's Committee should report to the Standing Committee of the Provincial People's Council for written approval before the Provincial People's Committee implements the changes, which would be more appropriate.

Regarding point b, clause 4, article 4, delegate Nguyen Huu Thong proposed removing the content: "Assigning the People's Committee at the commune level to determine the market price of goods in cases where payment is made according to market price." According to the delegate, local officials are already very busy and have to handle many tasks; assigning the responsibility of determining the market price of goods to the People's Committee at the commune level is inappropriate.
