Strive for cashless payment for 100% of beneficiaries of social assistance policies

Accordingly, on March 3, 2025, the Provincial People's Committee issued Plan No. 50/KH-UBND on implementing the Project on developing population data applications, identification and electronic authentication to serve national digital transformation in 2025 in Dak Lak province (Project 06), including the target: "Rate of social security payments via accounts, not using cash for 100% of beneficiaries of social assistance policies from the state budget".

In recent times, units and localities have actively implemented propaganda and mobilized people to register, open accounts, and receive social security benefits in a non-cash form. As a result, as of May 2025, the whole province has entered data of meritorious people into the National Population Database system: 10,070/10,127 cases, while 57 cases have not been updated. Non-cash benefits for meritorious people have been paid to 5,261/10,017 beneficiaries (reaching a rate of 52.52%), with a total amount of over 176 billion VND.

To continue implementing the task of achieving the set targets, the Provincial People's Committee requested the Department of Home Affairs, People's Committees of districts, towns and cities, according to their functions and tasks, to promote the work of entering data on meritorious people into the National Population Database system, and to completely resolve 57 cases that have not been updated.

Strengthening propaganda work (from directly mobilizing people to mobilizing on mass media channels, social networking sites such as Facebook, Zalo OA, "Ward Loudspeaker" on VNeID application,...) to raise awareness and create support from beneficiaries of social assistance policies from the state budget, guardians, and authorized persons of beneficiaries participating in social security payments through non-cash accounts.

Direct the Department of Internal Affairs to coordinate with functional forces to promote the opening of bank accounts for beneficiaries of social assistance policies from the state budget, guardians, and authorized persons of the beneficiaries.

Strive to make social security payments through non-cash accounts for beneficiaries of social assistance policies from the state budget by the end of 2025, reaching 100% of the planned target.
