Temporary houses, dilapidated houses and constant worries
In Binh Minh commune (Kien Xuong), few families have such a difficult situation as Mrs. Pham Thi Hang. Her husband died early, her only son suffers from mental illness; for many years, the mother and son have lived in an old, dilapidated house that has seriously deteriorated. Mrs. Hang shared: Just one heavy rain, I can't sleep all night. I'm afraid the roof will collapse, afraid the water will flood in, I always feel worried and insecure, but I don't know when I will have the opportunity to have a more decent, solid place to live.
Mr. Cao Xuan Toai, Tien Hai town, is a war invalid. He and his wife live in a house built in 1989. After experiencing rain and sun, the house has seriously deteriorated and is not safe, so the couple is always worried. The roof is leaking, the walls are cracked and peeling, all of which make life fragile and vulnerable to any weather changes. Mr. Toai is one of many people with revolutionary contributions in Tien Hai district who are having difficulty with housing.
In the case of Mr. Nguyen Manh Dang, Tay Ninh commune, he and his wife also live in an old house built in 1984. With the erosion of time, their living space is very cramped and unsafe.
Great policy, right decision
Faced with that situation, in recent years, the Party and the State have issued many practical policies to support housing construction for poor households, near-poor households, people with revolutionary contributions and relatives of martyrs. Responding to the call for joining hands to eliminate temporary and dilapidated houses nationwide launched by the Prime Minister, on October 31, 2024, the Standing Committee of the Provincial Party Committee issued Directive No. 38/CT-TU on strengthening leadership and direction to implement the elimination of temporary and dilapidated houses in Thai Binh province; The Provincial Party Committee issued Decision No. 1327-QD/TU, dated November 4, 2024 on the establishment of a Steering Committee to implement the elimination of temporary and dilapidated houses in the province, headed by the Secretary of the Provincial Party Committee; The Provincial People's Committee issued decisions approving projects to support poor households, near-poor households, people with revolutionary contributions and relatives of martyrs with housing in Thai Binh province. Mr. Do Van Trinh, Vice Chairman of Tien Hai District People's Committee shared: I think that joining hands to eliminate temporary and dilapidated houses is a correct policy, in line with the people's wishes, demonstrating the good nature of our regime, so that all people can live in prosperity, happiness, in national love, compatriotism and no one is left behind in the era of national development. I strongly agree and support the movement to join hands to eliminate temporary and dilapidated houses. This will create a very good social effect, continuing to consolidate and strengthen people's trust in the Party and the State.
Mr. Bui Van Quyet, Deputy Head of the Department of Meritorious People, Department of Home Affairs said: The policy of eliminating temporary and dilapidated houses is not only a social security solution but also a symbol of the humanitarian policy, the concern of the Party, the State and the whole society for families still facing many difficulties in life. New houses not only warm the hearts of those who receive help but also contribute to building a fair, civilized and sustainably developed society. This is a work that needs to continue to be widely replicated and strongly implemented so that every Vietnamese person has a place to live, thereby firmly stepping on the path to the future.
From policy to reality
With great effort and determination, Thai Binh province has immediately started implementing the policy of eliminating temporary and dilapidated houses with a sense of urgency. In the case of Mrs. Pham Thi Hang, Binh Minh commune (Kien Xuong), she was supported with 100 million VND to build a new house. Borrowing an additional 30 million VND from relatives to have funds to build a house, now she and her child are living in a new house with an area of 38m2 , ensuring a solid foundation, hard walls, and hard roof, helping the mother and child have a stable and long-term place to live even though life still has many difficulties ahead.
In the case of Mr. Cao Xuan Toai, Tien Hai town, after screening, his family was eligible to receive financial support to rebuild their house according to the province's policy. Taking advantage of that help, he borrowed more money, and then received help from relatives with labor, so after 3 months of implementation, the new house with an area of 36m2 was completed, satisfying the wishes of the couple. After many years of hard work, now the couple can live in a solid house. That is the motivation for the family to gradually overcome difficulties and improve their lives. Mr. Toai shared: If it weren't for the province's help, I don't know when I would have the opportunity to rebuild a solid house like this.
The whole province has 3,020 households registered to build new or repair houses; including 2,111 poor households, near-poor households and 909 households of people with revolutionary contributions and martyrs' relatives. As of May 15, 2025, 3,009/3,020 households have started and completed housing construction. The province is speeding up the progress, striving to complete the program of eliminating temporary and dilapidated houses before June 20, 2025.
The life of Mrs. Pham Thi Hang, Binh Minh commune (Kien Xuong) will now be less difficult thanks to her new house.
