Speaking at the launching ceremony, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that in order to strengthen trade promotion activities associated with promoting the building of Vietnamese brands, synchronously and drastically implementing solutions to develop the domestic market, stimulate consumption, diversify forms of purchasing, promotion, promote production, business and circulation activities to contribute to the recovery and development of the country's economy under the direction of the Government in Resolution No. 01/NQ-CP dated January 5, 2024, the Ministry of Industry and Trade issued Decision No. 2245/QD-BCT dated August 21, 2024 on organizing the program "National Concentrated Promotion 2024 - Vietnam Grand Sale 2024" from December 2, 2024 to December 31, 2024 nationwide. To effectively implement the program, the Ministry of Industry and Trade has requested the Departments of Industry and Trade of provinces and centrally run cities, associations, industries, and relevant agencies, businesses and individuals to organize, respond and participate in the program, and at the same time launch the program in localities nationwide. The Ministry of Industry and Trade believes that with the response of localities, industry associations, businesses, especially from tens of millions of Vietnamese consumers, the 2024 National Concentrated Promotion Program will be one of the important and practical contents in implementing the key tasks and solutions set out by the Ministry of Industry and Trade, helping to maximize the recovery of the domestic market to increase the total retail sales of goods and consumer service revenue in the year-end period, contributing to maintaining high economic growth. According to Mr. Le Hoang Tai, Deputy Director of the Department of Trade Promotion, the National Concentrated Promotion Program 2024 - Vietnam Grand Sale 2024 aims to strengthen trade promotion activities associated with promoting the building of Vietnamese brands, stimulating consumption, diversifying forms of purchasing, promotion, promoting production, business and circulation activities, contributing to the country's economic development according to the direction of the Government in Resolution No. 01/NQ-CP. The National Concentrated Promotion Program 2024 - Vietnam Grand Sale 2024 is built and implemented on the basis of creating a "special season" in 2024 so that all businesses in all fields and economic sectors of Vietnam can proactively build and implement promotional programs. Notably, the maximum value of goods and services used for promotion can be up to 100% depending on the business's choice, instead of being limited to 50% (businesses do not need to go through any selection or review process by state agencies to participate in the Program).
According to Mr. Le Hoang Tai, the enterprise will proactively develop promotional programs with diverse and attractive content and forms to provide customers and consumers with many opportunities to access quality goods and services at reasonable prices. With the effect of connecting supply and demand spreading strongly and widely across the country through traditional trade and e-commerce activities, localities, organizations and enterprises will proactively coordinate to implement promotional activities combined with fairs, exhibitions, events, etc. in the locality to not only promote domestic consumption but also contribute to attracting international tourists to Vietnam. In addition, in the spirit of administrative reform according to the Government's policy, from December 1, 2024, Decree No. 128/2024/ND-CP of the Government amending and supplementing a number of articles of Decree No. 81/2018/ND-CP detailing the Law on Commerce on trade promotion activities took effect, reducing and simplifying 6 administrative procedures on promotions; in which, traders do not have to carry out administrative procedures at the Department of Industry and Trade when implementing discount promotions or giving gifts. Thus, it is expected that hundreds of thousands of administrative procedures on promotions will be abolished and not have to be carried out annually, helping to reduce by more than 90% of administrative procedure compliance costs for traders and reduce 90% of the number of administrative procedure submissions for promotions annually. Mr. Le Hoang Tai said that after 4 consecutive years of implementing the program from 2020 to present, the National Concentrated Promotion Program has shown many positive results, attracting the attention and strong response of the business community and consumers across the country.
