A series of violations were discovered at Bac Lieu Vocational College.

On August 4, the Inspectorate of Ca Mau province announced that it had issued a conclusion on a surprise inspection of the implementation of the law on the implementation and payment of practice hours; support for meals, travel expenses and fuel payments for B2 and C class car driving training classes at Bac Lieu Vocational College. Thereby, many violations were discovered.

During the inspection period (from January 1, 2023 to March 31, 2024), Bac Lieu Vocational College organized the opening of 24 B2 and C class car driving training courses with 564 students, graduating 485 students. The school signed 82 contracts with 33 teachers to teach 20 B2 class driving courses of 60 hours/student; C class is 64 hours/student. The amount is 70 thousand VND/hour/student.

Bac Lieu Vocational College and teachers signed a record of acceptance, liquidation and payment for practice teaching hours that were not in accordance with reality; teachers did not teach enough hours compared to the contract, the difference was more than 434 million VND.

After payment, 13 teachers returned the difference in practice teaching hours to the Driving Training and Testing Center (under Bac Lieu Vocational College) in cash of more than 213 million VND.

It is worth mentioning that this amount of money was left out of the accounting books by the treasurer of Bac Lieu Vocational College. By the end of March 2024, many teachers complained, so Mr. Nguyen Thanh Sang (Principal of Bac Lieu Vocational College) asked the treasurer to return it to the teachers.

In addition, Bac Lieu Vocational College created accounting documents, attached a list of food and travel allowances, and asked students to sign for them but did not pay them, which was wrong. On the other hand, after finalizing the settlement, the school did not have measures to contact and pay students in a timely manner, leading to suspicion and creating negative public opinion within the organization.

The school settled with the Department of Labor, Invalids and Social Affairs of Bac Lieu province (at the time before the merger) about the extra hours of practice teaching compared to the actual 4 classes of car driving training for young people who had completed military service and police service of more than 113 million VND; paid for fuel for practice teaching exceeding the norm...

The total amount of violations that the inspector recommended that Bac Lieu Vocational College be responsible for recovering and paying to the state budget is over 572 million VND.

From the above violations, the Inspectorate of Ca Mau province recommended that the Chairman of the People's Committee of Ca Mau province direct a review and clarify the role and responsibility of Mr. Nguyen Thanh Sang as the head of the department who lacked inspection, supervision, and lax management. The focus is on the acceptance and settlement of practice teaching hours that are not in accordance with reality, and collecting money from practice teachers outside the accounting books.

At the same time, review and clarify the roles and responsibilities of Mr. Nguyen Van Tam Em (Deputy Director of Bac Lieu Vocational College, in charge of the Driver Training and Testing Center); accountant, treasurer and related individuals.
