Promoting democracy through direct dialogue with the people

Direct dialogue between the heads of local Party committees and authorities and the people is a flexible way of mass mobilization, not only solving pressing problems among the people, limiting the situation of complaints, lawsuits, and denunciations beyond the level, helping people to promote their right to mastery, but also the heads of Party committees and authorities grasp the thoughts, aspirations, and problems of the people, thereby making appropriate adjustments, building people's trust in the Party, State, and local Party committees and authorities.

Lam Thao district organized a dialogue conference on "Improving the quality of education and training in Lam Thao district".

Implementing Decision No. 2080-QD/TU dated September 10, 2014 of the Provincial Party Committee Standing Committee on promulgating the "Regulations on direct dialogue between leaders of Party committees and authorities with the People", many localities in the province have effectively implemented direct dialogue. Dialogue work has many innovations, focusing on dialogue by field and topic, suggesting difficult and complicated issues for people to contribute ideas and suggestions, and has become a habit, an effective method of mass mobilization of Party committees and authorities, receiving the consent and support of the People.

Most commune and district-level units choose comprehensive dialogues in the fields of economy, culture - society, national defense, security, and political system building. Some localities choose dialogues by topic to suit the characteristics of the local situation, thoroughly resolving issues of concern to the people at the grassroots level such as: Ensuring security, order, and traffic safety; solutions to improve the quality of education; rural environmental sanitation; investment in building new infrastructure works, repairing degraded production works; timely resolution of policies for households in areas at high risk of landslides; solutions to effectively implement the national target program on socio-economic development in ethnic minority and mountainous areas; solutions to develop community tourism; land and resource management...

Many localities also organized dialogues on topics such as: Thanh Thuy district had a dialogue with businesses; Lam Thao district and Thanh Son district had a direct dialogue with school management staff on education work; Tan Son district had a dialogue on solutions to implement national target programs in the district; Ha Hoa district organized a dialogue with young people on the topic of promoting the role of young people in digital transformation, starting a business, establishing a career, and building new rural areas; Thanh Ba district had a dialogue on agricultural economic development in the district; Viet Tri city had a dialogue on 3 main contents on the management and use of cultural houses in residential areas, urban order management, construction order, and land and environmental management.

According to Nguyen Anh Tuan, Secretary of the Minh Nong Ward Party Committee, Viet Tri City, there are many projects being implemented in the ward, so the area of land that must be recovered is quite large. In addition to organizing regular annual dialogue conferences, the ward Party Committee and government have proactively organized thematic dialogue conferences, ad hoc dialogues, listened to the aspirations of the people and responded to projects, compensation prices, land support, and infrastructure construction to promptly resolve outstanding issues and pressing issues among the people, especially in the fields of land and site clearance.

In 10 years (2014-2024), the whole province has organized 2,619 regular direct dialogue conferences with 246,651 participants, 30,995 opinions gathered from the Vietnam Fatherland Front, socio-political organizations, residential areas and directly at the dialogue conferences; of which: 26,109 opinions were resolved at the conference, reaching 84%; 4,886 opinions were resolved after the dialogue and transferred to higher levels.

In 2024, districts, cities and towns organized 14 regular dialogue conferences, 46 extraordinary dialogue conferences, communes, wards and towns organized 205 regular dialogue conferences, 56 extraordinary dialogue conferences with a total of nearly 25,000 participants, contributing 2,531 opinions. Opinions were collected from the Vietnam Fatherland Front and socio-political organizations, synthesized from residential areas and opinions arising at the conference, of which more than 2,100 opinions were resolved, the remaining opinions were resolved after the dialogue and forwarded to competent authorities. During the dialogues, there were many opinions and suggestions to help the Party Committee and authorities have more solutions to continue to improve and improve the criteria for building new rural areas; overcome environmental pollution; expand the area of growing key agricultural crops of the locality; Sharing experiences in mobilizing people to participate in site clearance and new rural construction.

Carrying out direct dialogue well helps leaders of Party committees and authorities grasp information from the grassroots, directly resolve people's pressing issues, explain to people so that they can clearly understand the Party's policies and the State's laws, and at the same time promote the people's right to participate in Party and government building, strengthen people's trust, help people feel secure in working and producing, and contribute to building an increasingly prosperous homeland.
