In nearly 40 years of carrying out the renovation cause, the Party has promoted the strength of all classes of people in socio-economic development, achieving many great achievements of historical significance in the cause of building and defending the Socialist Republic of Vietnam. The 13th National Party Congress clearly assessed those achievements: “The scale and level of the economy have been raised. The material and spiritual life of the people has been significantly improved. Our country has never had such a foundation, potential, position and international prestige as it does today.”
"The country takes the people as its root"
During his lifetime, President Ho Chi Minh always affirmed the great role of the People. He said: "The country takes the people as its root", "Our country is a democratic country, the highest position belongs to the people, because the people are the masters", "Our regime is a democratic regime, that is, the People are the masters". The documents of the 13th National Party Congress emphasized: In all work of the Party and the State, we must always thoroughly grasp and seriously implement the viewpoint that "the people are the root"; truly trust, respect and promote the people's right to mastery, persistently implement the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, the people benefit".
The people are the center and the subject of the cause of innovation, construction and protection of the Fatherland; all guidelines and policies must truly originate from the requirements, aspirations, rights and legitimate and legal interests of the people; strengthen the close relationship with the people, rely on the people to build the Party; take the happiness and prosperity of the people as the goal to strive for; consolidate and strengthen the people's trust in the Party, the State and the socialist regime.

The correct viewpoint and policy of the Party and President Ho Chi Minh have been demonstrated by the achievements after nearly 40 years of renovation. From a country devastated by many wars, poor, backward, hungry, besieged and embargoed for 30 years, our Party has promoted the combined strength of the People and the entire nation, bringing Vietnam to become a middle-income country with an average income per capita of about 4,300 USD in 2023, an increase of nearly 60 times compared to 1986. The average economic growth is over 6.5%/year, belonging to the group of countries with high growth rates in the region and in the world . The size of the economy will reach about 430 billion USD in 2023, ranking 35th in the world, an increase of more than 95 times compared to 1986.
For Phu Yen province, after many stages of efforts by the Party Committee, government and people, focusing on effectively implementing the mechanism of "Party leadership, State management, People mastery" and the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", Phu Yen has risen to become one of the developed localities in the country. The economic growth rate through each stage has always been maintained at a fairly good level. The economic structure has shifted in the right direction. In 2023, the economic growth rate reached 9.16%, ranking 10th in the country. Along with economic development, the fields of education, health, culture and society have also changed a lot, meeting the increasingly high demands of society. National defense and security have been consolidated and enhanced. Foreign affairs and international cooperation have been expanded, the image of Phu Yen has been increasingly promoted to domestic and foreign friends.
Improving the effectiveness of mass mobilization work in the new period
Currently, Phu Yen in particular and the country in general have achieved many great achievements. "Our country has never had such a foundation, potential, position and international prestige as today". These are extremely important foundations for us to be ready for a new era of development - the era of the country's rise.

Faced with opportunities and luck, we need not only aspiration and determination but also the right approach, in which we need to especially respect and promote the people's right to mastery. The people are the center and subject of the cause of innovation, building and defending the Fatherland as the 13th National Congress documents have pointed out.
To do this, mass mobilization plays a particularly important role, as Uncle Ho taught: “The people's strength is very great. Mass mobilization is very important. If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful.”
Our Party and State have been implementing many policies and guidelines on mass mobilization work in the new period. These include Resolution 25-NQ/TW, dated June 3, 2013 of the 11th Party Central Committee on strengthening and innovating the Party's leadership over mass mobilization work in the new situation; Conclusion 43-KL/TW, dated January 7, 2019 of the Secretariat on continuing to implement Resolution 25-NQ/TW, or Decision 23-QD/TW, dated July 30, 2021 of the Politburo on the regulations on mass mobilization work of the political system...
Resolution 28-NQ/TW, dated November 17, 2022 of the 6th Conference of the Party Central Committee on continuing to innovate the Party's leadership and governance methods over the political system in the new period, identifies the following for mass mobilization work: Well implement the Party's regulations, the State's laws on grassroots democracy and the mass mobilization work regulations of the political system, especially the mass mobilization work of state agencies with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". Promote the people's mastery, take the people's legitimate and legal rights and interests as the center in implementing the regulations and laws on grassroots democracy.

In the coming time, Phu Yen will continue to implement tasks and solutions to effectively carry out mass mobilization work, making an important contribution to successfully implementing the local socio-economic development goals, contributing to the successful implementation of the Resolution of the 17th Provincial Party Congress, the Resolution of the 13th National Party Congress, focusing on the following key tasks:
Firstly, continue to thoroughly grasp and seriously implement the Party's viewpoints and guidelines on mass mobilization work. Strengthen the role and responsibility of leaders of Party committees and authorities at all levels in mass mobilization work in carrying out political tasks of localities and units; raise awareness and responsibility of serving the people of cadres, civil servants and public employees.
Second, strengthen the leadership and direction of mass mobilization work of state agencies and authorities at all levels; focusing on improving the quality and effectiveness of administrative reform work; citizen reception, direct contact and dialogue between heads of Party committees and authorities with the People; coordination of activities between state agencies and authorities at all levels with mass mobilization committees of Party committees, the Fatherland Front and socio-political organizations at the same level. Well implement the Law on Democracy at the Grassroots, focusing on implementing democracy in implementing socio-economic development projects in the area; strictly implement the sending of social feedback from the Fatherland Front, socio-political organizations and the People on programs and projects directly related to the rights and legitimate interests of union members, members and the People according to regulations.
Third, continue to innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations, focusing on activities at the grassroots and residential areas to listen to and synthesize people's recommendations and reflections to propose effective and timely solutions; improve the quality of patriotic emulation movements, campaigns and activities of social supervision and criticism, participate in giving opinions on Party and government building; promote the role of the people in supervising the cultivation and training of ethics and lifestyle of leaders, key officials and cadres and party members.
Fourth, continue to promote the implementation of the emulation movement of skillful mass mobilization in conjunction with patriotic emulation movements, building new rural areas, civilized urban areas, sustainable poverty reduction, building cultural life in residential areas; do a good job of propaganda and replication of models and typical examples of skillful mass mobilization in all areas of social life.
Fifth, improve the quality of work in grasping the people's situation; promptly grasp the thoughts, aspirations, and pressing and prominent issues that the people are concerned about. Proactively prevent and resolutely fight against plots to sabotage and divide the great national unity bloc by hostile forces, taking advantage of ethnic and religious issues to sabotage the Party and the State.
Sixth, regularly consolidate and improve the organizational apparatus, pay attention to training and fostering to build a team of cadres for mass mobilization, the Fatherland Front, and socio-political organizations with political mettle, professional qualifications, and skills in propagating and mobilizing the people to meet the requirements of tasks in the new situation. Strengthen inspection and supervision to promptly correct limitations in the implementation of mass mobilization work; periodically review, summarize, and evaluate the results of implementing documents on mass mobilization work.
