Promoting youth in Digital Literacy

Implementing the Digital Literacy Movement, the provincial Youth Union and Associations at all levels have implemented many practical activities to improve people's digital capacity. As the core force, the Youth Union members and youth have brought this movement closer to the people, making an important contribution to building a comprehensive digital society.

Not afraid of difficulties, knocking on every door

“Going to every alley, knocking on every door” is the way that the youth volunteer team for Digital Literacy in An Dinh commune (Tuy An district) has been implementing in recent times to improve digital capacity for people, especially the elderly. Although it has only been established for 2 months, the 12 members of the team have actively coordinated with the commune youth union and commune police to support organizations and individuals with electronic identification, deploying volunteer Saturdays to support people in handling administrative procedures, instructing people to integrate personal documents into the VNeID application, using QR codes for payment, and propagating about fraud and bad and toxic content on cyberspace...

Mr. Nguyen Dang Trinh, Deputy Secretary of the Commune Youth Union, Captain of the An Dinh Commune Youth Volunteer Team for Digital Literacy, shared: The team members go to each house to "hold hands and guide", instructing people, especially the elderly, on the most basic operations such as: accessing the internet, installing the VNeID application, using online public services, making cashless payments, as well as skills to identify bad and toxic information on the internet. We remind people not to trust any phone calls, not to click on strange links, if there are any problems, go to the Commune People's Committee for resolution.

Responding to the Digital Literacy Movement, in the past 2 months, Tuy Hoa City's youth have not been afraid of hardship and have been proactive, going directly to each residential area and each household to support people in accessing and using technological devices.

At the age of 65, Ms. Nguyen Thi Le (Ward 5, Tuy Hoa City) uses a smartphone but still does not know how to use many operations and applications. Through the Digital Popularization Movement, she was guided by the Youth Union members of Tuy Hoa City to update information and documents on the VNeID application and to warn people against fraudulent calls. Ms. Le said: “I am a trader so I constantly transact and transfer money on my phone. But nowadays, online fraud is becoming more and more sophisticated. Thanks to the guidance of the young people, I have learned a few ways to avoid fraudulent phone calls and websites. This Digital Popularization Movement of the youth is very practical and helpful to the people.”

The Popular Digital Education Movement for the 2025-2027 period was deployed nationwide by the Central Committee of the Vietnam Youth Union from February 2025 to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. The movement includes the following contents: propaganda, raising awareness among all classes of people, all levels of the association, members and youth about Popular Digital Education; establishing Popular Digital Education teams with youth as the core; organizing Popular Digital Education classes.

The Youth Union is deeply aware that raising awareness, changing the mindset and habits of young people about digital transformation, and promoting the vanguard role of young people in implementing the national digital transformation policy is a particularly important task for the Youth Union in the new revolutionary period. Young people will be the most vanguard force in spreading the Digital Literacy Movement to all people.

In Phu Yen, in order to promote the implementation of Resolution 57-NQ/TW of the Politburo; Resolution 47-NQ/TU of the Provincial Party Committee on breakthroughs in science and technology development, innovation and digital transformation, the movement was deployed to all levels of the provincial Youth Union and Association in 2025, culminating in Youth Month and the Summer Youth Volunteer Campaign in 2025. Accordingly, commune-level Youth Union and Association organizations coordinate to establish at least 1 Digital Literacy Team suitable to the actual conditions of the locality and unit. Youth Union and Association officials, members and young people with good knowledge of technology are the core force, with a sense of responsibility, enthusiasm, digital thinking and skills, digital technology, and the ability to communicate, guide and support people in using digital technology.

According to Mr. Luong Minh Tung, Secretary of the Provincial Youth Union, in the past 2 months, the provincial Youth Union at all levels has established 102 volunteer teams for Digital Literacy with 1,165 members, youths and youths participating. The teams have carried out 132 activities to popularize information technology knowledge and digital skills, and security for nearly 2,010 people, contributing to promoting digital transformation in the locality.

Phu Yen province strives to achieve the following goals by the end of 2025: the proportion of people aged 15 and over having transaction accounts at banks or other licensed organizations reaches over 70%; 100% of young people use social services; actively participate in propaganda, support, and ensure that at least 50% of people have access to and use digital government services, digital society, and participate in digital economic development...

“To achieve this goal, the Provincial Youth Union directs all levels of the Youth Union and its affiliated associations to mobilize a large number of cadres and young union members to participate in popularizing digital knowledge to every household and every citizen. With the advantage of youth strength, dynamism and creativity, the models and tasks associated with the Youth Digital Literacy Movement will quickly promote and improve digital skills for all people, ensuring that the national digital transformation process takes place effectively and synchronously,” Mr. Tung emphasized.
