Promoting the role of the Lawyers Association in disseminating and educating the law

Deputy Prime Minister Tran Luu Quang has just signed Decision No. 129/QD-TTg dated January 30, 2024 approving the Project "Promoting the role of Lawyers' Associations at all levels in disseminating andeducating the law for the period 2024-2030".

The general objective of the Project is to promote the role of lawyers and Lawyers Associations at all levels in disseminating and educating the law, providing timely and quality information to the people, increasingly better meeting the people's needs for the right to information and provision of legal services;

Strengthening the socialization of legal dissemination and education on the basis of promoting the role of lawyers and Lawyers Associations at all levels, mobilizing and attracting organizations practicing in the field of judicial support to contribute to enhancing the effectiveness of public service performance and people's awareness of compliance with and observance of the law, successfully implementing the Party's guidelines and policies and the State's laws.

The specific goal of phase 1 (from 2024 to 2026) is to strive annually for 100% of all levels of the Bar Association, 100% of full-time lawyers, 40-50% of retired lawyers, lawyers practicing other professions and 5-10% of working lawyers (civil servants and public employees) to participate in the work of disseminating and educating the law, bringing the law into life, and mobilizing people to comply with the law.

Policy - Promoting the role of the Lawyers Association in disseminating and educating the law — In October 2023, the Party Committee of the Central Office of the Vietnam Lawyers Association organized a working delegation to Ta Ngao commune, Sin Ho district, Lai Chau province to propagate, disseminate, educate the law and give gifts to ethnic people living in the commune (In the photo: Member of the Party Committee, Secretary of the Party Committee, Vice President of the Vietnam Lawyers Association Tran Duc Long presents gifts to encourage people).

Strive for 100% of commune-level Lawyers Associations to participate in building communes, wards and towns that meet legal access standards. Build new or standardize professional and effective models and practices that are in operation to attract lawyers and social resources to participate in disseminating and educating the law. Carry out pilot activities in 10 localities representing regions and areas across the country.

Phase 2 (From 2027 to 2030), every year, strive for 100% of Lawyers Associations at all levels, 100% of full-time lawyers, 60 - 80% of retired lawyers, lawyers in other professions and 10 - 15% of working lawyers (civil servants and public employees) to participate in the work of disseminating and educating the law, bringing the law into life, and mobilizing people to comply with the law.

Standardize professional and effective models and methods of the Lawyers Association at all levels in disseminating and educating the law, striving for each province to have at least 30-40 units (district and commune levels) operating effective models of disseminating and educating the law. Expand pilot activities to 20 localities representing regions and areas across the country; summarize and draw lessons from pilot activities.

The subjects of the Project include: Lawyers' Associations at all levels, members of the Vietnam Lawyers' Association; mobilize and attract organizations practicing in the field of judicial support to participate. People, with priority given to specific and disadvantaged groups in society.

The project is implemented nationwide. The project implementation period is from 2024 to 2030.

To achieve the set goals, the Project also clearly states the main tasks and solutions including:

Raise awareness of Party committees and authorities at all levels about the role and promote the role of Lawyers Associations at all levels in the dissemination and education of law. Strengthen direction and assign tasks of dissemination and education of law to Associations at all levels.

Promote the role of members of the Coordinating Council for Legal Dissemination and Education of the Lawyers Association at all levels in leading and directing the work of legal dissemination and education at all levels of the Lawyers Association. Develop a specific work program with clear content and objectives to promote the combined strength of the units and levels of the Association.

Strengthening the organization, apparatus, and human resources for disseminating and educating the law of the Lawyers' Associations at all levels; enhancing the capacity of the Lawyers' Associations at all levels to participate in disseminating and educating the law.

Build professional and effective models and methods to attract lawyers and social resources to participate in disseminating and educating the law. Review and re-evaluate the model of Community Law Centers in communes, wards and towns of the Lawyers Association; continue to replicate effective models, on that basis organize a summary, standardize the model and replicate it nationwide.

Based on the annual and phased orientations for legal dissemination and education of state agencies, the Bar Associations at all levels organize legal dissemination and education for officials, members and the people. Every year, the Bar Associations at all levels and their members participate in disseminating and educating the law, bringing the law into life, and mobilizing the people to comply with the law; the Bar Associations at the commune level participate in building communes, wards and towns that meet the standards of legal access.

Promote socialization and mobilize social resources to join with Lawyers' Associations at all levels in disseminating and educating the law.

Digital transformation in legal dissemination and education through promoting the application of information technology to each stage of legal dissemination and education.

Innovate and diversify the content and methods of disseminating and educating the law. Promote the effectiveness of legal information channels of the Lawyers Association at all levels such as: magazines, legal newsletters, legal consultancy centers... to contribute to supporting people's access to the law, especially special and disadvantaged groups.

Coordinate and effectively implement the Projects "Organizing policy communication with great impact on society in the process of drafting legal documents for the period 2022 - 2027"; Project "Piloting innovation in evaluating the effectiveness of legal dissemination and education"; Project "Enhancing people's capacity to access the law"; Project "Improving the capacity of legal reporters and legal propagandists to disseminate and educate the law in ethnic minority and mountainous areas, border areas and islands for the period 2024 - 2030" and other related Projects after being approved by the Prime Minister .

Deploy and replicate pilot activities, inspect and evaluate the results of the Project implementation.

The budget for implementing the Project is guaranteed by the State budget, arranged in the annual State budget estimates of relevant ministries, branches, agencies, organizations and localities according to the current budget decentralization; in addition, it is mobilized from other legal sources according to the provisions of law .
