In order for the national target program on building new rural areas in this period to achieve practical results, the Department of Culture, Sports and Tourism has issued documents, directives and guidelines for implementing new rural criteria. In particular, it focuses on promoting the movement "All people unite to build a cultural life" associated with building new rural areas and civilized urban areas; preserving and promoting traditional cultural values in a sustainable and multi-valued direction in the locality.
Typically, the department coordinates with the Department of Agriculture and Environment, relevant units and organizations, localities, and non-governmental organizations to deploy, survey the current situation, connect businesses and improve community capacity, support infrastructure and equipment for a number of locations with potential for developing agricultural and rural tourism such as: Khe Luoi, Mo O commune; Ta Lao stream, Pa Cha stream, Ta Long commune; Klu tourist area, Dakrong commune (Dakrong district); Chenh Venh eco-tourism village, Huong Phung commune; Ta Puong waterfall, Huong Viet commune (Huong Hoa district)...
Support equipment, landscape renovation, tourism training for Chenh Venh eco-tourism village, Ta Puong waterfall. Develop a television program on rural tourism development associated with the implementation of the OCOP Program. Coordinate with the Sustainable Forest Management and Biodiversity Conservation Project (VFBC) to train 38 people through famtrip activities and integrate landscape renovation consultation sessions. Organize a famtrip in Huong Hoa district with the participation of 30 representatives of travel agencies and the Vietnam Community Tourism Association.
At the same time, planning work is focused on implementing projects such as 1/2000 scale construction zoning planning of tourist areas to create favorable conditions to attract social resources to invest in tourism development. Allocate capital to implement the investment project to build a typical tourist destination in Klu village, Dakrong commune from the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2025 with an investment cost of 6,915 billion VND.
Survey and evaluate the current status of rural tourism sites in the construction of new rural areas in the province, and at the same time organize guidance for Tra Loc community eco-tourism site (Hai Lang district), Gio An commune community tourism site (Gio Linh district), Chenh Venh village community tourism site, Ru Linh eco-tourism site, Dfarm Quang Tri high-tech organic agriculture eco-tourism site...
The system of grassroots cultural and sports institutions has been gradually invested in modern and spacious. As of April 30, 2025, the whole province has 540/799 villages and residential groups meeting cultural standards; 167,453/175,142 families meeting cultural family standards; 25/95 communes, wards and towns meeting typical standards; 7/24 wards and towns meeting civilized urban standards; 78/95 communes, wards and towns having standard cultural - sports centers. 779/799 villages, hamlets and residential areas have cultural houses - sports areas, of which 454/779 villages, hamlets and residential areas have standard cultural houses - sports areas.
Regarding the results of building new rural areas (cultural, sports and tourism criteria), at the commune level, the number of communes classified according to each criterion meeting new rural standards has 69/95 communes meeting criterion number 6 on cultural facilities; 69/95 communes meeting criterion number 16 on culture. Implementing the National Criteria for Advanced New Rural Communes, 21/69 communes met criterion number 6 on culture; 21/69 communes met criterion 13.7 (deploying promotion of the image of the commune's tourist attractions through Internet applications and social networks).
At the district level, implementing the National Criteria for New Rural Districts, the number of districts classified according to each criterion meeting the New Rural District standards has 5/8 districts meeting criterion number 5 on health - culture - education; implementing the National Criteria for Advanced New Rural Districts, the number of districts classified according to each criterion meeting the Advanced New Rural District standards has 1 district meeting criterion number 5 on health - culture - education.
Regarding the results of building new rural areas, up to now, the province has 4 districts meeting new rural standards (Cam Lo, Vinh Linh, Trieu Phong, Hai Lang), 69/95 communes meeting new rural standards, of which 21 communes have met advanced new rural standards.
However, the implementation of the program still faces some difficulties and limitations. In the coming time, the Department of Culture, Sports and Tourism will continue to closely coordinate with communes with rural tourism sites, promoting the completion of the goal of developing rural tourism in building sustainable and effective new rural areas.
In particular, focusing on investment in building and upgrading infrastructure, enhancing training and fostering in-depth professional knowledge on rural tourism management for state management staff from provincial to local levels. Supporting investment in preserving national cultural identity, promoting the value of relics and scenic spots to exploit and develop tourism.
Rural tourism development must be closely linked to agriculture and rural areas to build a system of unique, diverse, valuable and high-quality products based on local natural and cultural factors to attract tourists.
Continue to prioritize developing target markets with large customer sources accounting for a high proportion of Southeast Asian countries, in which the main key markets are Thailand, Laos and countries on the East-West Economic Corridor.
Continue to pay attention to investing in building cultural, sports and entertainment facilities in new commune and ward administrative centers after the merger, ensuring that infrastructure meets standards to serve the political and cultural activities of the community. Pay attention to directing the construction of new rural areas in remote, isolated and border areas to shorten the gap in cultural enjoyment between regions.
