On the morning of May 22, the Steering Committee for the Development of the Urban Railway Network System of Ho Chi Minh City (Steering Committee) held its first meeting. Comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, Head of the Steering Committee chaired the meeting.

Deploy with new thinking, new vision
Concluding the meeting, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen stated that the meeting discussed and basically agreed on a number of very important issues to implement the railway network development project according to Conclusion 49 of the Politburo .

Along with that is the plan to implement specific mechanisms and policies, especially to develop the urban railway network system in Hanoi and Ho Chi Minh City according to Resolution 188 of the National Assembly on piloting a number of specific mechanisms and policies, especially to develop the urban railway network system in Hanoi and Ho Chi Minh City.
The Secretary of the Ho Chi Minh City Party Committee emphasized that this is a very important task. Therefore, Ho Chi Minh City is always aware of its responsibility and political determination in developing the urban railway network. "There is no retreat, we all seek solutions to resolutely implement," Comrade Nguyen Van Nen stated.

Regarding the development of the railway network in general and the development of urban railways in particular, the Secretary of the Ho Chi Minh City Party Committee stated that this is a strategic breakthrough task in transportation as affirmed by the Politburo in Conclusion No. 49.
The goal is to complete the urban railway network of Ho Chi Minh City by 2035. This is a method of mass transport that is fast, low-cost, safe, and is also a backbone of the public transport system, playing a key role in the socio-economic development of Ho Chi Minh City.
In the context of the implementation of the merger of Binh Duong, Ba Ria - Vung Tau and Ho Chi Minh City, the expanded Ho Chi Minh City is facing new opportunities in implementing the construction of socio-economic infrastructure in general and transport infrastructure in particular.

Therefore, Ho Chi Minh City must implement according to new thinking, new vision, new context and conditions. "There are many very open policies, very strong decisions, creating a clear corridor for us to implement", Comrade Nguyen Van Nen emphasized and stated clearly that after the merger of provinces and cities, the Southeast region will have 3 remaining provinces and cities to create a key economic region in the South according to a new model, structure and development space.
Therefore, in the construction of infrastructure in general and transport infrastructure as well as urban railways in particular, Ho Chi Minh City determines a new vision and mindset in the current new conditions. In particular, with a new perspective, Ho Chi Minh City opens up more directions for developing the urban railway system towards Can Gio beach, towards Dong Nai, Binh Duong...
Diversify forms of capital mobilization
Noting some key contents that need to be implemented in the coming time, the Secretary of the Ho Chi Minh City Party Committee directed that Ho Chi Minh City urgently review the traffic development plan in the current new conditions to promptly supplement and adjust.

Along with that, urgently complete the institutions, mechanisms and policies of Ho Chi Minh City. At the same time, quickly complete the mechanisms and policies related to the development of the urban railway network system of Ho Chi Minh City.
To do this, the city must proactively research and coordinate with central ministries, departments and branches, including government agencies and the National Assembly, to specify and provide guidance on specific mechanisms and policies, especially in the project.
Within the scope of Ho Chi Minh City, departments and branches need to coordinate closely to advise the Ho Chi Minh City People's Council to issue mechanisms and policies within their authority.

Regarding capital mobilization and allocation, Ho Chi Minh City must urgently develop a plan. In particular, diversifying capital mobilization forms to proactively manage capital sources to meet the needs of use and progress of project implementation.
At the same time, actively advise the Ho Chi Minh City People's Council to approve the resolution to supplement the public investment capital plan for the 2026-2030 and 2031-2035 periods, in accordance with the investment progress of projects according to the list, according to the implementation roadmap according to Resolution 188 of the National Assembly.

Emphasizing that the management and operation model is very important, the Secretary of the Ho Chi Minh City Party Committee directed to quickly research and propose a management and operation model suitable to the reality of Ho Chi Minh City and the country.
The Secretary of the Ho Chi Minh City Party Committee also requested that the operating mechanism of the Steering Committee must be clear, with clear assignment of tasks, responsibilities, and especially must take into account the site clearance for project implementation when there is no longer a district-level administrative unit.
At the same time, urgently establish domestic and foreign consulting organizations; research and refer to models of countries with modern urban railway network systems...

He noted that Ho Chi Minh City pays attention to compensation, support and resettlement for people affected by projects, thereby ensuring that land is available according to the progress, time and implementation plan.
“Not only compensation but also reasonable resettlement, along with building policies to ensure the interests of people affected by these projects,” comrade Nguyen Van Nen directed.
During the implementation process, all procedures must be shortened and simplified to speed up progress, especially the site clearance must be fast and effective and the compensation mechanism must be transparent, creating the highest consensus among the people. Regarding financial policies and capital mobilization, there must be a plan for reasonable and effective allocation and optimization of other capital sources to reduce the burden on the State budget.

Along with that, calculating human resource arrangement associated with applying science and technology for effective management; methods of monitoring responsibility, especially accountability, establishing information mechanisms to connect periodic reports, and at the same time monitoring and strictly handling violations.
Developing the urban railway network system of Ho Chi Minh City is a task of special importance to the development of Ho Chi Minh City. Faced with a large workload, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi proposed to soon complete and concretize the operating regulations of the Steering Committee; consolidate working groups, advisory groups, and organizations under the Steering Committee to carry out the tasks assigned by the Steering Committee...
