The Secretariat has just issued Conclusion No. 86-KL/TW on the development of Vietnamese traditional medicine and the Vietnam Oriental Medicine Association in the new period.
After more than 15 years of implementing Directive No. 24-CT/TW, the awareness, consciousness and responsibility of many Party committees, Party organizations, authorities and people about the position and role of Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association have been raised.

The system of policies and laws on traditional medicine has been reviewed, revised, supplemented and gradually improved; the Program for developing traditional medicine and pharmacy has been built and implemented, combining traditional medicine and pharmacy with modern medicine.
State management, medical examination and treatment using traditional medicine, cultivation, processing and use of medicinal herbs, scientific research and international cooperation in the field of traditional medicine are given attention and investment.
Develop unique and specialized traditional medical examination and treatment techniques, demonstrate the effectiveness of non-drug diagnostic and treatment methods, and confirm traditional medical prescriptions and ingredients.
The Vietnam Oriental Medicine Association at all levels has been strengthened and operates actively and effectively, making an important contribution to the work of caring for, protecting and improving people's health.
However, some Party committees, Party organizations and authorities have been slow in implementing Directive No. 24-CT/TW and have not been resolute in inspection and supervision.
Propaganda and legaleducation on traditional medicine have not received regular attention and have not been associated with preserving and developing the treasure of traditional medicine; state management of traditional medicine is still inadequate.
Resources for investment and application of science and technology for traditional medicine are still limited. The network of organizations and training of human resources in traditional medicine are still lacking and limited.
The planning and development of medicinal plant cultivation areas are still small-scale and spontaneous, without connection between cultivation, production and trade; mechanisms and policies are not synchronous, lack feasibility, and have not resolved bottlenecks and obstacles in the field of traditional medicine; the position and role of the Vietnam Association of Oriental Medicine have not been promoted.
To develop Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association in the spirit of Directive No. 24-CT/TW, in conjunction with the implementation of the Resolution of the 13th National Congress and the Party's policies on the protection, care and improvement of people's health in the new situation, the Secretariat requests Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations at all levels to continue to effectively implement Directive No. 24-CT/TW, the Resolution of the 13th National Congress and the Party's policies on the protection, care and improvement of people's health; create positive changes in the awareness and responsibility of the political system and the whole society;
Innovate and improve the effectiveness of propaganda and education, identify the responsibilities and actions of Party committees, Party organizations, authorities, cadres, Party members and people in developing Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association, contributing to preserving and developing the treasure of Vietnamese traditional medicine, traditions and cultural identity.
Review, supplement and perfect relevant policies and laws, continue to specify policies on traditional medicine; innovate the management system, diversify and improve the quality of traditional medicine services associated with health care tourism.
Increase investment, focus on training and developing traditional medicine practitioners and pharmacists, and arrange sufficient human resources from the central to local levels. Strengthen socialization to mobilize resources and components to participate in the development of traditional Vietnamese medicine.
Develop a system of examination and treatment using traditional medicine, especially at the grassroots level; combine traditional medicine with modern medicine; research, test and prove the effectiveness of non-drug treatment methods, traditional medicine prescriptions and ingredients in disease prevention, treatment and improvement of people's health.
Build and complete a database of medicinal herbs and traditional medicine linked with national and specialized databases, promote the application of science, technology and digital transformation in traditional medicine.
Planning and developing medicinal plant farming and growing areas on an industrial scale, building a traceability system and ensuring the security and safety of medicinal plants;
There are specific policies in developing medicinal herbs, especially precious medicinal herbs and medicinal herbs of high economic value, associated with socio-economic development, hunger eradication and poverty reduction, especially in ethnic minority areas and remote areas.
Developing the pharmaceutical industry associated with scientific research, forming production, preservation and processing chains; transferring technology in medicinal plant cultivation, production and consumption of traditional medicine;
Strengthen coordination between ministries, sectors and localities in the management of medicinal materials, strengthen control of medicinal material quality, resolutely fight against traditional medicine products and medicinal materials that are fake, of poor quality and of unknown origin.
Proactively and actively integrate and improve the effectiveness of international cooperation, promote the building and promotion of the image and brand of Vietnamese traditional medicine; have trade promotion policies to export traditional medicine products, including high-quality human resources and non-drug treatment methods internationally.
Participate in professional associations and educational associations on traditional medicine in the region and the world. Increase support for discovery, registration and protection of intellectual property rights for traditional medicine; honor and ensure the rights of famous doctors; have specific policies on registration of intellectual property rights, protection of secrets in the preparation and processing of traditional medicine.
Promote the proactive, positive, and core role of the Vietnam Association of Traditional Medicine and socio-political organizations in disseminating, mobilizing, and providing information on Vietnamese traditional medicine, good remedies, and effective treatment methods for people at home and abroad to know and use.
Coordinate with media agencies to introduce and replicate good models, good practices, and typical examples in the development of traditional medicine. Organize and effectively implement the campaigns "Vietnamese people prioritize using Vietnamese products" and "Vietnamese people prioritize using Vietnamese medicines".
Provincial Party Committees, City Party Committees, Party Executive Committees, Party Delegations, and Party Committees directly under the Central Committee disseminate, thoroughly grasp, concretize, organize, inspect, and supervise the implementation of the Conclusion.
The National Assembly Party Delegation and the Government Party Committee shall lead and direct the review, revision, supplementation and completion of relevant policies and laws; allocate sufficient resources; strengthen state management to ensure synchronous implementation of policies and laws to promote the development of traditional medicine and promote the role of the Vietnam Oriental Medicine Association.
The Government Party Committee leads and directs the issuance of documents to develop Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association for the period 2025-2030 and vision to 2045; directs the Ministry of Health and the Vietnam Oriental Medicine Association to closely coordinate with departments, ministries, branches and localities to effectively implement the Conclusion.
The Party Delegation of the Vietnam Fatherland Front and socio-political organizations shall step up propaganda, mobilization, supervision, social criticism, and actively implement the Conclusion.
The Central Propaganda Department shall preside over and coordinate with the Party Executive Committee of the Ministry of Health and relevant agencies to organize guidance, monitoring, inspection, supervision, periodically summarize, and report to the Secretariat on the implementation results of the Conclusion.
It is known that in developing the traditional medicine human resources, according to the report of the Vietnam Oriental Medicine Association, from its establishment to 2023, the whole country has nearly 70,000 members, including about 10,000 physicians. However, currently only about 20% of physicians of the Vietnam Oriental Medicine Association are licensed to practice.
Associate Professor, Dr. Dau Xuan Canh, President of the Vietnam Oriental Medicine Association, said that in reality, a large number of physicians are adults from families with a tradition of practicing oriental medicine, or people with other degrees but love oriental medicine and self-study, or participate in vocational education courses, and improve oriental medicine expertise of Oriental Medicine Association organizations nationwide.
There are even people who are professors, doctors, western medicine doctors, university pharmacists, or doctors of other fields who want to become physicians to practice examining and treating diseases with oriental medicine.
However, the law currently does not regulate vocational education and professional training to provide the capacity to examine and treat diseases using Oriental medicine for traditional medicine practitioners.
Therefore, people who need to be properly and formally trained and certified as traditional medicine practitioners face many difficulties in finding vocational training and oriental medicine training facilities to study.
In addition, the Law on Medical Examination and Treatment 2023, which was passed by the National Assembly and took effect from January 1, 2024, stipulates that traditional medicine practitioner is a professional title that must have a practice license and be a member of the Vietnam Oriental Medicine Association.
With this regulation, there will be many physicians who are not qualified to operate, and may even become "illegal" practitioners.
Therefore, vocational education and professional training for traditional medicine practitioners is an urgent requirement for those practicing Oriental medicine.
Furthermore, vocational education and professional training for physicians also contribute to protecting people's rights in medical examination and treatment.
It is known that recently, the Vietnam Oriental Medicine Association has proactively organized and developed a vocational education program and fostered oriental medicine expertise for its members.
This training program consists of 150 credits over a period of 5 years, based on the training program for traditional medicine doctors of medical universities nationwide, with additional knowledge of oriental medicine.
