This thinking clearly demonstrates the Party's comprehensive leadership role, ensuring human resources are developed in the right direction, in accordance with the country's development requirements in each period.

Entering a new development stage, as the country aims to achieve two 100-year goals, the urgent requirement is to build high-quality human resources to meet the requirements of rapid and sustainable national development.

Strategic vision

Since the 6th Congress, Party Congresses have emphasized the need to promote the human factor, linking human resource development with the application of scientific and technological advances and meeting the requirements of international integration.

The 13th Congress clearly identified: Developing human resources, especially high-quality human resources, to meet the requirements of the 4.0 industrial revolution and international integration is one of the three strategic breakthroughs along with institutional improvement and synchronous infrastructure development. Draft documents submitted to the 14th Party Congress identified that developing high-quality human resources and making good use of talents is one of the strategic breakthroughs.

From that theoretical vision and thinking foundation, many important resolutions have been issued, forming a series of consistent policies, affirming the Party's consistent and long-term leadership of the human development strategy. In practice, the Party's strategic planning thinking has been strongly concretized from the central to local levels, from overall planning to specific actions. Many provincial and municipal Party Committees have issued action programs and thematic resolutions, considering this an important breakthrough to promote rapid and sustainable development.

In 2016, the Lai Chau Provincial Party Committee issued Resolution No. 06-NQ/TU on improving the quality of human resources in the 2016-2020 period. Since then, the province has synchronously implemented many mechanisms and policies on training, attracting and developing high-quality human resources, creating a positive shift in the labor structure; the educational, professional and technical qualifications of the labor force have increased year by year.

In Khanh Hoa , the Resolution of the Provincial Party Congress for the 2025-2030 term clearly defines: Developing high-quality, highly qualified human resources, especially human resources for scientific research, technology development, and innovation; the goal is to have 12 highly qualified people per 10,000 people by 2030.

Comrade Nghiem Xuan Thanh, Member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee emphasized: Realizing that people are the center and key driving force in sustainable development, with four pillars of economic growth: industry, energy, tourism-services and construction-urban, the prerequisite for Khanh Hoa province is to aim at training high-quality human resources. The Provincial Party Committee also determined that it is necessary to innovate thinking and working methods, ensuring educational development towards improving training quality, linking training with actual labor needs. This is a strategic orientation to build quality human resources, suitable for the economic development needs of the province in the coming time.

Many commune and ward Party Committees have clearly demonstrated their capacity to orient and organize implementation through specific programs and plans. The Party Committee of Phuoc Dinh Commune (Khanh Hoa) identified training, attracting and effectively using human resources as one of the key tasks in the 2025-2030 term.

Comrade Truong Xuan Vy, Party Secretary, Chairman of the People's Council of Phuoc Dinh commune informed: In order for Phuoc Dinh to become a key commune for economic development of the province, the Party Executive Committee of the commune directs the drastic and synchronous implementation of tasks and solutions, in which, priority is given to training, attracting and effectively using human resources, meeting the development requirements in the new period. Identifying the contingent of cadres and party members as a high-quality human resource, shouldering the responsibility of local socio-economic development, the Party Committee of the commune focuses on planning, training and fostering a contingent of cadres and party members with qualities, capacity and qualifications equal to the tasks.

Developing human resources associated with "digital capacity"

The Party's strategic planning role is demonstrated through the consistency of vision, systematic policies and decisive actions of local and unit Party committees.

According to comrade Nguyen Manh Hung, Deputy Director of the Social Department, Central Policy and Strategy Committee, the lesson of strategic vision going one step ahead clearly demonstrates the leadership role of the Party and State in orienting human resource development, and at the same time sets out urgent requirements in forecasting, preparing and adapting to new development trends.

In the context of comprehensive digital transformation, policies on high-quality human resources have set requirements for "digital capacity" and "creative thinking" as essential criteria, especially for cadres and party members - those who play a pioneering role in innovation and creativity. Central Party agencies are the Party's strategic "advisory staff" in formulating major policies and guidelines. With many new and difficult tasks, the requirements for the advisory staff have also increased and expanded.

Comrade Vu Trong Lam, Director-Editor-in-Chief of the National Political Publishing House, Truth, commented: Building a team of staff associated with digital transformation is a strategic requirement for the Party's leadership in the new period. In addition to traditional qualities, it is necessary to add new criteria that are suitable for the digital transformation trend such as: Proficiency in information technology, ability to exploit and process big data, and skills in using artificial intelligence to support forecasting and policy making.

At grassroots party organizations, digital capacity is an inevitable requirement for cadres and party members to meet many new requirements and tasks today. Hai An Ward Party Committee (Hai Phong City) has 105 party organizations with more than 5,500 party members. Hai An Ward Party Committee determined that after reorganizing and streamlining the apparatus, the leadership and direction of the Party Committee and the management and operation of the local government at two levels will strongly exploit information technology and digital transformation.

Comrade Pham Thi Chuyen, Standing Deputy Secretary of the Hai An Ward Party Committee, said: One of the key tasks and solutions in the 2025-2030 term of the Ward Party Committee is to strengthen self-training, professional development, and digital capacity building for cadres, civil servants, and public employees. In particular, the team of cadres and party members are the pioneers, setting an example in improving their qualifications, learning new skills, both helping to create substantial changes in work and contributing to building a quality, strong team.

Developing high-quality human resources associated with digital transformation is both a socio-economic development goal and a prerequisite for the country to firmly step on the path of modernization, integration and development. This is also a measure of the leadership capacity, fighting strength and pioneering spirit of Party committees and organizations at all levels, of each cadre and Party member in the new period.
