In order to increase the rate of trained workers, reduce unemployment and improve the competitiveness of workers, meeting the requirements of local socio-economic development. Thereby creating momentum for the province to make a breakthrough.

In recent years, the labor structure of Son La province has shifted from agriculture to industry and services, gradually approaching the goal of promoting industrialization, modernization and tourism development. The labor market of Son La province has also made progress: The scale and qualifications of the labor force have increased; the quality of employment has gradually improved, gradually formalizing part of informal employment; the labor structure has shifted positively; income and wages of workers have increased; labor productivity and competitiveness of the labor force have been improved. The labor market has been focused on, labor supply and demand forecasts and the labor market information system have been strengthened. The rate of trained workers has reached 63%; the rate of workers with degrees and certificates has reached 28%; workers working in the fields of agriculture, forestry and fishery has reached 60.9%; industry - construction has reached 18.35%; trade - services has reached 18.75%; career change and job creation, increasing income for over 21,000 workers/year. Human resource training has been innovated in the direction of focusing on improving quality, training linked to the needs of localities, businesses and labor-using units.

The Resolution of the 15th Provincial Party Congress of Son La identified human resource development as one of the three breakthroughs of the 2020 - 2025 term. To specify the breakthrough, the Provincial Party Executive Committee issued Resolution No. 09-NQ/TU and the Provincial Party Standing Committee issued the Project on human resource development in Son La province for the period 2021 - 2025, with a vision to 2030. To implement, the Provincial People's Committee has identified specific groups of tasks and solutions for human resource development closely linked to the local socio -economic development strategy, solving and creating jobs, reducing unemployment rate, increasing income and improving people's lives, ensuring social security; improving the quality of general education; training skilled and highly skilled workers; focusing on creating an environment, mobilizing investment resources, taking care of training and fostering human resource development. In addition, it is necessary to focus on promoting research, application and technology transfer activities suitable to the practical conditions of each region and field, especially in key economic zones, rural areas, highlands, border areas and ethnic minority areas. Promote innovation, proactively participate in the fourth industrial revolution, synchronously implement development policies, attract and effectively use high-quality human resources; link training with labor market needs and orient the development of key industries and fields of the province.

Accumulated from the beginning of 2025, the whole province has 206 workers from Son La province going abroad to work under contracts, reaching 103% of the target for 2025. In July 2025, job counseling, vocational training, labor export and provision of labor market information, employment law policies for over 2,500 people, resulting in 1,898 workers being introduced and having jobs at domestic and foreign enterprises.

It is expected that by the end of 2025, the rate of labor in the agriculture, forestry and fishery sector will decrease to 58.9%; the rate of trained labor will reach 65%, of which the rate of labor with degrees and certificates will reach 30%, the unemployment rate in urban areas will decrease to below 3.65%, achieving the target set by the Resolution of the 15th Provincial Party Congress, term 2020 - 2025.

In the coming time, the province will continue to focus on promoting the application of information technology and digital transformation in management, teaching and learning. Promote the development of vocational education in line with the practical needs of the labor market, especially in areas such as agriculture, services, tourism, information technology, and digital transformation. Improve the quality of training at vocational training institutions; strengthen the autonomy mechanism, expand the linkage between training institutions and enterprises and cooperatives in training and labor use. Pay attention to supporting vocational training for rural workers, ethnic minority workers, resettled people, and people whose production land has been recovered; contribute to shifting the labor structure, creating sustainable jobs and increasing income for people.
