Increasing demand for trained labor
The Provincial Employment Service Center (Department of Home Affairs) is the place that most clearly reflects the current labor market trends. According to the Center's leaders, every year, businesses register to recruit tens of thousands of workers through the Job Exchange, in which the demand for trained labor increases every year. From the beginning of 2025 to now, out of a total of more than 1,000 job positions recruited through the Exchange, the number of trained workers accounts for a fairly large proportion.
NIPLAS Production and Trading Company Limited, Phuc Son Industrial Park (Hoa Lu City) specializes in manufacturing spare parts and accessories for motor vehicles and engine vehicles. To ensure production tasks, the Company is in need of recruiting hundreds of workers who are production workers; robot operators, maintenance workers... The requirements for these positions are at least intermediate level or higher. The salary that workers receive is from 8-18 million VND/month.
The company actively participates in job fairs organized by the Provincial Employment Service Center to directly meet with job candidates. Fortunately, the labor structure is also shifting towards increasing the proportion of trained workers. However, currently, recruiting workers in both general and trained positions is not easy because the market demand is increasing as businesses expand their production scale.
Comrade La Thanh Tung, Director of the Provincial Employment Service Center, said: Job fairs are increasingly attracting the attention of businesses inside and outside the province. The reason is that the quality of human resources trained by vocational training institutions in the province has affirmed its reputation, well meeting the needs of employers, and the recruitment source is also more abundant. Not only recruiting through the Exchange, many businesses also order direct training; participate in job fairs of vocational training institutions... to have the opportunity to directly recruit this human resource.
In Ninh Binh province, there are currently hundreds of enterprises operating effectively in industrial parks and clusters. In particular, the province prioritizes encouraging and attracting enterprises that use modern production technology, limit environmental impacts, and employ highly skilled workers. To satisfy the "thirst" for high-quality human resources and adapt to the rapid changes in the labor market, the province has identified vocational education development as one of the top priorities.
In the period 2014-2024, the province will recruit and train nearly 190,000 new people at all levels of vocational education. The rate of trained workers will increase steadily each year, reaching 71% in 2024; it is expected that by the end of 2025, the rate of trained workers will reach 72%, of which the rate of workers with degrees and certificates will reach 36%. In addition to solutions to rapidly increase the number of training, the province has also set very specific goals to improve the quality of vocational education in the new period.
Specifically, by 2030, focus on improving the quality and efficiency of vocational education to meet the demand for skilled human resources in the country; proactively participate in the international human resource training market. In which, some occupations will reach the level of countries in the ASEAN region; at least 70% of vocational education institutions and 100% of training programs in key industries and occupations will meet quality accreditation standards; 100% of vocational training programs will be built on the basis of the minimum amount of knowledge and capacity requirements that learners must achieve after graduation"; there will be 3 schools with high quality; about 20 key industries and occupations, of which 1 to 3 industries and occupations are competitive in ASEAN-4 countries.
By 2045, vocational education will meet the local demand for highly skilled human resources, catch up with the advanced level of the region and the world, and have outstanding competitiveness in a number of training fields, industries, and occupations.
Stay ahead of the trend to train suitable human resources
To achieve the goals set by the province, especially to adapt to market changes in the new context, currently, vocational training institutions have actively innovated programs, content, and training methods towards comprehensive development.
Mr. Duong Van Cuong, Principal of Ninh Binh College of Mechanics, said: In order to train high-quality human resources, the school is always proactive in innovating and improving teaching quality, considering this a fundamental factor to attract students and train a workforce that fully meets the requirements of businesses.
Currently, in teaching, the school's teaching staff has used most of the lectures with new technology, skillfully and effectively applying information technology. Some lectures use homemade vocational training equipment that is suitable for practice and highly applicable. Many lectures have appropriately selected and skillfully used traditional teaching methods (visual, conversational, presentation...) and some active teaching methods such as problem posing, simulation, programming... to make the lectures lively, interesting, create a positive learning atmosphere, promote autonomy and creativity of learners.
Vocational training institutions also focus on promoting “Training linked with enterprises”, combining with enterprises to bring students to experience and practice. When working in a real environment at enterprises, students are able to perfect their vocational skills, awareness, and industrial working style. In addition to training programs built according to regulations, schools have proactively studied the needs of enterprises to build advanced modules to train and foster capacity and vocational skills for employees of enterprises.
Some vocational training institutions have proactively selected and applied advanced, high-quality regional and international training programs, standards and technologies into their teaching activities to train highly skilled human resources suitable to the conditions of the unit. Vocational training institutions have also strengthened international cooperation in vocational training so that workers can keep up with trends and integrate well into the world labor market.

Along with good foreign language skills, students have wide job opportunities, participating in the world labor market with high income.
The Vietnam-Soviet College of Construction Electromechanics is a very active unit in international cooperation in training the following occupations: Automotive technology, industrial electricity and metal cutting. The occupations trained under the transfer program have met the recruitment needs of businesses, especially foreign-invested enterprises that have signed contracts with the school to receive students after training.

After graduation, these students were attracted to large businesses with preferential policies...
With many advantages, international cooperation programs in the field of vocational education are being seized by vocational education institutions in the province to access and bring students into the high-quality labor market, even the world labor market.
