- Education on knowledge and skills to prevent drowning for students is very necessary, especially when tragic drowning incidents occur every year in the province. The program to enhance education on knowledge and skills to prevent drowning for students in the period 2025 - 2035 is implemented in general schools, continuing education centers, vocational education centers, focusing on primary and secondary schools and residential communities, where swimming pools will be invested to serve education on knowledge and skills to prevent drowning for students in the area.
- Could you tell us the specific goals of the program?
- The goal set for 2030 is that 70% of students will be taught knowledge and practice skills to prevent drowning; 70% of managers and teachers will be trained to improve their capacity in preventing drowning for students; at least 55% of 5th graders, about 65% of 9th graders and 75% of 12th graders will know how to swim safely; at least 20% of primary schools, 15% of secondary and high schools will have swimming pools (fixed or mobile) and maintain effective operations; 50% of communes and towns will have at least one swimming pool to serve the purpose of teaching safe swimming to children and students.
By 2035, strive for 90% of students to be taught knowledge and practice skills to prevent drowning; 95% of managers and teachers to be trained to improve their capacity in preventing drowning for students; at least 70% of grade 5 students, about 80% of grade 9 students and 90% of grade 12 students to know how to swim safely; at least 30% of primary schools, 25% of secondary and high schools to have swimming pools (fixed or mobile) and maintain effective operations; 70% of communes and towns to have at least one swimming pool to serve the teaching of safe swimming for children and students.
- Previously, the province organized a swimming program for students but it did not achieve the set goals. So to implement the above program, especially organizing effective swimming lessons for students, could you please tell us what key tasks and solutions the provincial Department of Education will implement in the coming time?
- The sector will focus on synchronously implementing solutions such as: Organizing communication to raise awareness and responsibility for drowning prevention; educating knowledge and skills on drowning prevention and teaching safe swimming to students; gradually investing in the construction, installation and maintenance of effective operation of swimming pools in schools (including fixed swimming pools or mobile swimming pools and equipment, tools for swimming, rescue, and related auxiliary works). In addition, developing programs, documents, instructions for testing, evaluating results and organizing safe swimming lessons for primary, secondary and high school students in schools outside of class hours. For schools that do not have the conditions to organize safe swimming lessons for students in schools, coordinate and link swimming lessons in clusters of schools in the locality or coordinate with parents, link with swimming pools outside of schools to organize swimming lessons for students according to the program, instructions, with coordination, supervision and evaluation by the school.

The provincial Department of Education will also review, revise and supplement documents and policies related to investment in facilities and funding for the organization of safe swimming lessons and drowning prevention for students in schools. In particular, focusing on preferential policies and regimes on land, encouraging and attracting domestic and foreign resources to invest in building swimming pools and equipment to ensure swimming lessons, providing equipment, supporting training and organizing swimming lessons in schools. At the same time, review and issue documents regulating the organization of safe swimming lessons in schools; provide guidance on funding for a safe swimming course and drowning prevention for a student; provide guidance on specific training for swimming teachers and lifeguards at swimming pools for students outside of class hours. In order to organize effective swimming lessons, it is necessary to arrange regular funding for the maintenance of swimming pools invested in schools or in the community; Ensure regular organization of activities, maximize the use of functions for the right purposes. In addition, it is necessary to mobilize contributions from students' families when organizing swimming courses in schools according to the prescribed norms of competent authorities; mobilize and attract investment from individuals, organizations, and businesses to build swimming pools and coordinate the exploitation and effective use of swimming pools in schools and communities according to regulations.
