Developing Ho Chi Minh City on par with major cities in the Asian region

Southeastern region: Striving for an average GRDP of about 10%/year, period 2026-2030

Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented a report stating that, based on the assessment of the current state of our country's territory, zoning plans for each period and development requirements in the new context, the whole country is divided into 6 regions.

Draft supplements and adjusts regional development orientation and regional linkages.

Firstly , the Northern Midlands and Mountains region: Strive for an average growth rate of gross regional domestic product (GRDP) of about 9-10%/year in the 2026-2030 period; focus on building the Thai Nguyen - Phu Tho industrial belt to become a driving force for growth in the whole region, linking with Bac Ninh province as an inter-regional industrial belt; complete the construction of the Lao Cai - Hanoi - Hai Phong railway; build the Lang Son - Hanoi railway.

Second , the Red River Delta: The average GRDP growth rate is about 11%/year in the period 2026-2030. Regional development is the leading driving force for development, playing a role in guiding and leading the process of restructuring the economy and establishing a new growth model for the country. Rapidly develop new service industries such as creative industries, technology finance, smart logistics, digital technology services. Develop coastal economic zones, free trade zones; build Gia Binh international airport, routes connecting important urban areas in provinces and cities after the merger.

Third , the North Central region: The average GRDP growth rate is about 10-10.5%/year in the period 2026-2030. Prioritize the development of coastal economic zones focusing on a number of key industries suitable for localities, creating a growth breakthrough.

Develop petrochemical, metallurgical, renewable energy industries... Build Hue city into a large, unique center of Southeast Asia and Asia in terms of culture, tourism and specialized healthcare, a Festival city. Build the coastal area of Thanh Hoa - Nghe An - Ha Tinh into an industrial development center of the region and the whole country, becoming a national driving force.

Fourth , the South Central Coast and Central Highlands regions: Strive for an average GRDP growth rate of about 9.5 - 10%/year in the 2026-2030 period; promote the marine economy, strongly develop the mechanical engineering, metallurgy, petrochemical industry; seaports and logistics services; sea and island tourism...

Fifth , the Southeast region: Strive for an average GRDP growth rate of about 10%/year in the period 2026-2030. Strongly develop the mechanical engineering, petrochemical, chemical, pharmaceutical, new material, electronics, semiconductor, artificial intelligence, cyber security, and digital technology industries. Develop the region to become a service center of the Southeast Asian region in finance, trade, tourism, and international exchange.

Develop Ho Chi Minh City into a civilized, modern, dynamic and creative city; an international financial center; with a prominent position in the Southeast Asian region and development on par with major cities in the Asian region. Accelerate the construction of Ho Chi Minh City urban railway, railway connecting the center of Ho Chi Minh City with neighboring cities; routes connecting Long Thanh airport.

Sixth , Mekong Delta region: Average GRDP growth rate reaches about 9-9.5%/year in the period 2026-2030. Develop the region into a modern, sustainable, dynamic and highly efficient agricultural economic center; promote the development of digital agriculture and smart agriculture.

Average GDP reaches over 8%/year, period 2021-2030

The draft sets the goal that by 2030, Vietnam will strive to be a developing country with modern industry and high average income; establish a new growth model, taking science and technology, innovation and digital transformation as the main driving force; organize an effective, unified and sustainable national development space model, dynamic regions, economic corridors and growth poles to promote their leading and leading role in socio-economic development and enhance national competitiveness; have a synchronous and modern basic infrastructure network; ensure major balances, enhance the resilience of the economy...

Strive for an average GDP growth rate of over 8% per year in the 2021-2030 period; of which the 2026-2030 period will reach 10% per year or more.

In the period 2031-2050, strive for a GDP growth rate of about 7-7.5%/year. GDP per capita at current prices by 2050 will reach about 38,000 USD. By 2030, GDP per capita at current prices will reach about 8,500 USD...

Clarifying the basis for building new international airports

Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the review report stating that the basic socio-economic zoning remains the same with 6 regions. However, the structure and scope of each region has changed significantly in terms of the number of provincial-level administrative units, the size of the area and population due to the impact of the arrangement and merger of provincial-level administrative units; in which, the North Central region, the South Central Coast and the Central Highlands are the 2 regions with the largest changes compared to before.

Therefore, the Committee proposed to clarify how the new zoning plan will impact and influence the development orientation of each region; assess the connectivity within each region. In addition, it proposed to explain and clarify the specificity, geographical location, tasks, and socio-economic conditions of each region in order to maximize potential and effectively exploit existing advantages; overcome the shortcomings and limitations of each region and link regions to promote sustainable development of the whole country.

Regarding the orientation of national technical infrastructure development, the Committee noted that, according to the 10-year socio-economic development strategy 2021 - 2030 on infrastructure development, it has determined to focus only on upgrading airports, especially key airports, in which it also determined to build a new Long Thanh International Airport. Therefore, it is proposed to supplement the explanation to clarify the political and legal basis for supplementing the orientation of building new international airports.
